As the UN’s lead development agency, with extensive field presence, UNDP has facilitated the integration of gender equality in the work of Country Offices through core and non-core fund investments, has initiated and implemented numerous innovative initiatives, and has supported both government and civil society work on gender issues.

The Gender Team of the Bureau for Development Policy (BDP) is the institutional anchor of UNDP’s work on gender equality and women’s empowerment. As the UN’s lead development agency, UNDP facilitates the integration of gender equality in the work of its Country Offices (CO) through core and non-core fund investments and has initiated and implemented numerous innovative initiatives that support program county work on gender equality and women’s empowerment. The Beijing Platform guides UNDP’s work on gender for Action (BPFA), Convention on the Elimination of All Forms of Discrimination against Women (CEDAW) and the frameworks provided by the Millennium Declaration and the Millennium Development Goals (MDGs).

The consultant will support the work of the Gender Team in New York and will work in collaboration with all units of the Gender Team as well as with relevant UNDP headquarters units.

Specific Deliverables/Activities

  • Help prepare project proposals, concept notes and liaise with Executive Board members;
  • Help coordinate Executive Board informals;
  • Support Gender Team Director to build relations with external professionals and institutions, including UN inter-agency networks and agencies, donors and civil society organizations, in the area of gender equality and specifically in regard to Beijing+20;
  • Support Gender Team Director to oversee the programmatic work of the Team; ensure deadlines; and create and manage ongoing communications and interaction with Regional Advisers and global gender practitioners in UNDP;
  • Manage production and dissemination of outreach materials, including Key Messages and Fast Facts, for the Commission on the Status of Women; document the successful management of CSW side-events; and prepare and disseminate at least two newsletters on CSW for UNDP’s Gender Net;
  • Connect UNDP staff and partners across gender and thematic communities on Teamworks and encourage and facilitate peer-to-peer sharing;
  • Prepare weekly social media messages for corporate channels on gender equality and women’s empowerment, including events related to Beijing+20 and CSW, and prepare communication packages for relevant International UN Days.

Expected Outputs:

  • Project concept notes on key initiatives such as the Gender Equality Seal, GEPMI and Gender in Crises and Conflict;
  • At least three information meetings with Executive Board members prepared and recorded;
  • Regularized and documented meetings with inter-agency partners, particularly with UNWomen, UNFPA and UN Department of Public Affairs;
  • Email groups updated to align with Structural review;
  • Updated Gender Practice organigram;
  • Procedures in place and implemented for ensuring regular communication with Gender Team and Global Gender Practice;
  • Retreat of Gender Community well prepared and recorded (4th quarter 2014 or 1st quarter 2015);
  • Production and dissemination of Commission on the Status of Women outreach materials and documentation of successfully managed CSW side-events;
  • At least two newsletters on CSW for UNDP’s Gender Net;
  • Approved social media messages placed on corporate systems and communications packages with visual content (infographics) for at least three International UN Days, as well as for weekly “Equality Monday”.

Qualifications et expériences requises

Education

  • Master’s Degree in Journalism/Communications, Gender Studies, Human Rights or a related field.

Experience

  • A minimum of 5 years of experience in the area of international development, communications and advocacy, with a demonstrated track record in communications outreach;
  • Experience working collaboratively in a team structure in a multicultural environment;
  • Experience working under minimum supervision and tight deadlines;
  • Prior experience in the work environment of an international agency, NGOs, UN, or international institutions is required;
  • Experience in developing country contexts and an understanding of development challenges from the field perspective is required;
  • Computer literate (being able to use MS Windows, office applications, Internet search).

Language

  • Fluency and excellent analytical writing skills in English.
  • Second official UN language an asset.

Contracts will be based on daily fee

Payments are made to the Individual Consultant based on the number of days worked that will be linked to expected deliverables under this Terms of Reference.

Travel

There is no anticipated travel for this assignment. In the case of unforeseeable travel, payment of travel costs including tickets, lodging and terminal expenses should be agreed upon, between UNDP Gender Team and the Individual Consultant, prior to travel and will be covered and paid by UNDP. The fare will always be “most direct, most economical” and any difference in price with the preferred route will be paid for by the expert. UNDP will not cover any costs associated with moving to the duty station (New York, USA).

Evaluation of applicants

Short-listed candidates may be requested to participate in an interview with a selection panel via telephone or Skype.

Method: Cumulative analysis method will be used to evaluate proposals.

When using this weighted scoring method, the award of the contract will be made to the individual consultant whose offer has been evaluated and determined as:

  • Responsive/compliant/acceptable; and
  • Having received the highest score out of a pre-determined set of weighted technical and financial criteria specific to the solicitation;
  • Technical Criteria weight: 70%;
  • Financial Criteria weight: 30%.

Only candidates obtaining a minimum of 49 (70%) points on technical part will be considered for the Financial Evaluation.

Criteria for technical evaluation (70 points maximum):

  • Criteria 1: Experience in the area of international development, communications and advocacy, with a demonstrated track record in communications outreach – 25 points;
  • Criteria 2: Prior experience in the work environment of an international agency, NGOs, UN, or international institutions is required – 20 points;
  • Criteria 3: Experience in developing country contexts and an understanding of development challenges from the field perspective is required – 15 points;
  • Criteria 4: Fluency and excellent analytical writing skills in English - 10 points

Criteria for financial evaluation (30 points maximum):

 The following formula will be used to evaluate financial proposal:

p = y (µ/z), where

p = points for the financial proposal being evaluated
y = maximum number of points for the financial proposal
µ = price of the lowest priced proposal
z = price of the proposal being evaluated
