Project background:

The Project will assist the Government of Azerbaijan to extend the reach the Information and Communication Technologies with a view to increase efficiency of the public sector institutions, maximize socio-economic impact of ICTs on businesses and people, and to maintain multi-stakeholder dialogue about bridging the digital divide at the regional level. To achieve this complex objective, the project will pursue multiple partnerships with international organizations (UNDESA, UNECE, UNPAN and others), national and local authorities in Azerbaijan, civil society, business circles and bilateral partners.

The project will have 6 components:

  • 1) Development of National ICT Strategy (2013-2020);
  • 2) Expansion and upgrade of AzDataCom network;
  • 3) Establishment of Public Private Partnership Specialist Centre on ICT/Broadband;
  • 4) Building of national capacities for e-participation;
  • 5) awareness raising on Open Government data; and
  • 6) Establishment of operational framework for EurACA.

Implementation of “Expansion and upgrade of AzDataCom network” component will assist to provide innovative Internet access, VoIP and multimedia services with greater speed to its Internet users in regions.

The first stage in establishing a nation-wide broadband network– AzDataCom – took place in 2005 - 2011 within the framework of the joint Ministry of Information and Communication Technologies and UNDP project. AzDATACOM is a fiber optic network that spans for several hundred kilometers and embraces Baku, and connecting Baku to Ganja and all regional centers of the country with the high speed internet of 10Gbs.  The AzDataCom presently has more than 8,000 clients.

At this stage, the network will be further expanded from regional centers to remote areas including villages, providing broadband Internet connection to 3 million people. Upon completion of the project, the entire territory of Azerbaijan will be covered by high-speed Internet connection.

Devoirs et responsabilités

Scope of work:

The Project Consultant shall carry out the following duties:

  • Assist in conducting situational analysis, including infrastructural needs, in the regions and remote villages where the Broadband Internet Services are intended to be established;
  • Participate in producing needs assessment report for consideration of the Ministry of Communications and High Technology of the Republic of Azerbaijan regarding the Broadband Internet Services;
  • Assist developing technical specifications for procurement of equipment for expansion and upgrade of AzDataCom network;
  • Research and analyze the best practices in creating processes a special network used in transmission of telephone traffic in the provinces of the country within AzDataCom network;
  • Within the framework of the tender processes provide responses to the technical questions addressed by the bidders;
  • Assist to hold interviews, conduct meetings, convene discussions with the beneficiary and stakeholders, civil society to evaluate the progress level of theAzDataCom network and perspectives of this initiative in the country (in Baku and regions);
  • Within the framework of the pre-bid attend discussions with the representatives of the bidding companies via remote participation;
  • Participate at the evaluation processes of the tender;
  • Keep daily communication with Project staff regarding the implementation of activities;
  • Assist in respond to any questions from Advisory Committee on Procurement (ACP);
  • Assist in identifying deliverables for the winning contractor and have full cooperation with PSO) Support;
  • Perform any other tasks requested by the Project Manager and Programme Advisor.

Qualifications et expériences requises

Education:

  • Secondary Education;
  • University degree in Information Technologies, ICT or other relevant disciplines; (max 20 points)

Experience:

  • 3-4 years experience in implementation of assigned component targets and activities, evaluation of the existing situation regarding the expansion and upgrade of similar network, preparation of recommendations/policy actions to enhance population’s access, provide innovative Internet access, VoIP and multimedia services with greater speed to its Internet users in regions; (max 20 points);
  • Familiarity with the United Nations system with appropriate knowledge of issues on Information and Communication Technologies for development and current internet governance issues; (max 20 points);
  • Knowledge on uses of new social media for public communication in international organizations; (max 20 points).

Language:

  • Proficient computer skills and fluency of English (written and oral). (max 20 points)
