In 2012 OHCHR Uganda supported the development of a framework for monitoring the implementation of human rights recommendations that Uganda has received from the international human rights mechanisms, i.e. the treaty bodies, the universal periodic review and the special procedures. The framework developed indicators for monitoring the implementation of these recommendations based on the human rights indicators guide developed by OHCHR globally. Furthermore, the framework clusters the recommendations according to theme, mechanism and responsible government institution. The framework was presented to civil society organizations and the Uganda Human Rights Commission in March 2013 where it was also suggested by OHCHR that the framework be further developed into an online database/search engine where human rights organizations including UHRC and the government sectors can easily access, search and identify recommendations that Uganda has received, the action required for implementation (indicators), the responsible government agency for implementation as well as the baseline and current status of implementation. The UHRC has agreed to host the database on their website. The database would be updated regularly and would also include the recommendations that the government has received from UHRC in its annual reports. The database therefore aims at assisting a systematic monitoring of human rights recommendations from both national and international human rights mechanisms, facilitate implementation through the identification of indicators and targets and ensure a more wide dissemination of human rights recommendations that Uganda has received among the general public.

In May 2014 the development of this database started and is now in its final stages. OHCHR is therefore seeking a consultant to work in populating the database with the relevant human rights recommendations, indicators, targets and baselines, as well as to support the Uganda Human Rights Commission in piloting the database with 2 line ministries.

Devoirs et responsabilités

Plan of Work:

  • Populate the database with recommendations and other relevant information provided by OHCHR and UHRC;
  • Edit and revise current text content in the database;
  • Support UHRC in piloting the database: support development of relevant indicators for the ministries to respond the recommendations, baselines, targets and means of verification;
  • Populate the database with the information received for the database.

Scope of Work:

The consultant undertakes to perform the services with the highest standards of professionalism and ethical competence and integrity. The consultant is required to:

  • Consult with OHCHR and UHRC Program Unit and IT staff in all tasks highlighted;
  • Work with the piloting ministries to ensure that indicators developed respond to the recommendations in the database and are in line with other M&E frameworks in the country.

Overall Objective:

  • To carry out the population and piloting of the Human Rights Recommendations Database;
  • To populate the human rights database with human rights recommendations provided by OHCHR and UHRC;
  • To work with UHRC and OHCHR in piloting the database including;
  • Facilitating meetings with piloting ministries to identify indicators, baselines, targets and means of verification;
  • Populate with database with the information received from the piloting;
  • Follow up with relevant ministries in the aftermath of the piloting to ensure that the database is fully set up in their locations.

Duty Station:

  • Kampala, no travel is required for this consultancy.

Qualifications et expériences requises

Education:

  • A Bachelors Degree in Monitoring and Evaluation (M&E) or other similar area.

Experience:

  • At least 5 years experience in M&E or similar tasks;
  • Knowledge or experience working on human rights issues;
  • Certificate in computer science or similar, especially in handling of databases is strongly recommended;
  • Experience working with databases especially for the purposes of monitoring;
  • An awareness of the United Nations;
  • Strong knowledge in computer science and using databases for monitoring purposes, especially in relation to development and/or human rights.
  • Experience and expertise in Monitoring and Evaluation, especially for human rights or development related activities.

Language:

  • Fluency in English is required.

Price Proposal and schedule of Payments

Deliverables  / Outputs:    

  • Populated Database - 30%;
  • Piloting with ministries completed – workshops and all entries in the database -  40%;
  • Final populated database – including all info from piloting ministries – final report. - 30 %.

Evaluation Criteria:

Evaluation Method and Criteria - Cumulative analysis
The award of the contract shall be made to the individual consultant whose offer has been evaluated and determined as:

  • Responsive/compliant/acceptable; and
  • Having received the highest score out of a pre-determined set of weighted technical and financial criteria specific to the solicitation.
  • Technical Criteria weight; - 70%;
  • Financial Criteria weight; - 30%.

Only candidates obtaining a minimum of 49 points (70% of the total technical points) would be considered for the Financial Evaluation

Technical Criteria – Maximum 70 points

Evaluation Criteria:                         

  • Education in Monitoring and Evaluation or related discipline – 10;
  • Strong knowledge in computer science and using databases for monitoring purposes, especially in relation to development and/or human rights – 10;
  • Previous experience in carrying out similar tasks for UN or other international organizations -5;
  • Previous experience in monitoring and evaluation work, especially in development or human rights projects - 10;
  • Description of approach/methodology to assignment- 25;
  • Oral Interview - 10.

Documents to be included when submitting the proposals

Interested individual consultants must submit the following documents/information to demonstrate their qualifications in one single PDF document:

  • Duly accomplished Letter of Confirmation of Interest and Availability using the template provided by UNDP (Annex II);
  • Personal CV or P11, indicating all past experience from similar projects, as well as the contact details (email and telephone number) of the Candidate and at least three (3) professional references.

Technical proposal:

  • Brief description of why the individual considers him/herself as the most suitable for the assignment;
  • A methodology, on how they will approach and complete the assignment.

Financial proposal that indicates the all-inclusive fixed total contract price, supported by a breakdown of costs, as per template provided (Annex II).
