UNDP Bangladesh is supporting the Government of Bangladesh through four broad programme areas: Democratic Governance, Crisis Prevention and Recovery, Poverty Reduction, and Energy, Environment & Climate Change. It administrates around 30 projects of varying sizes, with a combined annual delivery of approximately USD 80 million. UNDP has been working with its development partners and the Government of Bangladesh in these areas to support in achieving the country’s development objectives.

In the area of human rights, UNDP together with its development partners (the Danish International Development Agency – DANIDA, the Swiss Agency for Development Cooperation – SDC, and the Swedish International Development Cooperation Agency – SIDA) has been supporting to the National Human Rights Commission (NHRC) Bangladesh through a five year project 2010-2015 – Bangladesh National Human Rights Commission-Capacity Development Project (BNHRC-CDP) – with the following development objective, purpose and key outcomes.

The development objective of the BNHRC-CD project is “improved promotion and protection of human rights in Bangladesh with a conducive environment for Human Development and realization of the Millennium Goals”. The purpose of the project is “to improve the promotion and protection of the human rights of all particularly for disadvantaged and vulnerable groups, such as women, disabled, ethnic minorities, and children through institutional capacity development of the National Human Rights Commission”.

The four outcomes of the BNHRC-CDP are:

Outcome 1 – Institutional Development: the NHRC’s secretariat is fully equipped and operational with modern administrative systems, rules and procedures.

Outcome 2 – Human Rights Monitoring and Investigation: the NHRC has developed capacity to efficiently and effectively monitor the human rights situation nationally, and handle complaints fairly, independently and in a manner with is responsive to the needs of the NHRC’s client.

Outcome 3 – Human Rights Awareness: the NHRC efficiently and effectively undertakes human rights education and training and develop a human rights based culture in Bangladesh.

Outcome 4 – Human Rights Research, Reporting and Policy Development: the NHRC is capable to conduct high quality, human rights based analysis of legislative proposals, draft laws and existing legislation and administrative practices, with regard to Bangladesh’s obligations under international conventions and to provide high quality policy advice to GoB on human rights issues.

The allocated resource for BNHRC-CDP (2010-2015) is USD 6,943,777, which has been mobilized through DANIDA, SIDA, SDC and UNDP. The Government of Bangladesh has supported cash and in-kind contribution for CD VAT equivalent to USD 284,713.

A Mid-Term Review of the BNHRC-CDP was conducted in 2013 by independent external consultants to provide an independent evaluation of the performance of the project; assess whether the project outcomes and outputs were being delivered in line with the project’s objectives and project document; and make recommendations on improving performance. The Mid-Term Review report is available.

The final project evaluation of the BNHRC-CDP is proposed to be conducted in October and November 2014 as the BNHRC-CDP is due to end on 30 April 2015. The purpose of the evaluation is to assess achievements to date, document lessons learned, and propose ways forward to UNDP and its partners to develop future human rights programme in Bangladesh. The timing of this evaluation is in line with the project’s evaluation plan, which foresees that the project undertakes a final project evaluation before the end of the project. The timing is also meant to ensure that the evaluation results will be key inputs for UNDP and its partners in developing a next phase of human right programme and making informed decisions.

The International Team Leader will work under the overall supervision of the Assistant Country Director, Democratic Governance, and day to day collaboration with the Programme Specialist, Democratic Governance - who will also serve as an evaluation manager for this evaluation.

Devoirs et responsabilités

Objective(s) 

The objectives of this evaluation are to:

  • Assess to what extent the BNHRC-CDP has contributed to address the needs and problems identified in the design phase;
  • Assess how adequately the BNHRC-CDP has achieved its stated development objective and purpose;
  • Measure how effectively and efficiently the BNHRC-CDP outcomes and outputs have progressed in attaining the development objective and purpose of the project;
  • Assess both negative and positive factors that have facilitated or hampered progress in achieving the project outcomes, including external factors/environment, weakness in design, management and resource allocation;
  • Identify and document substantive lessons learned, good practices and also opportunities for scaling up the BNHRC-CDP in Bangladesh;
  • Provide forward looking programmatic recommendations for UNDP support to the NHRC Bangladesh;

The evaluation will focus on four key evaluation criteria: relevance, efficiency, effectiveness and potential sustainability. The evaluation will also assess the potential of the next phase of the project.

The evaluation will cover the time span from 1 May 2010 (the beginning of the BNHRC-CDP) to date.

In order to meet the above objectives of the evaluation, the International Team Leader will work together with a National consultant throughout the assignment.

Scope of work

The scope of work for the International Team Leader of this evaluation will include but not be limited to:

  • Lead the development and finalization of the inception report that will include elaboration of how each evaluation question will be answered along with proposed methods, proposed sources of data, and data collection and analysis procedures;
  • Lead the designing of tools and data collection;
  • Lead the data collection, analysis and interpretation;
  • Lead the development of the draft evaluation report;
  • Lead and finalize the evaluation report;
  • Lead the presentation of initial findings and de-brief;
  • Lead the evaluation team in planning, execution and reporting, inception workshop, kick-off and feedback meeting, debriefings;
  • Oversee the division of labor within the review team to ensure compliance with the Final Evaluation TOR; and
  • Utilize best practice evaluation methodologies;

Expected outputs / deliverables

  • The International Team Leader will be responsible for ensuring the following outputs/deliverables to UNDP Bangladesh as per the agreed work plan:

Inception Report:

This report will be around 10 pages in length and will elaborate how each evaluation question will be answered along with proposed methods, proposed sources of data, and data collection and analysis procedures. The inception report will include the evaluation matrix using the template provided in Annex 1, and will also include a proposed timeline of activities and submission of deliverables. UNDP and NHRC will review the inception report and provide useful comments for improvement. This report will serve as an initial point of agreement and understanding between the evaluation team and UNDP/NHRC;

Draft Evaluation Report:

The evaluation report will be around 30 pages without annexes, contain the same sections as the final report and shall follow the structure outlined in annex 7/Evaluation Report Template and Quality Standards of UNDP Handbook on Planning, Monitoring and Evaluating for Development Results[1]. The draft report will be reviewed by the NHRC, UNDP and the evaluation reference group. The draft report will ensure that each evaluation question is answered with in-depth analysis of information and back up the arguments with credible quantitative and/or qualitative evidences.

Presentation/Debriefing:

  • A meeting will be organized with key stakeholders including UNDP and NHRC to present findings, conclusions and recommendations.

Final Evaluation Report:

  • The final report will incorporate comments and feedbacks from the stakeholders including the feedback provided during the Presentation/Debriefing meeting.

Evaluation Brief:

  • A concise summary of the evaluation report will include findings, conclusions and recommendations using plain language targeting wider audience. This concise summary will be not more than 4 pages.

Supervision and Performance Evaluation:

  • The International Team Leader will work under the overall supervision of the Assistant Country Director, Democratic Governance, and day to day collaboration with the Programme Specialist, Democratic Governance - who will also serve as an evaluation manager for this evaluation. The International Team Leader will lead the evaluation mission together with a National Consultant.

Timeframe and Deliverables:

  • This specific assignment is expected to be carried out for 30 working days over the period of 8 weeks (October to November 2014) as outlined below. The assignment shall start as soon as possible after the signature of the contract.

Key activities, duty station with allocating working days:

  • Comprehensive review of relevant documents including project proposals, MTR report, progress reports, project data, and other relevant reports (Home based for 4 working days in 1st week of October 2014);
  • Kick-off meeting with UNDP and NHRC (at Dhaka for half day in 2nd week of October 2014);
  • Preparation and submission of inception report including adjustment of work plan (at Dhaka for 3 working days in 2nd week of October 2014);
  • Data collection including consultations, focus group discussions, key informant interviews, on site visits, etc. (at Dhaka and may require to travel out of Dhaka for 13 working days in 3rd and 4th week of October 2014);
  • Preparation and submission of draft report (at Dhaka for 5 working days in 1st week of November 2014);
  • Debriefing meeting with key stakeholders including UNDP and NHRC to present findings, conclusions and recommendations, and receive feedbacks (at Dhaka for half day in 2nd week of November 2014);
  • Incorporate comments from stakeholders and feedback at debriefing meeting (at Dhaka for 2 working days in 2nd week of November 2014);
  • Finalize and submit the final evaluation report and evaluation brief (Home based for 2 working days in 3rd/4th week of November 2014);

Contracts based on daily fee:

  • Payments will be made to the Individual Consultants based on the actual number of days worked as evidenced by the time sheet and deliverables.

Qualifications et expériences requises

Academic Qualifications:

  • A masters’ degree or equivalent (Ph. D. an asset) in human rights, international relations, social sciences, political economy or other relevant fields.

Experience:

  • At least 15 years of working experience in the field of democratic governance along with 10 years focused experience in conducting evaluations or assessment of large scale policies and programmes in human rights and justice funded by government, UN and/or donors;
  • Past experience as a team leader for similar assignments;
  • Experience in implementing a Possess strong analytical and writing skills, with the ability to conceptualize, articulate, write and debate about governance issues;range of qualitative and quantitative data collection tools and methods in project evaluation;
  • Knowledge of current issues and innovation in results-oriented monitoring, including trends, principles and methodology;
  • Good knowledge of UN and/or UNDP’s mandate and socio-political context and human rights situation in the region;

Language Requirements:

  • Fluency in English (written and oral).

Evaluation of the Candidate

Individual consultant will be evaluated based on the following methodology:

Cumulative analysis: 

The candidates will be evaluated through Cumulative Analysis method. When using the weighted scoring method, the award of the contract will be made to the individual consultant whose offer has been evaluated and determined as:

  • Responsive/compliant/acceptable; and
  • Having received the highest score out of a pre-determined set of weighted technical and financial criteria specific to the solicitation.

Only candidates obtaining a minimum 49 points in technical evaluation will be considered eligible for financial evaluation.

Technical Evaluation Criteria (Total 70 marks):

  • Professional experience in review/evaluation of development policies, programmes, and/or projects (30 marks);
  • Review/evaluation team management skills and strong capacity for data collection and analysis, as well as report writing (20 marks);
  • Experience and knowledge of human rights in Bangladesh and/or regional experience in the area of human rights (10 marks);
  • Working experiences with UNDP, familiarity with UNDP operations and relevant UNDP’s policies (10 marks).

Financial Evaluation (Total 30 marks):

All technically qualified proposals will be scored out 30 based on the formula provide below. The maximum points (30) will be assigned to the lowest financial proposal. All other proposals received points according to the following formula: p = y (µ/z), Where:

p = points for the financial proposal being evaluated;
y = maximum number of points for the financial proposal;
µ = price of the lowest priced proposal;
z = price of the proposal being evaluated.
