The Community Forestry Management (CFM) approach has been identified as one of the best models  for sustainable management of forest resources and livelihood improvements of the local communities. The CFM  recognizes that economic alternatives are necessary if forest communities are to minimize  unsustainable exploitation of forest resources. Furthermore, the CFM approach recognizes that the empowered communities  themselves are in the best position to protect the forest from illegal or unsustainable practices.

The Sri Lanka Community Forestry Programme is implemented by the Forest Department with the financial support of the Australian Government through  UNDP. The project supports the Forest Department to build on the experience gained through the Sri Lanka Australia Natural Resources Management Project and other past community forestry programmes implemented in Sri Lanka. The present SLCFP programme is being implemented in 18 districts in Sri Lanka.

To facilitate the monitoring of the programme activities and outputs and share the summaries of the progress among the stakeholders, a prototype of an online database has been developed using .Net computer framework and C# language. Services of a database developer are required to complete the database in a user friendly manner.

Scope and Objectives

The Consultant- Content Developer will work with the forest Department, UNDP and other relevant stakeholders to achieve the tasks detailed under the Responsibilities section of the Terms of Reference. The objective of the consultancy is to Update/Revise the www.communityforestry.lk website to share the highlights of the Sri Lanka Community Forestry Programme  (SLCFP).

The Consultant- Content Developer is an expert in capturing human interest stories from the secondary and primary sources and re packaging them to suit stakeholders of the programme including general public.  Further s/he will ensure the quality and timely inputs provided to the preparation of all reports and documentation related to the consultancy.

The Consultant- Content Developer will carry out the following task:

Develop minimum of 100 case stories (human interest stories (minimum 60) and programme highlight news items (minimum 40))

  • Identify the cases to be highlighted in consultation with the Senior staff of Forest Department and other key stakeholders;
  • Get the information through telephone conversations / field visits / progress reports;
  • Develop stories/news items and submit for the approval of Forest Department;
  • Address the comments made by the Forest Department and UNDP & the DFAT of the Australian Government.
  • Publish the news items in the web site

Develop reader friendly summaries based on progress reports and technical analysis

  • Identify topics or particular areas of the project with the team;
  • Work with with specuialist ion respective topic/area to identify any further information required;
  • Consult field officers  as necessary;
  • Produce summaries to strengthen proress reporting.

 Expected Outputs

The key output to be delivered by the Consultant- Content Developer is as follows:

  • To develop a web site which provides clear and true picture on the achievements of the Sri Lanka Community Forestry Programme.

Compétences

Technical work

  • Strong expertise in  content development for web sites and other reports;
  • Proven experience in website administration (HTML, Php, MySQL);
  • Exposure to project monitoring work, reporting and preferably having experience in developing databases to support monitoring and evaluation;
  • Ability to pick up new terminology and concepts easily;
  • Computer proficiency, especially related to professional office software packages (Microsoft Office).

Partnerships

  • Maturity and confidence in dealing with the staff of government institutions and community;
  • Displays cultural, gender, religion, race, nationality and age sensitivity and adaptability;
  • Excellent written communication skills, with analytic capacity and ability to synthesize relevant collected data and findings for the preparation of case studies and progress reports;
  • Excellent coordination skills and result oriented collaboration with colleagues – especially for this case the staff of Forest Department and community members;
  • Demonstrated leadership, facilitation and coordination skills, ability to manage technical team and long term strategic partnership.

Qualifications et expériences requises

Education:

  • A bachelor’s degree in Languages or any relevant subject area.                                                                                                        

Experience:

  • Minimum of 2 years of experience in mass communication related content development preferably for a web site;
  • Working experience with international organizations minimum of 1 year.

Language:

  • English with Sinhala or Tamil.

Note:

Payments will be based on invoices on achievement of agreed milestones i.e. upon delivery of the services specified in the TOR and certification of acceptance by the UNDP. The applicant must factor in all possible costs in his/her “All Inclusive Lump Sum Fee/Daily Fee” financial proposal including his/her consultancy and professional fee, honorarium, communication cost such as telephone/internet usage, printing cost, return travel from home to office, ad-hoc costs, stationery costs, and any other foreseeable costs in this exercise. No costs other than what has been indicated in the financial proposal will be paid or reimbursed to the consultant. The UNDP will only pay for any unplanned travel outside of this TOR and Duty Station on actual basis and on submission of original bills/invoices and on prior agreement with UNDP officials. Daily perdiums and costs for accommodation/meals/incidental expenses for such travel shall not exceed established local UNDP DSA rates.

For an Individual Contractor who is of 62 years of age or older, and on an assignment requiring travel, be it for the purpose of arriving at the duty station or as an integral duty required under the TOR, a full medical examination and statement of fitness to work must be provided.  Such medical examination costs must be factored in to the financial proposal above.

Payment for Services

The Consultant – Database Development shall receive the full payment at the submission of his / her final product- the database to UNDP.
