UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security. Placing women’s rights at the center of all its efforts, UN Women will lead and coordinate United Nations system efforts to ensure that commitments on gender equality and gender mainstreaming translate into action throughout the world. It will provide strong and coherent leadership in support of Member States’ priorities and efforts, building effective partnerships with civil society and other relevant actors.

UN Women plays an innovative and catalytic role in the occupied Palestinian territory (oPt) since its inception in 1997. UN Women oPt focuses its activities on one overarching goal, namely to support the implementation at the national level of existing international commitments to advance gender equality in line with the national priorities. In support of this goal, and thoroughly taking into consideration the specificities of the oPt context, UN Women concentrates its efforts and interventions toward the realisation of following strategic goals: Engendering governance, peace and security; Supporting women's economic security and rights; and Promoting women’s rights and protection against violence.

UN Women as part of its approach and methodology within the unique political and social context and situation of the occupied Palestinian territory (oPt) and in order to advance the recognition and enjoyment of women's rights, developed and currently implements a program aimed at creating and institutionalizing systems, policies, procedures and mechanisms related to the protection and empowerment of women and children victims of violence, as well as to women’s access to equitable justice. UN Women and through the UN Women/UNDP Joint Programme "Strengthening the Rule of Law in the oPt: Justice and Security for the Palestinian People" is supporting the process of institutionalization and capacity development of the justice and security sectors in the oPt.

In this framework, the Women Human Rights Programme (WHRP) within UN Women would like to recruit a high-qualified communication consultant to develop and implement the communication strategy and annual communication plan for UN Women’s components of the programme and manage the production of high-quality communication products.

Devoirs et responsabilités

Under the overall supervision of UN Women Special Representative and UN Women Programme Coordinator, and the direct supervision of the Women Human’s Rights Programme Manager, the Communication Consultant will undertake the following tasks, duties and responsibilities:

Develop and implement the programme’s communication strategy and annual communication plan:

  • Take the lead in strategy, planning, development and implementation of all communication tasks related to the programme;
  • Liaise with the Women’s Human Rights Programme to produce a communication strategy that supports the programme goals, increase visibility and impact of the programme’s advocacy activities and campaigns;
  • Produce an annual communication plan for the programme, aligned to the communication strategy and the programme annual plan;
  • Support the development of tools, guidelines and templates to the communication strategy and annual plan;
  • Train staff and programme’s partners to promote communication/visibility and develop quality communication products.

Production and promotion of high-quality communication products:

  • Support the programme’s team to identify and develop key external communication materials, including thematic briefs, brochures, posters, films, etc.;
  • Oversee and coordinate the development and production of information products and communication materials in support to the programme (donor bulletins, brochures, fact sheets, presentations, information leaflets, knowledge products, etc.);
  • Oversee and develop the quality of publications, by ensuring that editorial content, layout and design are in line with UN Women’s brand and values;
  • Ensure the delivery of communication products and dissemination to the different target groups in a timely manner;
  • Ensure internal and external visibility of the programme through development and submission of stories, including articles to the newsletters, success stories and others products to donors, media outlets, etc.;
  • Undertake media and communication work, including producing and delivering press materials, press release, media advisories, drafting speeches, situation report, case studies;
  • Explore opportunities if relevant for use of social and digital media.

Support advocacy work:

  • In cooperation with the Women’s Human Rights Programme, explore and identify opportunities and different communication channels for promoting the programme, programmes’ results, advocacy, key targets, messages and channels;
  • Work in complementarity with other UN Women programmes to ensure high quality, time effective and evidence-based communication and advocacy work;
  • Liaise and work with various partners under the programme to implement advocacy and campaigns;
  • Develop strategic partnership with relevant partners and stakeholders to elicit support for and maximize impact of promotional objectives;
  • Liaise with media, governmental bodies, national groups, and others organizations in relation to communication and advocacy activities;
  • Take the lead in organizing media outreach; arranges media contacts; press briefings and interviews; provide talking points and other materials as needed for senior staff; respond to media inquiries quickly and effectively;
  • Build information networks; plans and oversees maintenance of publicly accessible information materiel on the programme; plans and develop outreach activities;
  • Organize and assist the WHRP in holding events and workshops to assist in the delivery of programme-related communication and visibility actions;
  • Carry out other duties as may be assigned by UN Women or unplanned activities that would be required to be taken

Time frame:

  • The assignment is expected to start in October 2014 and to be finalized by September 2015.

  • Advocacy and communication strategy for UN Women components of the Joint Programme;
  • Annual communication & visibility workplan;
  • Key messages for UN Women components of the Joint Programme;
  • Production of UN Women Joint Programme brochure and fact sheet;
  • Launch event of the Joint Programme (list of invitees, invitation letter, design of invitation, communication materials, script of event, talking points for spokespersons);
  • Database of media outlets, contacts; networking and engagement plan;
  • Training plan for programme staff and partners to address communication’s needs and build communication and outreach capacity of the programme;
  • Communication kit;
  • Launch event of the Independent Commission for Human Rights Observatory report (list of invitees, invitation letter, design of invitation, communication materials, script of event, talking points for spokespersons);
  • Technical inputs on the Palestinian Civil Police Family and Juvenile Police Unit’s media and outreach strategy and plan on VAW;
  • Review of the communication strategy and draft annual work plan to support the implementation of the Strategy in the second year (through consultation with partners and relevant stakeholders);
  • Success stories package to illustrate progress and achievements in each of the UN Women components of the Joint Programme.

Qualifications et expériences requises

Education: 

  • Advance university degree (Master’s degree or equivalent) in communication, journalism, international relations, public administration or related field;
  • A first-level university degree in combination with 5 years qualifying experience may be accepted in lieu of the advanced university degree.

Experience: 

The Communication Consultant should have the following qualifications:

  • A minimum of 3 years of experience in public information, public relations, journalism, international relations, advocacy, or communication;
  • Experience in conceptualizing and managing the production of printed materials, including brochure, report, banners, etc.;
  • Experience in developing video and photographic materials in-house and in commissioning films is an advantage;
  • Demonstrated experience in designing and implementing communication and/or media outreach plans in support of overall organization and programmes’ goals;
  • Demonstrated experience in developing content that clearly communicates development ideas for media, web, print production, and audio-visual productions;
  • Thorough understanding and experience of women’s rights issues; knowledge of relevant gender issues in Palestine is an asset;
  • Excellent computer skills;
  • Previous experience with a multilateral or international organization is an added advantage.

Language Requirements:

  • Fluency (both oral and written) in English. Arabic is a plus.
