UNDP is the designated lead implementing agency for the HCFC Phase-out Management Plan (HPMP) for India for compliance with the 2013, 2015 and 2020 targets for HCFC consumption and provides the required technical and infrastructural support for its preparation and implementation.  Further, UNDP is also designated as agency for preparation strategy and action plan for HPMP Stage II for achieving 2020 phase-out targets. The Ozone Cell, Ministry of Environment, Forests and Climate Change, has the overall responsibility for managing the implementation of the Montreal Protocol in India.

This Terms of reference identifies and specifies the scope of services required for the fulfillment of the duties described below, an Individual Contract in the context of a Framework agreement will be established.

Devoirs et responsabilités

The Technical Expert for HCFC phase-out will be responsible for monitoring HCFC phase-out activities under the supervision of the Director, Ozone Cell and guidance of UNDP-MPU Regional Coordinator for Asia and Pacific. The Technical Expert shall work in close collaboration with UNDP India Country Office and UNDP national and international experts.

Expected Tasks

 Provide technical backstopping to the Ozone Cell on technical and policy issues related to:

  • HCFC phase-out;
  • Assist the Ozone Cell in designing and prioritizing technical, policy and other interventions that would facilitate achievement of compliance targets for HCFC phase-out in accordance with the agreement(s) between Government of India and MLF Executive Committee and to the extent necessary, Montreal Protocol targets applicable to India;
  • Assist Ozone Cell/MOEF in obtaining and verifying baseline information on HCFC consuming sectors and participating enterprises, with inputs from UNDP national and international experts;
  • Obtain any required documentation and confirmations from industry associations and participating enterprises in appropriate formats, as may be advised by UNDP or Ozone Cell/MOEF;
  • Ensure proper execution and completion of all sector and enterprise-level activities as planned, with the assistance of UNDP national and international experts;
  • Review, comment and/or advise on, upon request by UNDP and/or Ozone Cell/MOEF, any documentation and/or information on technical and policy issues related to the Montreal Protocol activities in India;
  • Prepare periodic technical reports for Ozone Cell for submission to various stakeholders including MOEF and UNDP, including but not limited to annual implementation plans, work plans, progress reports, revisions to project documents, verification and any other documentation and reports as may be required by UNDP and Ozone Cell;
  • Participate in, cooperate with and support UNDP's periodic missions to India, participate in UNDP's review meetings as required and participate in any monitoring and evaluation activities that may be initiated under the projects;
  • Provide technical content for any required awareness and information dissemination activities including workshops and meetings in India and outside India as may be needed;
  • Assist Ozone Cell upon request, in formulating and implementing policy and regulatory actions in context of these projects;
  • Assist UNDP India in obtaining any documentation or communication from MOEF, for execution of activities under the projects;
  • Perform any other tasks as may be assigned by Ozone Cell and/or UNDP in context of these projects.

Duration:

The Contract (LTA) will enter into effect upon signature by both parties, expected for 1 (one) year of duration and can be extended up to 2 (two) additional periods of 1 (one) year each.  with  a maximum of 230 days.

Fees

The consultant will receive payments based on an all-inclusive daily rate required for the achievement of the expected tasks listed in the Item 2; The short-listed candidates, based on their technical capabilities, will receive the standard format that they must fill out to submit their financial offer.

Travel

The selected consultant is expected to undertake travel in order to achieve the tasks identified in Item 2 above. The details of identified missions are presented below.

  • 4 meetings (2 meetings of the Executive Committee, 1 Open-ended working group and 1 Meeting of Parties) for a duration of 5-7 days each at places (To be determined) where the meetings would take place;
  • Missions within India for project management, coordination and technical support to be confirmed by Ozone Cell and UNDP;
  •  Costs of ad hoc missions not foreseen shall be paid to the consultant based on UN Rules and Principles.

Payments

Payments will be made upon satisfactory certification of work completed.

Qualifications et expériences requises

Education:

  • A Master's degree in Environment/Life Sciences, Engineering or Chemistry is required. A Doctoral or Management degree is an advantage.

 Experience:

  • Minimum twenty years professional experience in Government, Public Sector, Multilateral Organizations, Scientific and Technical Institutions or NGOs on technical research or project management or policy inputs is required;
  • Minimum fifteen years’ experience in management and administration of environmental and/or technical projects and activities including technical research, consultations in technical committees relating to Montreal Protocol;
  • Thorough knowledge and understanding of the Montreal Protocol financial mechanism, technologies for ODS and ODS alternatives and Multilateral Fund policies, guidelines and procedures;
  • Working knowledge and experience on procedures and policies of Executive Committee of the Multilateral Fund, including attending at least 5 meetings of the Executive Committee, for project development and implementation necessary. (Candidates are asked to indicate which meetings they attended);
  • Good understanding of communication needs within the Government and with international agencies on policy issues, project implementation progress and technology issues.

Language:

  • Fluency in English and Hindi Required.

 Evaluation Criteria

Best value for money approach will be used and candidates will be evaluated based on the combined weighted method combining their technical capabilities and financial offer (70:30). Candidates must achieve a minimum of 49 of 70 points to be considered technically qualified:

  • Master's degree in Environment/Life Sciences, Engineering or Chemistry 5 points.  Ph.D in related area 5 points;
  • Minimum twenty years professional experience in Government, Public Sector, Multilateral Organizations, Scientific and Technical Institutions or NGOs is required 15 points;
  • Minimum fifteen years’ experience in management and administration of environmental and/or technical projects and activities including technical research, consultations in technical committees relating to Montreal Protocol 10 point;
  • Thorough knowledge and understanding of the Montreal Protocol financial mechanism, technologies for ODS and ODS alternatives and Multilateral Fund policies, guidelines and procedures 10 points;
  • Good understanding of communication needs within the Government and with international agencies on policy issues, project implementation progress and technology issues 5 points;
