Under the guidance and direct supervision of the Resident Coordinator, the RCO Monitoring and Evaluation Officer provides assistance to the execution of services in the UN Resident Coordinator’s Office by: 1) Supporting the results-oriented focus of the UNDAF 2011-2015 through the design and management of an adequate system to measure development results; 2) Supporting the Resident Coordinator, in managing the performance of joint initiatives and resources to oversee the implementation of the  Joint Programmes; 3) Promoting knowledge sharing and enhancing knowledge management systems for the UN in Swaziland.

The Office of the UN Resident Coordinator has been intimately involved in the design and operationalization of the UN reform programme in Swaziland. The objective of UN reform is to enhance effectiveness and efficiency of the UN. This means the UN has to work better together, and be more coherent and strategic in its interventions. For this purpose the UNDAF 2011-2015 created management structures for monitoring the performance of the UNDAF and its outcomes and amongst these is the M&E Working Group.

Mechanisms and monitoring and evaluation systems have so far been based on Agency specific guidelines and rules. However, joint planning based at the Development Results Groups (DRGs) level requires also joint review and standardization of planning and reporting formats.

The real benefit from UN coordination and collaboration is the increased impact that UN system support will have on Swaziland’s development priorities and attainment of the Millennium Development Goals (MDGs). Other important benefits include the reduced transaction costs caused by the UN for Government; strengthened national capacity for monitoring the impact on poverty reduction and other important national goals; and the increased recognition by Government and other partners of the potential strength of the UN system when it works as a coherent whole.

Enhancing the prospects for enhanced collaboration and “Delivering as One” requires a correspondingly strengthened coordination support capacity for the role of RC, especially for results-based planning and monitoring & evaluation.

Devoirs et responsabilités

Under the direct supervision of the Resident Coordinator (RC), the main duties and responsibilities of the M&E Analyst would be to:
 

A)  Support the results-oriented focus of the UNDAF 2011-2015 through the design and management of an adequate system to measure development results:

  • Convening of UN M&E Working Group and provide guidance and technical assistance in the area of annual planning, performance monitoring, reviews and reporting;
  • Provide guidance and develop initiatives to ensure that projects/programmes are aligned with the principles of Results Based Management (RBM);
  • Facilitate the promotion of results mindset and M&E culture among the M&E Working Group in particular and the UN staff in general;
  • Support the RC and the UNCT in the implementation and monitoring of the UNDAF 2011-2015 as per its Results and Monitoring Framework and annual UNDAF work plans including M&E framework; Mid-term and end of year reviews of annual UNDAF work plans;
  • Support the RC and the UNCT in the implementation, coordination and monitoring of the three UNDAF Joint Programmes; HIV/AIDS, Gender & Strategic Information & Data Joint Programmes;
  • Development of results frameworks of joint programme documents with technically sound and clearly defined SMART indicators Design of common systems and procedures for M&E of UN Joint Programmes;
  • Analysis of the specific data requirements of individual indicators and quality and reliability of available data sources;
  • Assist the RC and UNCT, in close consultation with relevant Government counterparts, in the preparatory process of the annual reviews of the UNDAF 2011-2015;
  • Provide guidance in consolidating the UNDAF annual progress report;
  • Maintain the UNDAF database and disseminate it and train UN staff on its use accordingly;
  • Act as the UN system-wide focal point for UNDAF M&E, coordinate the M&E Working Group in providing technical guidance and assistance in M&E and ensure that M&E Working Group members who are M&E focal points of the UNDAF  pillars  are dully guided and fulfill their roles in the committee, represent M&E Working Group in Policy and Programme Support Group;
  • Provide guidance and advice in the design and operationalization of evaluations of the joint programmes and Delivering as One initiative in the country;
  • Supports efforts to strengthen the national statistical system and ensure coordinated and government owned monitoring and evaluation under the national development plan;
  • Establishes and maintains regular dialogue with key national partners involved in statistical systems, including socioeconomic surveys and data collection;
  • Coordinates regular updating of mapping of UN support to national statistical and management information systems;
  • Provides guidance to national counterparts and UN agencies on monitoring and evaluation of national and sector policies and strategies.


B) Promote knowledge sharing and enhancing knowledge management systems for the UN in Swaziland

  • Ensures inter-agency knowledge management and capacity development on results-based management;
  • Support the development of tools and systems to enhance knowledge networking, sharing best practices and technical expertise within the UN (especially through the intranet);
  • Act as the ‘institutional memory’ within the UN system, ensuring an updated and comprehensive knowledge base and document repository system;
  • Participate in the management and maintenance of the UN Swaziland Intranet as member of the intranet management team.

Qualifications et expériences requises

Education:

  • Master’s degree in statistics, social sciences, demography, international development or related area; Postgraduate training in monitoring and evaluation an added advantage

Experience:

  • At least 5 years progressively responsible experience in monitoring and evaluation and development programming; and
  • Experience with the UN is an added advantage

Language:

  • Proficiency in English and the local language
