UNDP in partnership with Government of Myanmar under its local governance/ local development program has committed to supporting local governance through capacity development of state/region governments and township administrations in Myanmar to strengthen effective and accountable service delivery and inclusive growth. This is supportive of the National Development Plan’s goal of reducing poverty from the current 26% of the country’s population to 16% by 2015, an emphasis within the National Framework for Social and Economic Reforms on regional development, decentralisation and local governance, and the UN Strategic Framework for Myanmar, which lists an increase in equitable access to quality social services and encouraging inclusive growth as priorities.

Under its local governance program, UNDP has initiated a nation-wide local governance mapping in Myanmar to understand the status of quality of local governance and service delivery at township and lower levels.

Further, in 2013 a national conference on “Good Local Governance and People-Centered Services” was prepared and delivered in partnership by UNDP Myanmar the President’s Office and the Ministry of Home Affairs in Nay Pi Taw on August 17-18. The conference was the first of its kind on the topic in Myanmar in the recent years, that brought together government officials from union and state and regional level, with international resource persons, UN agencies as well as academics, international and local civil society representatives to share experience and best practices and discuss the applicability and relevance of such examples for Myanmar.

In the light of ongoing reform process in the country and the critical role that the subnational level plays for local development, UNDP has agreed with GAD/MOHA to establish an annual event in the form of a Local Governance Forum (LGF).  This would aim to facilitate discussion and reflection of the ongoing reforms in Myanmar affecting the subnational and local level as well as for exchange of experience and learning from countries in the region and globally on their course of decentralization, public administration reform, economic development and strengthening of democratic space for people participation.

UNDP acknowledges and upholds the strategic role of Decentralized Cooperation (DC). Channelled through DC mechanisms, the technical competencies and leadership of decentralized partners have proven to be an important vehicle in achieving the MDGs and sustainable development at the local level. The UNDP ART Initiative was designed by a group of UN Agencies to promote decentralized cooperation and other development cooperation institutions and programmes in support of national and local policies of Local Governance and Local Development. Through the ART Initiative UNDP promotes dialogue between territories and their communities as a new development cooperation paradigm based on horizontal relationships between equal partners. This innovative cooperation modality links communities and countries (including South-South and Triangular modalities) and allows them to work in partnership on issues of common interest, such as health, education, youth employment, citizens’ rights, the environment and migration.

The UNDP CO in Myanmar and the ART Initiative have initiated sensitisation of Myanmar partners on potential opportunities for decentralised cooperation partnerships between local and regional governments (LRG) from Myanmar and other countries aiming at supporting the country’s reform and decentralisation process, strengthening LRGs capacities, and identifying potential partnerships.

Objectives of the Assignment

To support the successful organization of the Local Governance Forum 2014 in Myanmar to be held in December 2014 and implement follow up actions from the LGF:

  • To facilitate the sensitization of national partners on opportunities for decentralized partnerships in Myanmar
  • The consultant will work for under the direct supervision of the Local Governance Advisor UNDP APRC Bangkok and with regards to under the direct supervision of the output lead, local development specialist, UNDP Myanmar
  • The consultant will closely cooperate and be guided on DC substantive matters by the ART Initiative Programme Specialist, Brussels

Scope of Work

The responsibilities of the consultant will be, as follows:

Support the organization of a Sub national Government Symposium in Myanmar

  • Support the preparation of the symposium in all programmatic aspects; specifically with regard to identification of international participants to participate in the LGF based on the agreed agenda; and liaise in this regard with the UNDP ART Initiative to mobilize selected partners to participate in the symposium;
  • Liaise with and directly support invited participants prior to the LGF on preparation of abstracts and presentations as well as for publications to be shared at the LGF;
  • Take the lead on the preparation of a report on the LGF 2014 as well as support any other related publications;
  • Support dissemination of symposium outcomes and findings, and implement follow up actions as necessary;
  • Support, as needed, logistical aspects of the event related to international participants in coordination with the output lead and the UNDP Myanmar CO teams;
  • Develop other relevant documentation (including the coordination of a detailed documentation on the event).

Prepare/ sensitize for the establishment of sustainable DC partnerships in support of the UNDP Local Governance Program in Myanmar:

  • The Consultant will advance in raising awareness and providing the necessary inputs on DC as a means of promoting integrated local governance and development at the country level as well as at within the APRC/Bangkok. The main role in this regard is to identify potential entry points for DC and engage in sensitization of interested national counterparts in Myanmar;
  • Awareness raising and sensitization of local and national counterparts on DC;
  • Facilitate the identification of potential areas for DC with national and regional counterparts;
  • Develop a proposal on options to support DC under the UNDP Myanmar country program/ pillar 01 for review of the Myanmar CO and the ART initiative;

Deliverables

Support the organization of a Sub national Government Symposium in Myanmar

  • Identification and confirmation of international speakers; drafts of abstracts, bios and presentations of all international speakers or the LGF supported and finalized;
  • Report of the LGF 2014 drafted in English and ready for publication;
  • Respective pre and post symposium documentation prepared. Such documentation includes, but is not limited to, agenda, concept note, and compilation of relevant back ground documents, ToRs etc.

Prepare/ sensitize for the establishment of sustainable DC partnerships in support of the UNDP Local Governance Programme in Myanmar:

  • Preparation of a concept/ information note on DC for national counterparts in Myanmar, including compilation of international knowledge pieces, experiences and lessons learned on DC (with relevance for Myanmar
  • Plan and organize of at least one sensitization event in Myanmar on DC
  • Draft a report presenting options/ entry points for promoting of DC in Myanmar for review of the Myanmar CO and the ART initiative prepared

The consultant will submit a short interim progress report by the end of 2014 and a final progress report before 14 March 2014.

Reporting

Regarding the outputs on the LGF and the conference report, the Consultant will report directly to the Local Governance Advisor APRC Bangkok, and work in close cooperation with the Output lead / local development specialist and the pillar 01 team of the CO Myanmar.

Regarding the development of the concept notes, planning and organizing of sensitization events, drafting of the options paper the consultant will report to the Output Lead of the Output 1 Local Development Specialist,

The consultant will closely cooperate and be guided on DC substantive matters by the ART Initiative Programme Specialist, Brussels.

Qualifications et expériences requises

Education:

  • Advanced university degree in relevant fields such as Social Sciences, Economics and/or Development Studies.

Experience:

  • At least 5 years of experience working in the field of development;
  • Working experience in the field of local governance, local development, as well as preferably decentralized cooperation;
  • Working experience in an international organisation, preferably UNDP.

 Languages:

  • Fluency in English; with excellent drafting skills.

The award of the contract should be made to the individual consultant whose offer has been evaluated and determined as:

  • Responsive/compliant/acceptable; and
  • Having received the highest score out of a pre-determined set of weighted technical and financial criteria specific to the solicitation
  • Technical Criteria weight; [70%];
  • Financial Criteria weight; [30%].

Only candidates obtaining a minimum of 51 point would be considered for the Financial Evaluation.
