The Operations Manager post is located in one of the Country Offices (CO) and reports to the Representative and/or Deputy Representative. The OS provides leadership and advice in all aspects of CO management and operations, finance, administration, procurement, information technology, and human resources.

The Operations Manager ensures a fully accountable, smoothly functioning, well-managed and results-oriented CO, and facilitates programme implementation and delivery by providing for the operational needs of programmes and projects. The OS actively participates in inter-agency coordination to ensure UNFPA’s need in common systems and service issues are met. S/he fosters a collaborative, client-oriented approach towards the CO’s programme team and UN community, and supports effective communication and cooperation with Headquarters (HQ). The OS leads the operations team and closely collaborates with the CO’s programme staff.

Devoirs et responsabilités

The OM supervises administrative staff at the CO. Internal contacts include the Representative, Deputy Representative, the CO’s programme technical team.

The OM actively participates in local inter-agency coordination to ensure UNFPA’s needs in common systems and service issues are met. External partners include other UN agencies, the UN Country Team, vendors, and other non-U partners that are essential to the work of the Operations Office.

  • Assesses and anticipates operational and staffing requirements for implementation of the country programme and its component projects by participating in design and review meetings and assessing managerial and operational capacities of executing agencies. Supports achievement of programme and project results, facilitating operational aspects of project inputs under national execution in terms of personnel, sub-contracts, equipment, fellowships, study tours, and other project-related events.
  • Ensures strategic and efficient management of office and programme financial resources though planning and tracking of available resources, exercising appropriate financial control and ensuring corporate financial policies are met and reporting structures established and maintained. Advises when deviations from rules and regulations may be required and proposes alternative solutions to meet office and programme objectives;
  • Supervises administrative staff at the CO. Oversees and monitors implementation of corporate, financial, procurement, and HR policies and systems, and ensures adequate training of staff and project personnel on these issues. Ensures a continuous and up-to-date flow of information between the CO and the Regional Office/ Sub-Regional Office and HQ.
  • Ensures optimal staffing of office and projects through timely provision and training of human resources (HR) applying best practice HR tools and mechanisms and advising on appropriate contractual modalities. Monitoring implementation by service providers of HR entitlements (salaries and benefits);
  • Maintains oversight of the timely provision of goods and services for the CO and projects following established corporate procedures regarding sub-contract review and awarding of contracts, evaluating cost effectiveness and managing negotiations.
  • Oversees management of UNFPA assets and facilities;
  • Participates actively in inter-agency meetings and working groups to ensure UNFPA interests are reflected in common system activities related to common services and premises, cost recovery and cost sharing arrangements, privileges and immunities, entitlements and salary surveys, security etc.

Qualifications et expériences requises

Education: 

  • Advanced degree in business administration, public administration, finance, human resources, information technology or a related field.

Experience:

  • Five years of progressively responsible professional experience in administration, finance or office management;
  • Proficiency in current office software applications and corporate IT systems.

Languages:

  • Fluency in English and national language is required.
