Historique

CBA Project is financed by European Union and co-financed and implemented by UNDP. Its overall objective is to promote sustainable socio-economic development at local level by strengthening participatory governance and encouraging community-based initiatives throughout Ukraine. It is achieved by local communities and local governments by undertaking joint planning and joint implementation of community initiatives. First phase of the Project started in 2008 and was succeeded by its second phase in 2011. The Project has been operational in 25 regions, 264 rayons, 1108 village/city councils and 1109 local communities of Ukraine. The wealth of experience accumulated in course of implementation were regularly documented and disseminated. The experience also helped development of policy recommendations on the reform of local self-governance and decentralization. A national level knowledge hub was established and nurtured under the umbrella of Ukrainian Association of District and Regional Councils to serve as a mean of knowledge exchange, platform for broader policy discussions and involvement of all stakeholders into the policy dialogue. Besides, more than 20 universities across the country have partnered with CBA Project to utilise CBA experience into their curriculum. The project period is until May 2015. The third phase of the CBA Project (CBA III) has begun with 42 months duration. It carries expanded vision over previous two phases and will be implemented throughout Ukraine. Expanded vision includes project interventions in rural areas, in urban areas and in the areas of knowledge management. Under the knowledge management component scope of policy work will be enlarged through expansion of partnership with various national level associations of local governments; documentation of good practices and lessons learned; enhancing knowledge sharing and developing policy recommendations and advocating for decentralisation reform agenda. In this context, United Nations Development Programme is recruiting a professional with relevant experience and track record for the position of Policy Officer.

Devoirs et responsabilités

Under the direct supervision of Project Manager, the incumbent will perform the following functions:

  • Contribute towards strengthening of participatory governance in the Project area by introducing and nurturing the mechanism of wide citizens’ participation in decision-making process;
  • Analyze Ukrainian policy in the area of local / community development.Identify challenges and recommend policy changes that will facilitate community development and expansion of the model of effective cooperation between local citizens and authorities;
  • Contribute to policy dialogue on the issues of communities’ engagement in the decision-making process on the local level with the Government, donors, civil society, and private sector;
  • Create platforms for dialogue at regional (oblast) and district (rayon) level, between local authorities and community organizations;
  • Provide professional mentorship, training and support to community development officers and local authorities;
  • Work to establish networking of CBA-partners at local, rayon and regional level, linking them with national level knowledge hub;
  • Support in internalization/replication of the successful practices by the local authorities;
  • Develop/support in development of necessary training materials and implementation guidelines for local communities and local authorities;
  • Support in development/strengthening of resource centres and demonstration sites relevant to the Project approach;
  • Report on progress in the areas of responsibility and, advise for effective project policies and procedures;
  • Undertake measures required for timely achievement of Project results.

Measurable outputs of the work assignment:

  • Number of policy papers prepared;
  • Number of policy dialogues held;
  • Delivery of project resources against annual target.

Performance Indicators for evaluation of results:

  • Set of policy recommendations submitted to policy making authorities;
  • Number of policy papers published.

Compétences

  • Strong organizational and time management skills;
  • Excellent interpersonal and communication skills;
  • Mature judgment combined with a proactive, energetic approach to problem solving;
  • Ability to work with a wide cross-section of partners: Government, NGO’s, communities, media and international donors.

Qualifications et expériences requises

  • Masters` degree in science, sociology, economics, public administration, or related field;
  • 5 years of working experience in the area of policy research on decentralisation reform, participatory governance, local development through peoples’ participation;
  • Experience in working with all level of governments and non-government organizations;
  • Sound knowledge on concept of social mobilisation, decentralisation and sustainable development;
  • Excellent interpersonal/communication skill with sound knowledge of English, fluency in Ukrainian and/or Russian;
  • Sound knowledge of relevant computer applications.
