The new Government of Albania has made a clear commitment in its program for 2013-2017 to a socially inclusive transformational agenda that stipulates the rights and duties of every citizen. The aim is to build a society where the energy, creativity and work of anyone can be brought to life through a state that provides need-based quality public services to every Albanian citizen regardless of the income level, origin, age, gender, ethnicity, education, sexual orientation, political position or religious beliefs.

The cooperation between the MoSWY and UN agencies in 2014-2015 aims at improving  governance at all levels, and strengthen capacities and support Albanian institutions in achieving country’s development goals. Crucially, it will provide a stronger evidential basis for future reforms and a framework for longitudinal and comparative monitoring of progress on social inclusion. Main emphasis is placed on building capacities of institutions at central and local levels, and enhancing civil society and citizens’ participation as rights holders in national social inclusion processes.

UN support for the prevention of HIV is focused on creating an enabling environment for service use for people living with HIV or at risk groups in society. The law on prevention and control of HIV in Albania was approved in 2008.  The Ministry of Social Welfare and Youth began drafting the sub legal acts which are finalized and ready for approval. The Ministry of Health is leading the revision of the National Strategy on Prevention and Control of HIV/AIDS in close cooperation with line institutions including the Ministry of Social Welfare and Youth.

The development of procedures and manual to help the social workers at central and local level on providing HIV-related preventive and care services will be supported by the UN through two steps:  a) creating the framework for the certification of unqualified social workers in regions with the involvement of the State Social Service, the Ministry of Education and Science and the Faculty of Social Science, University of Tirana and b) mainstreaming HIV information in the bachelor degree curricula through agreements with two public university departments: Social Work and Sociology.

To this end, UNAIDS will support the Social State Service to conduct a review of existing manuals and develop an annex their curriculum from a HIV/AIDS perspective and integrate national and international HIV/AIDS information, standards, ethical issues and nondiscriminatory practices within the curriculum of all identified bachelor degree subjects.

Devoirs et responsabilités

  • Review all existing manual and training package related to training and procedures used by members of the Social State Service Institutions  with regards to HIV/AIDS components;
  • Undertake a set of meetings and interviews to better analyze and understand the cases managed by the social state services’ employees in the past;
  • Prepare a gap analyses report based on the document review and  the interviews;
  • Develop the draft manual and training package as annexes to the existing manuals and facilitate the feedback process with public institutions and interested partners.
  • Ensure the involvement of people living with HIV, through their organization, during the drafting of documents as well as during the feedback process.
  • Development and submission of the final draft manual and training package to the State Social Service office for approval.

Reporting

All deliverables from the contractor will be reviewed and approved by the Director of the Social State Service and UNAIDS Focal Point before they are considered final.

The contractor will be expected to have regular discussions with the key staff of the Social State Service during the consultancy.

The contractor will be requested to prepare the manual and training package in Albanian.

The contractor will submit short reports (in English and Albanian language) on each deliverable as well as a final summary report upon completion of all tasks and the submission of deliverables as specified above.

The reports will be addressed to the UNAIDS Focal Point at the UN premises.

Qualifications et expériences requises

 Education/Academic Qualification:

  • Graduate degree in social sciences or relevant fields;

Work experience:

  • Proven expertise and experience in studies, research,  training and advocacy or related fields;
  • The consultant should have a minimum of a master’s degree in Social Science.  CVs of the consultants will be considered carefully;
  • The consultant should prove familiarity with HIV issues, anti-discrimination law and law on the prevention and control of HIV/AIDS;
  • Creativity in using new pedagogical methods and interactive approaches in adult learning;
  • Fluency in the Albanian and English language.

Language requirements:

  • Solid analytical, writing and communication skills in both Albanian and English;

Evaluation of Applicants

Individual consultants will be evaluated based on a cumulative analysis taking into consideration the combination of the applicants’ qualifications and financial proposal. The award of the contract should be made to the individual consultant whose offer has been evaluated and determined as:

  1. Responsive/compliant/acceptable, and
  2. Having received the highest score out of a pre-determined set of weighted technical and financial criteria specific to the solicitation.

Only the highest ranked candidates who would be found qualified for the job will be considered for the Financial Evaluation.

Technical Criteria - 70% of total evaluation – max. 70 points:

Financial Criteria - 30% of total evaluation – max. 30 points
