UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls, the empowerment of women and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security. Placing women's rights at the centre of all its efforts, UN Women is mandated to lead and coordinate United Nations system efforts, to ensure that commitments on gender equality and gender mainstreaming translate into action throughout the world. It is also mandate to provide strong and coherent leadership in support of Member States' priorities and efforts, building effective partnerships with civil society and other relevant actors.

UN Women plays an innovative and catalytic role in the occupied Palestinian territory (oPt) since its inception in 1997. UN Women oPt focuses its activities on one overarching goal, namely to support the implementation at the national level of existing international commitments to advance gender equality in line with the national priorities. In support of this goal, and thoroughly taking into consideration the specificities of the oPt context, UN Women concentrates its efforts and interventions toward the realisation of following strategic goals: Engendering governance, peace and security; Supporting women's economic security and rights; and Promoting women’s rights and protection against violence.

UN Women, as part of its approach and methodology within the peculiar political and social context and situation of the occupied Palestinian territory (oPt) and in order to advance the recognition and enjoyment of women's rights, developed and currently implements program aimed at creating and institutionalizing systems, policies, procedures and mechanisms related to the protection and empowerment of women victims of violence, as well as to women’s access to equitable justice, UN Women and through the DFID-funded project "Support For Delivery of Security and Justice Services for Women Victims of Violence "  between 2011-2014; is supporting the process of institutionalization and capacity development. Building on this project and through its phase II; the UN Women/UNDP programme  “Strengthening the Rule of Law in the oPt: Justice and Security for the Palestinian People" (2014-2017)”, UN Women will support the process of institutionalization and capacity development of the justice and security sectors in the oPt.

Within UN Women framework, the Women Human Rights Programme (WHRP) would like to recruit a local consultant to support the development of a relevant Baseline Study for phase II of the project, and establish bench mark indicators to inform the Monitoring and Evaluation Plan for adequate follow up on the situation of Palestinian women’s access to justice.

Devoirs et responsabilités

Under the overall supervision of UN Women Programme Coordinator for oPt and the direct supervision of the WHR Projects Manager, and working in close cooperation and coordination with the WHRP team. The Baseline Study Consultant will undertake the following duties and responsibilities:

  • Work in full cooperation with UN Women, and particularly the  Project Manager and the local experts who will be identified, as well as the Women Human Rights Programme team;  
  • Organize and draft work plan to be submitted to UN Women;
  • Meet as relevant with partners for gathering relevant data;
  • Understand the program design and contextual framework, including review of key documents;
  • Draft and implement methodology for data collection of both qualitative and quantitative data. The baseline tools should be able to capture program-level data;
  • Conduct sampling, including design sampling strategy based methodology and calculate sample size agreed-upon methodologies;
  • Implement and supervise field data collection, data input and cleaning:
  • Coordinate with program staff and local stakeholders;
  • Prepare questionnaires (in both Arabic and English as needed);
  • Notify partners and communities;
  • Conduct data processing: primary processing, comparison and validation of files, clean files, tabulations; analyze and synthesize data; and prepare report and program indicator tracking, preparation of initial report;
  • Present initial findings of the Baseline Study prior to the submission of the final report;
  • Discuss initial report with program team and local stakeholders;
  • Revise impact indicators as per feedback from program team and stakeholders;
  • Submit final Baseline Study Report;
  • Submit a detailed work plan of the consultancy assignment, including detailed methodology;
  • Submit a final report on the Baseline Study results.

Time frame:

  • The assignment is expected to start on 30 October 2014 and be finalized by 31 December 2014. 

Key deliverables:

  • Baseline methodology, work-plan and scope;
  • Baseline Study, (A Draft for UN Women review);
  • Final Baseline study and presentation in English and Arabic.

Qualifications et expériences requises

Education: 

  • Advanced university degree (Master) in development and gender / social studies / human rights, or relevant fields; degree in information and data management or related fields is an asset; or
  • BA with 5 years of experience may be accepted.

Experience:

  • Minimum of 5 years significant relevant experience of conducting surveys; working with information management, data collection, or similar;
  • Significant relevant experience in designing data collection tools;
  • Significant relevant experience in gender-focused data collection;
  • Demonstrated experience in timely delivering of quality products, including knowledge products, and in contributing to complex processes within the women’s protection area of work;
  • Extensive and proven understanding of international standards of justice and security context;
  • Previous professional experience within the UN system or related field of work will be an asset

Languages:

  • Written and oral proficiency in English is required;
  • Arabic language is an asset.
