UNDP Pacific Centre is currently implementing a Pacific Regional Governance programme focusing on Anti-corruption, Human rights advancement, Parliamentary support, and support to civil society. As part of the regional anti-corruption project, the Centre supports civil society organisations to develop and implement social accountability initiatives that use recognised tools to elicit feedback from citizens as users of government services on how these are delivered and how these can be enhanced if relevant.  The Citizen’s Feedback on Millennium Development Goals (MDGs) Service Delivery in Samoa project is being implemented by the Samoa Umbrella of Non-Government Organisations (SUNGO) with technical and financial support from the United Nations Development Programme (UNDP) Pacific Centre. The overall goal of the project is to monitor Samoa’s progress towards the achievement of MDGs in the Health and Education sector using a citizens report card (CRC) and community score card (CSC) methodologies.  These methodologies aim to: (i) document and analyse citizens feedback on the issues affecting delivery of public services in selected MDG areas (ii) identify possible solutions and suggest recommendations to address gaps or constraints to improve service delivery and;  (iii) provide a platform for engaging the Government of Samoa in a dialogue to inform policy development and implementation of programmes to improve the delivery of services and accelerate progress towards the achievement of MDGs in Samoa.

The SUNGO implemented project was initiated formally in May 2013, with an expected launch of the results of the survey by the end of 2013. However, administrative and technical delays have meant that the analyses of the survey and launch of the results will now be made towards the beginning of 2015.

Devoirs et responsabilités

The Lead Researcher for the Citizen’s Feedback on MDGs Service Delivery in Samoa will be based with SUNGO in Apia, and will be expected to provide the required technical and administrative support to complete the project. Specifically, the Lead Researcher will undertake the following activities:

  • Complete all outstanding survey activities as required on the Community Scorecard process;
  • Carry out appropriate validation of survey findings;
  • Work with SUNGO to analyse the CRC and CSC data;
  • Complete the narrative report on the Citizen’s Feedback on MDGs Service Delivery in Samoa, incorporating the analysis report of data gathered through the CRC and CSC survey process;
  • Support SUNGO to engage with the relevant government Ministries on the results of the survey with a purpose to further validating findings and gathering governments feedback on the results;
  • By the due date, incorporate the consultation results into the report. Discuss the report recommendations with SUNGO and UNDP.  Finalise the report;
  • Support to SUNGO to organise and launch the results of the survey, and develop advocacy messages relating to service delivery based on findings of the survey.

Timeframe of the Consultancy: 

The consultancy shall be for the period of 25 working day over a period of four (4) months.

Reporting Requirements:

The Lead Researcher will report primarily to the Chief Executive Officer of SUNGO, or in their absence the Board of SUNGO, on the progress of the deliverables listed above. A progress report on the consultants achievements of the Terms of reference deliverables will be submitted to SUNGO senior management for their endorsement before it is forwarded to UNDP for information and relevant payment processing.

Evaluation process:

Applications will be evaluated based on the following weighting criteria:

  • Technical Evaluation    - 70%;
  • Financial Evaluation    - 30%.

Proposal Requirements:

Applicants should submit the following documents via UNDP e-tendering system:

  • Completed P11 form including names of at least 3 referees;
  • Letter confirming availability and Interest using UNDP template;
  • Financial Proposal (which includes breakdown of professional fees, travel (only economy class air-fares), living expenses (if applicable) for the duty station and any other miscellaneous cost that may be incurred during the duration of the consultancy.) The financial proposal must be submitted separately from other documents.

Travel:

All envisaged travel costs must be included in the financial proposal. This includes all travel to join duty station/repatriation travel. In general, UNDP should not accept travel costs exceeding those of an economy class ticket. Should the IC wish to travel on a higher class he/she should do so using their own resources.
In the case of unforeseeable travel, payment of travel costs including tickets, lodging and terminal expenses should be agreed upon, between the respective business unit and Individual Consultant, prior to travel and will be reimbursed.

Qualifications et expériences requises

Education:

  • Minimum Bachelor degree in a relevant social science subject.

Experience:

  • 10 years experience in undertaking research on a social science subject matter;
  • Sound background knowledge on MDGs achievement in Samoa, and issues around civil society and citizen engagement in Samoa;
  • Ability to deliver within the limited consultancy timeframe.

Language:

  • Fluent in English and Samoan both verbal and written.
