Project Description

UNDP helps to develop the capacity of governments in over 60 countries to respond to disasters and mitigate the risk they pose.  The disaster risk reduction and climate change team provides services to country offices and governments on various DRR activities such as risk assessment, governance, capacity development, recovery, preparedness, climate risk management etc.  In May 2013, UNDP published the report “Protecting Development from Disasters: UNDP’s support to the Hyogo Framework for Action” highlighting the results that UNDP achieved in years 2005-2012.

As follow-up to this, UNDP would like to produce a summary of the results achieved in the years 2013-2014.   Taking into consideration of the need to identify and compile the DRR results reporting in corporate UNDP system, the team have created and developed a result analysis tool in 2013 which includes the DRR results reported by the country offices in the ROAR system.  The results are linked with the UNDP strategic plan 2014-2017 and with the team strategic framework. Based on this substantive data collection developed by the team and with the support of the regional and country offices, the current aim to develop the UNDP’s DRR results for the years 2013-2014.  This report will serve as a tool which describes the UNDP’s work in DRR for the last two years.  This report will be one of UNDP’s outreach product in the World Disaster Risk Reduction Conference (WCDRR), Sendai, March 2015.

These Terms of Reference will produce a report covering the UNDP’s achievements in DRR and Climate Risk Management 2013-2014.  The result information will be utilized to develop a narrative report of UNDP’s work on DRR for the period 2012-2013.

Objectives of the assignment

The aim of this assignment is to compile and develop a narrative report with info graphics on the DRR results achieved for the period 2013-2014.

Under the overall supervision of the Disaster and Climate Risk Partnerships Advisor and the programme analyst, the incumbent will perform the following duties:

Deliverable 1 :   UNDP-DRR Results for 2013-2014

Compile DRR and climate risk results achieved for the years 2013-2014, from the following sources:

  • Data collection of DRR results ROAR database;
  • Contact and receive results achieved for regional and country project through the DRR regional advisors;
  • Annual reports and donor reports prepared by the team.

Develop a narrative DRR results report using the complied data in line with the UNDP strategic plan 2014-2017.

Deliverable 2:  Develop an  Infographic report on  UNDP achievement in DRR for 10  years , 2005-2014

Develop and draft a info graphic report on UNDP’s achievement in DRR for the last 10 years with linkages to the HFA 2, SDG and the UNDP strategic plan using the information sourced from the deliverable 1 of the TOR  and  from the Protecting Development from Disasters: UNDP’s support to the Hyogo Framework for Action”

The expected total duration of the assignment is 60 working days within a period starting from 01 November 2014 through 31 January 2015.  No travel is required for this work.

Expected Output of deliverables:

Deliverable 1 :   UNDP-DRR Results for 2013-2014 (35 days)

  • Compile DRR and climate risk results achieved for the years 2013-2014 using various sources (10 working days – by 10 November 2014);
  • Develop and write an initial draft report using the collected information (15 working days - by 25 November 2014);
  • Circulate the initial draft, receive inputs and revise the report (5 working days – by 10 December 2014);
  • Work with the copy either and finalize the report  (2 working days -  by 15 December 2014);
  • Support the finalization of the report, working on the final proofing with designers (2 days). Submit to UNDP by 5 January.

 Deliverable 2:  Develop an  Infographic report on  UNDP achievement in DRR for 10  years , 2005-2014 (16 days):

  • Develop and draft a info graphic report on UNDP’s achievement in DRR for the last 10 years with linkages to the HFA 2, SDG and the UNDP strategic plan using the information sourced from the deliverable 1 of the TOR  and  from the Protecting Development from Disasters: UNDP’s support to the Hyogo Framework for Action”   (10 days –November 25 to 5th December);
  • Circulate the draft report for comments to the DRR team and incorporate the feedback/comments (3 days – Completed by 15th December );
  • Finalize the report (3 days – 5th January 2015);

The overall supervision is under Disaster and Climate Risk Partnership Advisor. The progress of the work will be periodically monitored by the Programme Analyst, BPPS, UNDP Geneva.

Qualifications et expériences requises

Education:

  • A Masters’ Degree (or above) in disaster management, international relations, development, public administration, geography, cartography.

Experience:

  • At least five years of relevant work experience;
  • Experience in reporting writing and development of publications related to Disaster Risk Reduction;
  • Working knowledge of DRR and climate risk management;
  • Experience in engaging with partners and UN agencies;
  • Professional experience with the UN system is an asset.

Language:

  • Proficient level of written English is required;
  • Proven academic-level and report-writing skills in English.
