Since 2004, Maldives has been undergoing a series of reform initiatives introduced by the Government. The new Constitution of 2008 established a system of democratic governance and provided for the separation of powers between the Executive, the Legislature and the Judiciary.

The Parliamentary election held in 2014 saw the representation of five political parties in the People’s Majlis with 85 MPs being elected. The current Majlis is different from the previous ones as it is represented as an organ of the liberal democratic systems envisaged in the new Constitution 2008. For the efficient delivery of services to the people of Maldives as per its mandate in the Constitutions, the professional development of the Parliament is crucial. Additionally, the Secretariat of the Parliament needs to function, ever responding to the dynamic needs of the Majlis.

Assessments on the capacity needs of the Parliament and its Secretariat have stressed the need to build the technical and resource capacity of the Majlis Secretariat in order to enable them to improve their support services to the Members. This includes strengthening in-house research capabilities, providing orientation training to the secretariat staff, and revision of rules of procedure.

Under the rubric of the Integrated Governance Programme (IGP), UNDP aims to strengthen the parliamentary practices and capacities through the deployment of a parliamentary advisor to be located in the Majils.

Devoirs et responsabilités

The overall objective of this consultancy would be to assess the capacity gaps within the Parliament secretariat and MPs based on secondary literature review and consultations and work with the Parliament to strengthen the capacity of their Secretariat and streamline parliamentary practises and procedures for greater efficiency and transparency.

The international consultant will undertake the following tasks:

Advisory support:

  • Provide current thinking and trends in parliamentary development and bring best practices on parliamentary development focusing on the US model;
  • Facilitate the transfer of know-how and experiences in the area of parliamentary strengthening;
  • To inform parliamentary committees on selected topics in areas covered by the UNDP Integrated Governance Project as required;
  • Provide other such advice and support as may be required by the People’s Majils.

Support for updating and development of the People’s Majlis Strategic Plan:

  • Undertake an analysis to identify the needs of the Majils;
  • Map the development of a five year Strategic Plan for the People’s Majlis;
  • Support the implementation of the current Parliamentary Secretariat Strategic plan and action plan.

Capacity development:

  • Provide technical advice to the Parliamentary Committees and Parliamentarians to support their law making, oversight and representation roles;
  • Develop and strengthen the necessary parliamentary procedures and guidelines;
  • Assist parliamentary committees in strengthening and streamlining the committee structure and functions;
  • Provide technical assistance and training for the parliamentary committee staffs;
  • Support gender mainstreaming in the legislative process;
  • Assist the parliament in developing a resource mobilization strategy.

Deliverables:

  • Strategic Plan for the Parliament;
  • Implementation of the six months Secretariat Action Plan;
  • Guidelines for streamlining parliamentary procedures and functions;
  • Guideline for gender mainstreaming in the legislative process;
  • Members Handbook on Parliamentary Procedures and Practises.

Institutional Arrangement:

  • The consultant will work under the direct supervision of the Parliament Foreign Relations Head and UNDP ARR Governance.

Duty station

  • Male, Maldives - The Consultant will be located in the Parliament.

Duration:

  • The consultant will provide 72 working days over an agreed timeline.

Scope of the financial proposal and schedule of payment

The consultancy fee will be in a lump sum inclusive of travel and accommodation to be paid in installments corresponding to deliverables. You are required to submit a breakdown of the fees, DSA and Air ticket.

Qualifications et expériences requises

Education:

  • Postgraduate degree in political sciences, public administration,  or relevant field.

Experience:

  • Minimum 10 years of relevant parliamentary experience in a presidential system of governance with at least 5 years work experience associated with US Congress;
  • In depth knowledge and understanding of the US model and its procedure is essential;
  • Exceptional analytical skills, solution oriented program design skills;
  • Proven experience in working with MPs and Parliament Secretariat for parliamentary development;
  • Strong facilitation skills;
  • International experience, preferably in South Asia, and demonstrated ability to work in a cross-cultural environment.

Language:

  • Fluent in written and spoken English is required.
