UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.

“The outbreak of Ebola Virus Disease (EVD) has placed incredible pressure and burden on the already weak health care system and is undermining the hope of achieving the Millennium Development Goals (MDGs).  The epidemic is having a particular negative impact on women as the disease has claimed more lives of women than men.  Women have been exposed more because of their gender role as care givers in the family and community.

For the current EVD outbreak, UN Women is providing technical guidance and support to the UNCT strategic response to Ebola. UN Women has developed a Gender Mainstreaming Strategy for the UNCT. The implementation of the strategy amongst other activities requires positioning of UN Women to continue providing technical support to each pillar in the EVD response mechanisms. UN Women shall also be hosting the Gender advisory board in the newly constituted United Nations Mission on Ebola Emergency Response (UNMEER)”.

Under the supervision and guidance of Country Representative, the Programme Specialist (Data Management) will ensure that overall data collected/reported is disaggregated by sex, to ensure inclusion of women in the planning and implementation of the response. Specifically, the  Programme Specialist will support UN Women’s Country Office team to scale up and focus its strategic interventions on the gender dimensions of the response i.e. design and support implementation of women initiatives, technical assistance to clusters on gender dimensions, and support/contribute to sex disaggregation and analysis. In addition, the incumbent will support efforts to strengthen the existing national response plan to the Ebola Virus Disease (EVD), particularly focusing on gender dimensions.

Devoirs et responsabilités

  • Design Research and assessment tools with clear gender dimension to enhance the technical input and support to various EVD response mechanisms;
  • Provide gender dimension analysis of disaggregated data to be used for appropriate intervention targeting;
  • Develop Research and M&E tools for the UNCT gender strategy and associated pillar strategies, when appropriate. This include gender & age disaggregated data analysis tools;
  • Support various EVD response pillars in outlining their result and M&E frameworks with gender lens;
  • Support EOC and DHMT in data verification and ensure data disaggregation exercises to ensure overall quality and accuracy;
  • Design research tools and frameworks for research and analysis of maternal service delivery problems and priorities in the face of EVD outbreak;
  • Design and conduct learning reviews to capture lessons learned and best practices with gender dimensions and/or gaps in this EVD response;
  • Collect, document the country’s experience including challenges, lessons learned & best practices for UN Women and partners in this EVD outbreak;
  • Produce communication products such as a complete cycle of the EVD outbreak, using contemporary tools and skills;
  • Assist in compilation, analysis and consolidation of cross-country data in coordination with established structures to produce overall learning that will inform policy formulation and elaboration.

Impact of Results:

Needs of women and girls addressed through a holistic approach as well as increased role of UN Women in contributing to the national response on EVD at national and subnational levels. This will also entail increased role of women networks and groups in championing prevention and mitigation.

Functional Competencies

Qualifications et expériences requises

Education:

  • Master’s degree or equivalent in Public Health, Social Science, Economics, or equivalent; Certified Monitoring and Evaluation.

Experience:

  • Minimum 7 years of proven experience in the area of research tools design, gender data collection and analysis in emergency response context.

Languages:

  • Fluency in English is required; lnowledge of any additional UN language will be an asset.

In July 2010, the United Nations General Assembly created UN Women, the United Nations Entity for Gender Equality and the Empowerment of Women. The creation of UN Women came about as part of the UN reform agenda, bringing together resources and mandates for greater impact. It merges and builds on the important work of four previously distinct parts of the UN system (DAW, OSAGI, INSTRAW and UNIFEM), which focused exclusively on gender equality and women's empowerment.
