The Department of Energy under the Ministry of Mines, Energy and Water Development, has received support from UNDP with funding from Danish Government    to implement   add title of the project. The project is part of Denmark’s focus on South-South Cooperation, to enable better and more coherent cooperation between China and countries in Africa, in particular around the promotion of the UN’s Sustainable Energy for All initiative (SEE4ALL). It is in this regard that UNDP was coordinating   the development of two projects, one with Zambia and one with Ghana, with a goal of ensuring a more holistic transfer of renewable energy technologies from China. The projects largely focus on the modalities required to make the local absorption of renewable energy technologies effective, including removing barriers and building local capacities, know-how and best practices.

This project has been developed with the Zambian Ministry of Mines, Energy and Water Development and China’s Ministry of Science and Technology and the advice of stakeholders from government, the private sector and research institutions in Zambia and China.

The project aims to support the access to electricity for rural communities in Zambia. It will do so through the creation of an enabling environment for renewable energy technology deployment and up-scaling, removing market barriers for introduction of improved renewable energy technologies and through the strengthening of South – South Cooperation between Zambia and China.

Devoirs et responsabilités

Under the overall guidance of the Project Manager (PM), the Financial/Administrative Associate ensures effective delivery of the project’s outputs by efficiently managing the administrative aspects of project implementation consistent with the objectives of the project and its annual work plans and budgets, ensuring high quality, accuracy and consistency of work.

Project Administration:

  • Compiling, analyzing, summarizing, recording and maintaining information on project activities and its financial data;
  • Handling all general administrative matters of the project as directed by the Project Manager.

Preparation of project reports:

  • Assisting in the preparation of project progress reports (financial and technical), drafting background material for use in discussions and briefing sessions.

Project Management:

  • Assisting in the preparation of required budget revisions and drafting requests for disbursements of funds under the project;
  • Assisting in the compilation of required documentation for project audits;
  • Support the Project Manager in the implementation of the audit recommendations in a systematic manner;
  • Supporting the monitoring of project activities by previewing a variety of records including control plans, progress reports, project input, budgets and financial expenditures.

Knowledge building and sharing:

  • Assisting in the preparation, updating and maintenance of project publicity materials such as brochures;
  • Distribution of project literature to all interested parties.

Event Management – Organizing workshops and meetings:

  • Assisting in the organization of workshops, seminars, and round table meetings including making bookings for venues, accommodation, and transport;
  • Travel for all project staff;
  • Ensuring payment of per diems, and other legitimate payments related to the project;
  • Documenting of all project meetings and other activities as directed by the Project Manager.

Asset management:

  • Maintenance of stores and office equipment associated with the project;
  • Maintaining and updating asset registers.

Qualifications et expériences requises

Education:

  • Secondary School diploma with specialized Certification in Public Administration, Business Administration or Accounting/Financial Management;
  • A Bachelor’s Degree is preferred, but not a requirement.

Experience:

  • At least 5 years of progressively responsible administrative work, with extensive experience working on development projects;
  • Experience in the usage of computers and office software packages (MS Word, Excel, etc), and advanced knowledge of spreadsheet and database packages;
  • Experience working with web based management systems.

Language Requirements:

  • Fluency in oral and written English.
