Organizational Context

Grounded in the vision of equality enshrined in the Charter of the UN, UN Women works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security. Placing women's rights at the center of all its efforts, UN women leas and coordinates United Nations System efforts to ensure that commitments on gender equality and gender mainstreaming translate into action throughout the world. It provides strong and coherent leadership in support of Member States' priorities and efforts, building effective partnerships with civil society and other relevant actors.

In South Sudan, UN Women’s programme on leadership and participation is guided by international commitments to women’s representation. The Convention on the Elimination of All Forms of Discrimination against Women upholds women’s right to participate in public life, while the Beijing Platform for Action calls for removing barriers to equal participation. The Millennium Development Goals measure progress towards gender equality in part by the proportion of women in parliamentary seats. 

Towards this end, UN Women has continued to provide support to the country by strengthening the institutional capacity of government institutions and providing training for women leaders to take the mantle of leadership and decision making in the political and socio-economic arenas.   Other initiatives are geared towards encouraging young men and women to engage in peace building and conflict resolution initiatives, and advocacy around making gender equality measures central to public policymaking.

The National Transformational Leadership Institute - University of Juba.  

UNWOMEN in partnership with Juba University and the Ministry of Gender, Child and Social Welfare seeks to institutionalize transformational leadership for women through the establishment of a National Transformational Leadership Institute (NTLI)   at the University of Juba. The National Transformational Leadership Institute (NTLI) is envisaged to provide an opportunity at higher level of institution of learning for women and young women leaders, in particular from various sectors of life, politics, government, academia and CSO’s, to acquire skills and expertise on transformational leadership to enable them influence policy decision and their community in the path to nation building.

The proposed Institute is expected to build the leadership competencies of emerging and existing women on transformational leadership from various sectors including current and emerging women leaders in politics, government, civil society and private sectors. The Institute will promote innovations on transformational leadership and change within gender machineries at national and subnational level; it will support women’s political participation, conduct research and provide policy advice, and will work in partnership with accredited regional institute of leadership in particular the African Centre for Inclusive and Transformational leadership at Kenyatta University. In order to widen the scope of engagement and ownership, the Institute will seek strategic partnerships with the Ministry of General Education, Ministry of Gender, Child and Social Welfare, UN Agencies, the private sector CSO and other regional Universities.

While the Government of the Republic of South Sudan, has set up a National Gender Machinery to respond to the provisions in the constitution and the South Sudan Development Plan (SSDP 2014-2016) in order to respond to various gender needs of the country, there is need to institutionalize transformational leadership at higher institutions of learning in South Sudan.  To address the above gaps, UNWOMEN, the Ministry of Gender Child and Social Welfare and the University of Juba,   have agreed   to establish a National Transformational Leadership Institute (NTLI) at Juba University.  

In view of the above, UN Women wishes to recruit two  International Consultants to Develop a Training Curriculum for  the National Transformational Institute at Juba University. This consultant will be attached to University of Juba during the period of the assignment.

Devoirs et responsabilités

Under the overall supervision of National Steering Committee (NSC) and UNWOMEN Country Representative and close supervision from the Team Leader Governance and Leadership,   the International Consultant will be responsible for drafting the proposed training curriculums for the National Transformational Leadership Institute at University of Juba.

The Consultant is to deliver the above output working in close collaboration and on day to day Consultation with Technical Team established to provide technical support and guidance in the design of the training curriculum for the NTLI.

The overall objective or output of this assignment is to; Develop  training curriculums and modules on transformational leadership for the National Transformational Leadership Institute in collaboration with the technical committee

Duties and Responsibilities

The consultant will undertake but is not limited to the following tasks:

  • Provide various models for Curriculum Design contextual to the South Sudan context;
  • Work collaboratively with the technical team to develop the content for the curriculum;
  • Finalize the draft curriculum for approval by the National Steering Committee and University of Juba;
  • Together with the technical team, field test the draft curriculum with a 5 day Training of Trainers;
  • Finalize the training curriculums utilizing inputs from the TOT;
  • Perform any other related outputs as agreed on between the consultant , NSC and UNWOMEN after the inception meeting.

Key Deliverables

  • Models of Curricular for discussion by technical team;
  • Draft curriculums for Transformational Leadership training as agreed together with the technical team and contextual to South Sudan;
  • Final draft of curriculums for the NTLI following feedback from field testing.

Compétences

  • Strong knowledge of processes and drafting of training curriculum;
  • Knowledge of gender equality and women's empowerment, especially in the context of post conflict region and analytical work in international development;
  • Ability to establish and maintain strategic partnerships with government institutions, donors, civil society partners and other UN agencies;
  • Multidisciplinary skills and the ability to communicate effectively; 
  • Excellent analytical skills;
  • Ability to work both independently and as part of a team;
  • Ability to establish priorities and to plan, coordinate and monitor own work plan;
  • Excellent oral and written communication skills in English;
  • Ability to work under pressure.

Qualifications et expériences requises

Education:

  • Master Degree, or PhD holder in Education,  development and other relevant field.

Experience:

  • At least 10 years of experience with higher institution of learning or University in the area of curriculum design and development;
  • Proven quantitative and qualitative research and drafting skills;
  • Proven record of writing skills/experience and Strong research skills and experience in conducting gender analysis;
  • Proven and extensive experience in the development of training curricula and materials;
  • Field experience would be an asset;
  • Experience in setting up and establishing institutions for learning/training;
  • Experience in providing legal expertise and policy analysis;
  • Proven ability and experience in leading and facilitating training workshops on multidisciplinary and multicultural teams;
  • Sensitivity to regional political, gender and cultural balance.

Language Requirement:

  • Fluency in English (written and spoken).
