The National Project Officer (NPO) will be based at the United Nations Office on Drugs and Crime (UNODC) Country Office in Phnom Penh, Cambodia. S/he will work under technical guidance of Regional Adviser, HIV/AIDS and the overall supervision of Regional Representative in Bangkok, Thailand and with direct technical guidance and support from UNODC Headquarters Drug Prevention and Health Branch, in particular, the drug treatment projects global coordinator.

The NPO will work on implementing the Cambodia segment of the UNODC-WHO Programme on Drug Dependence Treatment and Care (GLOK32) in the framework of the national Community Based Drug Dependence Treatment (CBTx) programme to improve access to community based drug dependence treatment in Cambodia in close collaboration with the Ministry of Health and the National Authority on Combating Drugs (NACD).

Summary of Key Functions:

The incumbent will perform the following key functions:

  • Substantive backstopping and effective implementation of the UNODC-WHO Programme on Drug Dependence Treatment and Care (GLOK32) in Cambodia;
  • Project/Programme Management;
  • Partnerships;
  • Monitoring and Evaluation.

1. Substantive backstopping and effective implementation of the UNODC-WHO Programme on Drug Dependence Treatment and Care (GLOK32) in Cambodia:

  • Coordinate the implementation of UNODC/GLOK32 supported drug demand reduction activities in the country in close cooperation with national counterparts;
  • Implement, in consultation with UNODC PTRS and UNODC ROSEAP as well as with WHO, all project activities related to the UNODC-WHO Programme on Drug Dependence Treatment and Care (GLOK32);
  • Liaise with key national counterparts, stakeholders and resource persons, as well as with bilateral and multilateral partners involved in drug related issues including research and data collection, drug use prevention and drug dependence treatment and care in Cambodia.

2. Project/Programme Management:

  • Prepare and monitor/update costed annual workplans, Terms of References for recruitment and contracting of service providers, as well as detailed plans for training courses, seminars, workshops, meetings when required;
  • Identify national counterparts and project partners such as WHO, and solicit their support for implementation of project activities;
  • Monitor the implementation of grant/contract components of the programme and ensure relevant data are being collected on a regular basis;
  • Monitor and control the project budget for the national project segment, and prepare budget revisions as required;
  • Validate the supply of equipment and monitor the project’s expenditures, when applicable;
  • Assist in the preparation of documentation and analyze and collate papers and reports prepared by UNODC, or programme partners, including background materials, documentation on training courses and meetings, data for evaluation, briefing notes, working papers etc., of the project activities in the country;
  • Carry out general administrative arrangements for the project, including preparation of funding requests and briefs, project progress and implementation and delivery reports, as well as liaise with regional, national and donor authorities, UN agencies and other international and regional organizations.

3. Partnerships:

  • Act as an additional resource person and/or moderator in workshops, seminars, training courses and meetings;
  • Represent UNODC in the UN Theme Group and Technical Working Groups on HIV, donor meetings on healthcare, national committees and forums on drug demand reduction as feasible;
  • Contribute and participate in meetings and national events related to drug use prevention, drug dependence treatment and care as well as data collection, research and monitoring and evaluation.

4. Monitoring and Evaluation:

  • Prepare written outputs related to UNODC Annual and Quarterly Reports and contribute with inputs to relevant publications;
  • Support the monitoring and evaluation component of GLOK32.

5. Others:

  • Perform other tasks and assignments as necessary.

Qualifications et expériences requises

Education:

  • University degree in Health, Medicine, Social science (social work, psychology, education, public health, or epidemiology) or related studies in combination with qualifying experience.

Experience:

Requirements:

  • Minimum 3 years of work experience in managing projects and programmes, preferably on healthcare and with vulnerable populations;
  • Proven experience in project/programme proposal development, project/programme coordination, implementation and project administration;
  • Excellent coordination, organisational and communicating skills when interacting with different stakeholders;
  • Excellent computer skills, especially in Microsoft Office and managing electronic databases.

Desirables:
 

  • Professional experience preparing donor reporting and analytical reports would be an asset;
  • A sound understanding of evidence-based drug dependence treatment and care and the reduction of its negative health and social consequences, as well as issues related to these topics in Cambodia would be an asset;
  • Knowledge and skills in providing support to marginalised groups/communities, especially drug users would be an asset;
  • Previous work experience with UN agencies would be an asset;
  • Proven ability to work independently and as a member of a multidisciplinary and multi-cultural team;
  • Well-developed communication skills to liaise, negotiate and advocate with key stakeholders including with other implementing agencies;
  • Ability to write reports and reviews and conduct presentations by clearly formulating positions on issues and defending recommendations.

Language Requirements:

  • Fluency in English and Khmer (spoken and written).
