The GEF (Global Environmental Facility) approved project on Accelerating the Development and Commercialization of Fuel Cell Vehicles in China (hereafter "the Project") is a climate change mitigation project that will be implemented by the United Nations Development Programme (UNDP) in collaboration with the China Ministry of Science and Technology (MOST) as implementing partner. The objective of the Project Preparation Grant (PPG) is to develop the Project Document (ProDoc) for the full size project which is the facilitation of the commercial production and application of fuel cell vehicles in China.

The project will facilitate the transformation of the transport sector (particularly the automotive industry) in the country into one that makes full and optimum application of energy efficient transport vehicles. The transformation is expected to be at least influenced and facilitated through the various interventions that will be carried out under the proposed project. To achieve the planned transformation, the barriers to the development and commercialization of Fuel Cell Vehicles (FCV) in the country have to be removed and GHG emission reductions will also be realized from the country’s transport sector.

UNDP is the programme coordinating agency for the Project and also is the GEF implementing agency for the national project.

In order to ensure the timely and effective delivery of this project during implementation period, UNDP China is seeking an international part-time Project Development and Management Consultant.

Devoirs et responsabilités

The Project Development and Management International Consultant (IC) will render technical advice and inputs to the National Project Directors (NPDs), Project Managers (PMs), Ministry of Science and Technology (MOST) and other government departments (such as local Science and Technology Agencies), and will provide technical oversight to Local Technical Advisors (LTAs), international and national consultants to ensure a consistent approach at national, provincial and site levels. H/She will timely communicate with UNDP, Project Manager, the National Consultant on Project Development & Policy and Regulation, and other national and international consultants on FCV, Fuel Cell (FC) and H2 Technology Application for important issues during the project implementation.

The key assignment of the IC is the preparation of the draft and finalized versions of the Project Document and the CEO Endorsement Request Document.

Also responsible for detailed analysis of cost-effectiveness of the PPG project, and review of the design of project outcomes and outputs, as well as success indicators and targets, means of verification and assumptions/risks.

Evaluation Criteria

Candidates will be assessed based on the following technical criteria:
Technical Evaluation (70)

  • Job Related Technical  Expertise(20);
  • Relevant working experience(20);
  • Methodology & Approach to assignment (30).

Financial Evaluation (30)

The final evaluation method will be based on a cumulative analysis of both the technical and financial proposals.

Qualifications et expériences requises

Education:

  • An advanced degree in conservation, environment and energy, automobile engineering or related fields, preferably in fuel cell vehicles project management.

Experience:

  • At least 15 years of professional experience in the field of environment and energy, in particular experience working on clean energy vehicle R&D or management;
  • Extensive experience with project development, implementation and management (experience in multilateral and government-funded conservation projects is preferable);
  • Working experience with international organizations or having worked as a CTA or consultant is an advantage, preferably with knowledge of GEF, UNDP policies, procedures and practices;
  • Experience in working in the relevant fields in China and its government, experiences working in international organizations in China or abroad is a strong asset.

Language:

  • Fluency in written and spoken English is required;
  • Good knowledge of Chinese is an asset.

IT Skills:

  • Good IT skills.

Duration of the Contract:

45 days, including travel time required. The IC may need to travel to, but not limited, Beijing, Shanghai, Zhengzhou and Foshan. The IC will meet with government officials, project participants, and other stakeholders in order to know the project information and implementation. The travel schedule and logistics will be developed by UNDP in consultation with project partners.

Payment Schedule:

20% of the total amount due the consultant will be paid upon submission of inception report. The second payment for 20% will be received after the project document draft submitted. The remaining 60% is payable upon acceptance by UNDP of the report in its final form.
