The Joint Steering Committee (JSC) was established in September 2013 and is co-chaired by the Prime Minister, the Special Adviser of the United Nations Secretary-General for Yemen (SASG) and the United Nations Resident Coordinator. The Prime Minister has delegated the chairmanship of the JSC to the Minister of Planning and International Cooperation and the SASG has delegated it to the Senior Officer of the Office of the SASG based in Yemen. The Government is represented by the Minister of Finance, the Minister of Foreign Affairs and the Secretary General of the Prime Minister Office; bilateral donors are represented by the GCC, Netherlands, Turkey, UK and US; the multilateral agencies by IOM, UNDP and UNHCR; and the INGO Forum Chair represents the international NGOs. Finally a representative of the Yemeni society is in the process of being added.

The PBF Secretariat in Yemen will be set up to provide key support to the Joint Steering Committee, particularly though not exclusively through coordination of RUNO activities in support of achieving results identified by the Peacebuilding Priority Plan (PPP). The tasks of the Secretariat, among others, include the coordination of the implementation of the Yemen Peacebuilding Priority Plan, the organization and preparation of JSC meetings, conducting consultations with relevant stakeholders, communicating the process of implementation of the PPP to all relevant stakeholders, as well as monitoring and reporting on the peacebuilding outcomes of the PPP. To ensure the full engagement of national actors, including Government and civil society, the Secretariat will also be expected to provide capacity building on topics relevant to peacebuilding to the national and local authorities, implementing partners and the people involved in the peacebuilding programme. The Secretariat serves as an interface between the strategic decision-making level bodies, the state institutions and the UN Agencies in the country and PBSO.

An international officer (a programme coordinator) will be responsible for the management of the PBF Secretariat. S/He will supervise two national officers (one monitoring and evaluation expert and one peacebuilding expert) and one national project assistant. The programme coordinator will work under the supervision of the United Nations Resident Coordinator Office Head and the overall guidance and supervision of the co-chairs of the JSC.

The Programme Coordinator will be based in the JSC Secretariat in Sana’a and will collaborate closely with the Minister of Planning, government counterparts, the civil society, the Office of the UN Resident Coordinator (RCO) and the UN Country Team (UNCT).

Devoirs et responsabilités

  • Cordinate the implementation of the Peacebuilding Priority Plan, ensuring that the PRF projects complement each other, maximizing their peacebuilding impact;
  • Support the JSC with secretariat services, including organising meetings, recording minutes and sharing documents with its members;
  • Develop briefing notes, progress updates and support in preparing other documents to facilitate the work of the JSC;
  • Communicate and ensuring follow-up of the JSC’s decisions, particularly ensuring timely submission of project documents and reports, including the annual JSC report, to JSC members, PBSO, and MPTFO  that administers PBF-funded projects;
  • Support inter-project coordination and providing guidance to Recipient UN Organizations on common methodology for project costing, monitoring and related issues;
  • Track the implementation of projects and making recommendations for improvements, if deemed necessary;
  • Ensure that periodic progress reviews of PPP implementation are carried out including by monitoring the Priority Plan objective indicators;
  • Coordinate evaluative exercises (e.g. evaluability assessments, periodic reviews and evaluations) led by PBSO;
  • Identify implementation problems that may arise in relation to project delivery and management and advising the JSC on appropriate action, with follow up and reporting back on progress or lack thereof;
  • Act as a local repository of knowledge regarding the policies, rules and regulations of the PBF, MPTF Gateway and other related management arrangements;
  • Ensure linkages of the Yemen PPP with national processes, in particular with the Transitional Program for Stabilization and Development (TPSD), the United Nations Assistance Development Framework, the United Nations Transitional Framework and the Yemen Humanitarian Response Plan;
  • Develop project selection criteria in consultation with partners to be adopted by the JSC for new proposals;
  • Review and analyze concept notes and proposals for new proposals, including ensuring all technical review, and submitting recommendations to the JSC;
  • Promote PBF awareness especially amongst Government and civil society and international partners;
  • As directed by the JSC Co-Chairs, support and encourage information sharing (including bulletins), advocacy and training as required;
  • Facilitate relationships between JSC members and relevant stakeholders to enhance national ownership and participation during the implementation of the PPP;
  • Liaise with governmental and non-governmental organizations, and donors active in the field of conflict prevention, reconciliation, and peace-building, and identify opportunities for partnership building and resource mobilization;
  • Ensure that lessons learned and good practice from the PBF funded projects are systematically recorded for sharing with the JSC, PBSO and within and beyond Yemen;
  • Manage financial and human resources of the PBF secretariat project, including national staff recruitments and procurement;
  • Ensure effective communication with the UNDP Country Office on project management and operational issues;
  • Control establishment and maintenance of proper electronic and paper filing systems for record keeping;
  • Any other related tasks as directed by the JSC Co-Chairs and the Head of the RC Office.

Qualifications et expériences requises

Education: 

  • Master degree or equivalent in international development, social sciences, public administration or other relevant field.

Experience: 

  • A minimum of 7 years relevant work experience in peacebuilding, recovery, development, humanitarian, political and/or transitional operations, including work experience in the field, in a post-conflict setting, is required;
  • 1 year of managerial experience is required;
  • Proven ability to draft, edit and produce results-focused reports;
  • Proven experience working with Government, civil society, international organizations and donors;
  • Recent country and/or regional experience in capacity development;
  • Demonstrated experience in the design and successful implementation of new business processes;
  • Knowledge in peacebuilding an asset.

Language Requirements: 

  • Fluency in English;
  • Knowledge of Arabic language at working level would be an asset.
