UNDP’s programme of work in the area of development finance focuses on research, advocacy and active engagement in international debates, as well as on country level support.

UNDP works to influence the international agenda on thematic areas such as international public finance, aid effectiveness, innovative sources of development finance, sovereign debt, private finance and the ‘enabling global environment’ for sustainable development.

UNDP also provides practical policy support to developing countries. For example, we support countries to access climate finance and other sources of environmental finance, as well as support their efforts to use those resources effectively.

On post-2015, UNDP carries out research, policy advice and global advocacy on financing options for the new development framework and in so doing, support the work of the larger in-house team on post-2015, as well as the work of the broader UN system in this arena. UNDP is actively contributing to the preparatory process for the forthcoming conference on financing for development which will take place in Addis Ababa in July 2015. UNDP is seeking to build its capacity on development finance in the run up to the conference in order to contribute to a good outcome for this important event.

Devoirs et responsabilités

Under the supervision and guidance of the policy advisor on development finance, the consultant will:

  • Conduct research on development finance topics, such as aid and private financial flows;
  • Compile data relating to development finance;
  • Using a variety of data sources and various econometric and sampling techniques, develop economic models, forecasts, or scenarios to predict future trends in different areas of development finance, as well as analyse the implications of these;
  • Support the writing of technical and non-technical reports on development finance trends and forecasts to inform the debates in this area;
  • Based on research findings, provide advice on appropriate policy recommendations;
  • Liaise with UNDP country offices and other partners on FfD issues.

Compétences

Technical:

  • Demonstrated experience with econometric software;
  • Experience handling large data sets;
  • Excellent analytical skills;
  • Excellent writing and presentation skills;
  • Good team player and ability to work to work within tight deadlines and under pressure;
  • Excellent knowledge of current trends and debates in development financing;
  • Knowledge of the MDG framework and the post-2015 discussions currently underway at the international level;
  • Sound understanding of UN system.

Qualifications et expériences requises

Education:

  • A Master’s degree or PhD in economics.

Experience:

  • At least 8 years work experience in a position directly related to the area of FfD;
  • Experience in policy research;
  • Strong publications and/or writing record.

Language:

  • Fluent in English;
  • Working knowledge of another UN language.
