This project aims at enabling Lebanon to prepare, produce and disseminate its Third National Communication (TNC) to the Conference of the Parties (CoP) of the UN Framework Convention on Climate Change (UNFCCC) according to Decision 17/CP8 and other guidance provided, in order to fulfill Lebanon’s  commitments as a Non-Annex 1 Party to the Convention.

The TNC will update and strengthen information provided regarding national circumstances, greenhouse gas inventories, climate change mitigation, vulnerability to climate change and steps taken to adapt to climate change, and information on public awareness, education, training, systematic research and observation, and technology transfer. The project will also increase the capacity to produce subsequent NCs that meet CoP guidelines and inform policies in Lebanon.

Lebanon submitted the Second National Communication (SNC) on February 2011. Preparation of the Third National Communication (TNC) identifies the enhancement of general awareness and knowledge on Climate Change-related issues in Lebanon, and helps taking them into account in the process of National planning and policy.

Scope of Work

Under the guidance and supervision of the TNC project team, the overall task of the consultant is to assess the potential economic costs of climate change that Lebanese communities might incur over the next several decades under a business-as-usual approach to climate change and to propose policy actions for adaptation.

The economic analysis shall examine the impacts of climate change on selected sectors of the economy such as energy, agriculture, forestry, water, tourism and health sectors and accordingly link these impacts with impact on trade, gender, food security, social development and poverty. The resulting report will be incorporated as a chapter in Lebanon’s Third National Communication.

General tasks

Task 1: Examination of climate change impacts on Lebanon

  • Compile information on the climate change impacts on the following sectors in Lebanon: energy, agriculture, forestry, water, tourism and health, based on the results of Lebanon’s Second National Communication;
  • Identify and review national, regional and international studies relevant to the task at hand  which could provide data and analytical support;
  • Determine the most appropriate economic indicators or parameters that can be used to assess the cost of climate change impacts in Lebanon on the proposed sectors;
  • Identify and collect with the support of the project management team additional information needed to value the economic impacts of climate change in the targeted sectors.

Task 2: Calculate the economic cost of the climate change impacts on Lebanon

  • Identify a business-as-usual scenario that reflects the current and future situation of the proposed sectors in Lebanon;
  • Translate the physical impact of climate change into economic values using appropriate valuation techniques and calculate related costs;
  • Represent the estimated costs for the years 2020, 2040 and 2080, according to the selected business-as-usual scenario;
  • Link the identified economic impacts to the impacts on trade, gender, food security, social development and poverty within the context of Lebanon (with some reference to the general situation);
  • Draft the study report including a description on methodology and assumptions and an analysis of results.

Task 3: Propose policy actions for adaptation

  • Review all sectoral adaptation measures proposed in the Second National Communication, Technology Needs Assessment and other national and regional documents;
  • Propose appropriate policy actions to increase resilience and reduce the impacts of climate change onthe proposed sectors.

Qualifications et expériences requises

Education:

  • An advanced degree (Master degree or equivalent) in economics, environmental economics or closely related disciplines. PhD is an asset

Experience:

  • A minimum of 10 years working experience in the area relevant to the Climate Change;
  • Extensive knowledge of and experience in economic impacts of climate change;
  • Previous experience in preparation of similar studies.

Language:

  • High proficiency in English language.
