Under the leadership of the UNDG Chair, and with the guidance of the UNDG, the overall objective of the United Nations Development Operations Coordination Office (DOCO) is to support the Strategic Priorities of the UNDG, and related coordination goals, and to meet DOCO’s responsibilities under the Management and Accountability system, in furtherance of the QCPR framework.

The General Assembly adopted on 21 December by consensus a landmark resolution (67/226) on the quadrennial comprehensive policy review (QCPR) of UN operational activities for development. The resolution recognizes the value of improving linkages between operational activities and norms and standards such as freedom, peace, security and human rights and the importance of mainstreaming sustainable development into the mandates, programmes, strategies and decision-making processes of UN entities. There is also, for the first time, intergovernmental recognition of the “Delivering as One” model, although it remains a voluntary option.

The UNDG has finalized Standard Operating Procedures for Countries Adopting the Delivering as one Approach as overarching principles to ensure that “Delivering as One” is firmly focused on results, accountability, monitoring and evaluation and improved outcomes, based on the findings of the independent evaluation of lessons learned from “Delivering as One”.

The UNDG is in the lead for organizing the implementation of “Delivering as One” in three parallel work streams:

  • Support of the UNDG Working Mechanisms that are now tasked to develop the specific guidance required for each of the “Ones” of the “Delivering as One” model;
  • Support of the UNDG, its Regional Teams and its constituent agencies, funds and programmes to implement important reform measures outlined in the Plan of Action for headquarters;
  • Support of UN Country Teams rolling out the “Delivering as One” SOPs to enable them to do so fully successfully.

UNDOCO proactively engages in all of the above work streams and works together with all partners and through various interagency mechanisms to enable the following:

  • Analyse and advocate for improved policy, strategy and operational coordination as inputs for discussion and decision by UNDG;
  • Develop, manage and facilitate interagency networks of expertise to support the innovation, development and implementation of UNDG strategic priorities and work plans for reforms and shared results;
  • Address and support UN development system coordination and coherence issues at regional and country levels; and enable the lessons and experiences from the field to translate into improved policy;
  • Support the UNDG Chair, Regional UNDGs and UN Resident Coordinators in their leadership and coordination functions;
  • Provide advice and support to the Director in the context of opportunities to leverage UN development coordination objectives at all levels.

The Policy Specialist reports to the Team Leader, Programming, Business Operations and Joint Funding, for general direction and guidance. In this capacity, the incumbent provides technical assistance to the Team Leader, who supports DOCO Director on technical and policy issues and associated activities related to Delivering as One.

Devoirs et responsabilités

Policy Coordination and Technical Support:

  • Provide technical advice and recommendations to the Policy Adviser in responding to requests for substantive guidance and interpretations of the SOPs and related to broader development coordination. Prepare, draft, develop and /or edit documents, guidance, briefs; develop briefing papers and discussion points; facilitate the development of policy proposals;
  • With delegated authority of the Policy Adviser, participate, as appropriate, in policy fora and technical committees;
  • Act as a resource person in the assigned areas to ensure that UNDG agreed policies are adequately communicated to key partners;
  • Promote the application of the SOPs as means to support the implementation of the emerging Post-2015 agenda;
  • Provide technical support to the revision of the October 2010 UNDAF guidelines, UNDAF analysis, including inputs to the rollout process.

Support the Implementation of the UNDG Plan of Action for Headquarters:

  • Collect information on systemic challenges at HQ-level preventing the full implementation of the Standard Operating Procedures at the country level and propose solutions to address these challenges;
  • Support agencies in working towards the eventual replacement of agency-specific work plans, where appropriate;
  • Support the identification of best practices and lessons learned for the purpose of further developing agreed methodologies and specific guidance on joint monitoring of results;
  • Provide support to the promotion of results-based, simplified and transparent reporting at the country-level through the common country results report; provide analysis and support towards the eventual and/or partial replacement of agency-specific reports;
  • Provide any other support to the achievement of the UNDG Plan of Action for Headquarters as required.

Support the rollout of the Standard Operating Procedures (SOPs) for Countries Adopting the Delivering as One Approach:

  • Promote the introduction of UNCT-level Joint Work Plans by collecting good examples through appropriate methodologies and analyzing good practices and constraints, in close collaboration with colleagues at country- and HQ-level;
  • Provide relevant support to colleagues working within 5 main Pillars of DaO/SOPS (One Programme, One Leader, CBF, Business Operations and Communicating as One);
  • Support the introduction of Country Results Report.

Knowledge Management and Sharing:

  • Contribute to the collection of evidence to demonstrate the benefits of Delivering as One, and propose improvements where relevant;
  • Analyze and advise on the application of lessons learned and experiences into fine-tuning guidelines, tools and support structures;
  • Recommend and/or introduce innovations and good practices based on emerging trends (eg. in the normative-operational context), mechanisms and tools;
  • If required, provide surge support to Policy Specialist-Joint Funding in areas where there are identified linkages between joint funding and programming;
  • If required, provide surge support to Policy Specialist – Business Operations in areas where there are identified linkages between business operations and programming.

Qualifications et expériences requises

Education:

  • Masters degree in a development related field, international law, political, social, economic, business management or other related social science field is required.

Experience:

  • At least five years relevant work experience working in coordination, supporting and developing policies, procedures and guidance, some of which should be with developing countries and within the UN system, Agencies, Funds or Programs;
  • At least two years field level experience in coordination a very strong asset;
  • Experience related to UN Reform would be a strong asset.

Language:

  • Fluency in oral and written English is required;
  • Proficiency in other UN working languages is desirable.
