The overall objective of the project “Building national and local capacity for the treatment of healthcare waste in countries impacted by the Ebola epidemic” is to support Governments of Ebola epidemic affected countries in improving their capacity to manage and treat healthcare waste resulting from the care for Ebola infected patients, using environmentally safe solutions. A major component of the project will deal with reducing the likelihood of Ebola Virus Disease (EVD) transmission by improving the capacity of countries and healthcare facilities to manage and treat Ebola infected waste, through the use of autoclave technology. The project is also expected to provide sustainable long-term ability for these countries’ health sectors to implement healthcare waste treatment strategies for key health programmes.

In order to support UNDP’s work on this project, a project manager with knowledge of the technical aspects of the project is being sought.  

Devoirs et responsabilités

Under the direct supervision of the Director of UNDP’s Montreal Protocol Unit/Chemicals, the consultant will provide project management services with regard to the above-mentioned project, with the help of other UNDP staff involved in the project as well as other consultants, to perform tasks that include:

  • Coordinating role between various actors of the project, including MPU, the project board, other donors and agencies acting in the affected countries, the equipment suppliers, BPPS-Procurement, RBA, BERA, BOM, UNDP Country Offices, UNMEER, UNHAS, UNHRD, the consultants, among others;
  • Prepare weekly updates on project progress, for information of stakeholders and the project board;
  • Liaise with UNDP-BPPS, BERA as well as donor agencies and trust funds, to mobilize resources for the project (e.g. prepare proposals for funding, ensure project reporting requirements are met, etc.);
  • Prepare for and follow-up on budget revisions, project related clearances/approval processes, PAC/ACP meetings etc.;
  • Support UNDP-BPPS and PSO-Copenhagen in project related procurement, including review and revisions of bids (RFQ, ITBs, etc.), participation in procurement related meetings, represent MPU/Chemicals in bid reviews, amongst others;
  • Support human resource related recruitment activities and liaise with HR departments (SURGE/CREW and UNDP Copenhagen).
  • Ensure all logistical arrangements for the missions of UNDP consultants and the autoclave manufacturer are taken care of in close consultation with UNDP COs (including flight/hotel/pick-up/driver arrangements, visas, small purchases, preparation of mission schedules, mission terms of references, etc.);
  • Liaise with project consultants, UNDP COs, RBA, aid organizations and the like in the identification and site selection of priority ETUs and HCFS for the receipt of healthcare waste treatment technologies;
  • Liaise with UNDP HQ, RBA, and UNDP COs knowledge management and communication staff on any communication related activities (including but not limited to: press releases, fact sheets, videos, photos, preparation of publications, etc.)
  • Upon request, provide input for presentations, project notes, speaking points, briefing notes, and the like for BPPS/RBA management;
  • Any other project management actions that may be required with regards to the project that may come up.

Duration:

  • The contract will enter into upon signature of both parties and is expected to last through 31 April 2015, with a maximum of 40 days.

Fees:

  • The consultant will receive payment based on his/her all inclusive daily rate.

Travel:

  • No Travel is forseen. Unforseen travel will be paid according to IC rules and policies.

Payments:

  • Payments will be made upon certification of satisfactory completion of assigned tasks.

Qualifications et expériences requises

Education:

  • Master Degree in engineering, chemical, physics, technology, Economic or Social Sciences required.

Experience:

  • At least 15 years of experience in project management functions required;
  • At least 5 years experience with UNDP procurement and recruitment procedures and rules required;
  • Proven Experience in handling large multi countries, multi donors projects is desirable;
  • Familiarity with programmes of the Global Environment Facility (GEF)and/or the Montreal Protocol Multilateral Fund is an advantage;
  • Familiarity with the GEF’s focal area of Chemicals, Persistent Organic Pollutants (POPs) and Mercury Management at international level is an advantage;
  • Experience working on programmes related to Heath Care Waste Management (HCWM), particularly in the context of UN projects is an advantage;
  • Knowledge of UNDP processes (NIM and DIM implementation) is required;
  • Working experience for projects in developing countries and/or countries in transition is desirable;

Language Requirements:

  • Fluency in spoken and written English and French is required.

Evaluation Criteria:

  • A Best value for Money approach will be used and will lead to a combined score.Candidates with less than 49 technical points will be deemed technically non-responsive;
  • Individual consultants will be evaluated based on Combined Scoring method taking into consideration the combination of the applicants’ qualifications and financial proposal;
  • Combined weighted scoring: Technical (70%); Financial (30%) .
