Historique

The objective of the project is to promote sustainable forest management in Pakistan's West Himalayan Coniferous, Scrub and Riverine forests for biodiversity conservation, mitigation of climate change and securing of forest ecosystem services. The project has three components and the first component will embed sustainable forest management into landscape-scale spatial planning and secure multiple ecological values, reduce land use conflicts and illegal activities, and enable sustainable economic use of forests through reduced deforestation and degradation.

The second component of the project will focus on strengthening biodiversity conservation in and around high conservation value forests. It aims to reduce anthropogenic pressures on high conservation value forests. The third component of the project will focus on enhancing carbon sequestration in target forested landscapes. It aims to develop practical approaches to enhancing carbon sequestration through restoring degraded and former forested areas.

During the initiation plan period, a number of studies and stakeholder consultations will be undertaken with the view to further develop the approved project concept into a fully formulated project document.

Objective

The sustainable forest management specialist is the key expert and team leader. He coordinates the work of all other national and international consultants, is responsible for quality control and preparation of all reports and documentation in time.  The main objectives of the assignmentis to carry out studies and stakeholder consultations with the view to further develop the approved project concept (GEF PIF ) into a fully formulated project document.  The final output of the initiation plan will be a UNDP-GEF Project Document and GEF - CEO Endorsement Template ready for submission to UNDP and GEF. 

Scope of Work

  • Coordinates project preparation with all partners engaged (Climate Change Division , Provincial authorities, UN-REDD, FCPF, CIF and other international or inter-governmental systems, other government agencies, NGOs, CSOs and local communities);
  • Revalidates the exisitng studies conducted on Drivers of Deforestation  in the light of UNFCCC and IPCCC guidelines and other relevant legal requirements that fit to the overall architecture of REDD+/ SFM;
  • To quantify the  CO2 emissions that could be avoided by the REDD+ mechanism using various scenarios;
  • Conduct an assessment of the current state of forest inventories in each province and effectiveness of the provincial and national forest monitoring systems;
  • Provides advice on the forest policy and land use issues,exisitng state of art studies on forest land tenure and legal framework and provide a framework on how to integrate the results of past studies in the overall project design;
  • In consultation of all stakeholders and the NFP REDD+ i.e. the office of the Inspector General of Forests and provincial REDD + focal points selects a few sites to pilot the project activities that will be measurable, quantifiable and in accordance with  standards set at the national and international sytems dealing with REDD+/ SFM;
  • Prepares, jointly with International SFM project development consultant and the NFP for REDD+, the incremental-cost analysis as per GEF guidance. Defines activities, budgets, goals and co-financial links to GEF outcomes; definition of GEF incremental value per outcome and output. Present the results of the incremental cost-analysis in the established table format;
  • Works with provincial and national focal points on forest reference and reference emission levels and Safeguards Information Systems (SIS);
  • Develops a sytem to ensure there are no duplications and redundancies of efforts of ongoing activities and projects by UNDP, WB and the government agencies etc.

Ensures finalization of the project documentation in full, in line with UNDP and GEF requirements such as:

  • Defines, upon analysis by all project stakeholders, on the selection of the target forest areas in the selected Provinces;
  • Coordinates preparation of all relevant tracking tools (BD, CC and SFM/REDD+). This will include detailed description of the baseline and setting the respective indicators for each of the tracking tools;
  • Develops a description of the social, economic and financial sustainability of proposed project activities;
  • Prepare the draft of the quantified description of the global environmental benefits of the project, to be finalized by the interntional expert; Develops a risk analysis table, and development of risk mitigation strategy for the project to be reviewed by the international expert;
  • Develops a description of the socio-economic benefits of the proposed interventions at national and local levels;
  • Develops a plan for the replication of project activities, assisted by the international expert; designs project monitoring and evaluation plan, and budget, building on information from all national experts, and jointly with the international expert;
  • Develops a costing table for all expected  project outcomes and outputs; supports confirmation of co-financing and receipt of letters of cofinacing; Develops ToRs for the key consultants/contracts to be employed by the project; and also supports finalization of the project logical framework.

Deliverable:

The key products to be delivered are as follows:

  • Upon preparation and acceptance of assignment work plan, PPG work plan, design of consultation and validation workshop;
  • Upon completion of consultation and validation workshops;
  • Upon preparation and acceptance of the draft UNDP project document, project results framework, GEF tracking tool and request for CEO endorsement;
  • Upon clearance by Regional Technical Advisor of the project documentation fully compliant with the enforced GEF rules and standards and its submission to GEF secretariat which includes assistance to UNDP with response to any GEF secretariat comments.

Responsibility for Managing the People and the Work Plan:

  • The principal responsibility for managing the consultant will lie with the Head of Environment & Climate Change Unit of UNDP Pakistan and Climate Change Division.

Qualifications et expériences requises

Education:

  • Advanced degree in Environmental Sciences, Forestry , Natural Resource Management.

Experience:

  • At least 15 years of experience and a proven track record of working in Sustainable Forest Management/REDD+, and development of GEF project documents;
  • Should be having deep knowledge about the environmental issues especially with reference to Sustainable Forest Management, REDD/REDD+, Natural Resource Management;
  • Should be well versed with the Geographical Information System and Remote Sensing;
  • The knowledge of GEF project document development and UNDP is an advantage.

Language:

  • Proficiency in English.
