The Office of the United Nations High Commissioner for Human Rights (OHCHR) Cambodia Country Office is the oldest field presence of the Office of the United Nations High Commissioner for Human Rights (OHCHR). It has been through several transformations and traces its origins back to the United Nations Transitional Authority in Cambodia (UNTAC).

OHCHR celebrated the 20th year anniversary of its country presence in Cambodia in 2013. The Country Office, which was established  by Resolution 1993/6 of the then Commission on Human Rights, in accordance with the Paris Peace Accords, gave the then ‘United Nations Centre for Human Rights’ a mandate for monitoring, protection and public reporting, as well as  technical assistance and advisory services. The Human Rights Centre, including its Cambodia office, was formally merged with the Office of the High Commissioner for Human Rights in 1998.

Objective

The purpose of the assignment is to produce a video documentary of approximately 5 minutes showcasing the work of OHCHR in Cambodia. The final products will be used for promotional and fund raising activities, and also as reference material.

Primary Audience: Development partners, government agencies, other stakeholders, general public, private sector

Length: 5 minutes (Maximum)

Methodology:

  • The video production must be guided by a script that will describe the flaw of topics, people to interview and accompanying footages. The script will be developed by producer (winning bidder) and approved by the Communications Unit.

The video will include the following content:

  • Human Rights, OHCHR’s role and work in Cambodia including challenges and achievements. The style of the video documentary should be engaging and accessible to a general audience, rather than academic in tone. Although the aim is to promote OHCHR and its work, the deliverables should be couched in a humble and respectful tone to enable their use in varied contexts;
  • One version English Voiceover with Khmer subtitle;
  • One version Khmer Voiceover with English subtitle.

Expected Outputs and Deliverables:

Primary output / planning materials:

  • Schedule of work;
  • Approved Story Line and/ or Script;
  • Final Output and final list of deliverables - By January 2015;
  • A video documentary not more than 5 minutes best reflecting OHCHR’s work upon receiving written satisfaction from the Communications Unit delivered to OHCHR (minimum HD-720p). Subtitle should not be encrusted in the video but in a separate .srt file;
  • Final Video in 20 copies of DVDs with a proper DVD cover in line with OHCHR corporate guidelines;
  • Copy of all raw, unedited video footages;
  • Final Video converted in web friendly format in both low and high resolution;
  • All rights reserved. OHCHR Cambodia will be the only copyright holder, although further uses may be authorized after consultation.

Institutional Arrangement:

  • The Head of Communications Unit will have the overall supervision of the consultant’s day-today performance to ensure it fully complies with the terms of the contract.

Monitoring and Progress Control:

  • Field Research, video shooting plan and draft script;
  • Final Written script;
  • First cut;
  • Final cut with subtitles and 20 copies of videos.

Compétences

Functional Competencies:

  • Proven ability to produce high quality video documentary;
  • Capacity for script development;
  • Creativity in packaging narration, footage and interview into a final package;
  • Knowledge of development issues and Human Rights issues in Cambodia.

Qualifications et expériences requises

Education:

  • Bachelors or Masters degree in any discipline.

Experience:

  • Minimum 5 years (with Masters) or 7 years (with Bachelors) of experiences in video production;
  • Experience of video production for non -profit organization and/or UN is an advantage.

Language:

  • English and Khmer (Translation into Khmer might be done by a third party, but under the winning bidder’s responsibility).
