UNDP’s Regional Hub for Europe and the CIS is UNDP`s advisory hub for the Europe and CIS region (IRH) tasked with the responsibility to provide policy and programmatic support to UNDP´s development activities in the region.

The joint UNDP-UNEP PEI is a global programme that aims at improving the capacity of programme country governments and other stakeholders to integrate the environmental concerns of poor and vulnerable groups into policy, planning and implementation processes for poverty reduction, pro-poor growth and achievement of the MDGs, and future SDGs. Since 2014 it is supporting 26 countries in four regions, including ECIS.

PEI Regional Programme in Europe and the CIS (PEI ECIS) was launched in 2009. It supports country programmes and interventions in Kyrgyzstan, Tajikistan, Armenia, and as of the latter part of 2013 includes Albania. At this stage Regional PEI is implementing Phase II, continuing the two full-fledged programmes in Tajikistan and Kyrgyzstan and Technical Assistance (TA) projects in Albania and Armenia. IRH is responsible for the management of a Regional umbrella component of ECIS PEI as well as the backstopping and financial management of TA projects.

For the Kapuscinski Development Lectures project: the European Commission and UNDP have been jointly organizing the “Kapuscinski development lectures” series since 2009. The project includes a series of high-level lectures on development delivered by international experts and policy-makers at universities across the European Union. In 2009-2014 the European Commission, UNDP and partner universities organised over 50 Kapuscinski Development Lectures. 

Devoirs et responsabilités

The UNDP IRH for Europe and CIS is looking for an Administrative and Finance Assistant who would support the Centre’s two projects: The Poverty – Environment Initiative (PEI) and the Kapuscinski Development Lectures (KPL). Under the guidance and supervision of the Project Managers of the two above-mentioned projects, the Administrative and Finance Assistant will be responsible for programmatic, financial, administrative and operational support to the PEI ECIS Regional Team (RT) and KPL, ensuring high quality of work, ensures accurate, timely and properly recorded/documented service delivery.

The Administrative and Finance Assistant is expected to work in close collaboration with PEI implementing COs in the region as well as KPL project teams and various consultants. The position requires a high level of initiative and learning motivation.

Ensures implementation of operational strategies, focusing on achievement of the following results:

  1. Full compliance of administrative activities with UN/UNDP rules, regulations, policies and strategies.
  2. Provision of inputs to preparation of results-oriented workplans.

Provides administrative and logistical support, focusing on achievement of the following results:

  1. Maintenance of the projects’ office filling system, opening of new subject files as required and disposal of old files in accordance with respective policies.
  2. Support in management of agreements with external contractors or grantees, including drafting agreements, liaising with contractors or grantees on administrative issues.
  3. Administrative support to procurement processes.
  4. Administrative support to HR processes.
  5. Support to arrangement of travel, preparation of travel authorizations, support by processing requests for visas.
  6. Administrative support to organization of conferences, workshops, study visits.
  7. Preparation of routine correspondence, drafting of reports and meeting minutes.
  8. Extracting, inputting, copying and filing data from various sources.

Provides finance support, focusing on achievement of the following results:

  1. Contribution to preparation of projects’ budgets and financial reports.
  2. Monitoring of project expenses and encumbrances and verification of data from Combine Delivery Reports.
  3. Entries in Finance Module of the UNDP’s corporate management information system ATLAS for budgeting purposes, payments and other pertinent information.
  4. Prepare all financial and administrative documents related to the project implementation in accordance with the UNDP rules and procedures, maintain projects’ expenditures and commitments shadow budgets.
  5. Maintain financial records and monitoring systems to record and reconcile expenditures, balances, payments and other data for day-to-day transaction and reports.

Impact of Results

The key results have an impact on the execution of the project office administrative/logistical and financial services in terms of quality and accuracy of work completed.  Accurate data entry, presentation of information and client-oriented approach strengthens the capacity of the project office in the provision of administrative/logistical/financial services.

Managing  Data

  • Creates, edits and presents information (queries, reports, documents)  in visually pleasing, clear and presentable formats  such as tables, forms, presentations, briefing notes/books and reports using advanced word processing and presentation functions and basic database and spreadsheet software
  • Edits, formats and provides inputs to correspondence, reports, documents and/or presentations using work processing, spreadsheets and databases meeting quality standards and requiring minimal correction
  • Shows sound grasp of grammar, spelling and structure in the required language
  • Ensures correspondence, reports and documents comply with established UN standards
  • Ability to produce accurate and well documented records conforming to the required standard

Qualifications et expériences requises

Education:

  • Secondary education preferably supplemented by courses related to the area of assignment. 

Experience:

  • At least 5 years of relevant administrative/finance support experience. Experience in the usage of computers and office software packages (MS Word, Excel, etc.). Experience in handling of web-based management systems.

Language Requirements:

  • Fluency in English language
  • Russian language will be an asset
