Organizational Backgroud

The United Nations Development Programme (UNDP) is the UN’s global development network, advocating for change and connecting countries to knowledge, experience and resources to help people build a better life.  We are on the ground in over 140 countries, working with them on their own solutions to global and national development challenges.  As they develop local capacity, they draw on the people of UNDP and our wide range of partners.

BoM/OIST provides centralized corporate ICT services to UNDP and partner UN agencies.  Services range from telecommunication, satellites, messaging, and document workflow and enterprise resource system.  These services tend to generate a large set of project requests that require effective management and governance of an ICT programme portfolio. UNDP utilizes Prince2 and Agile project methodologies.  The Office of Information Systems and Technology, is engaging the services of a Portfolio Management Consultant with strong background and experience in portfolio management, project management, IT costing, budgeting, resource planning and monitoring of projects, in order to ensure that the projects are prioritized based on ‘real’ needs and budget availability and managed through best practices.

Key Responsibilities and Tasks:

Under the direct supervision of the Deputy Director, the incumbent will contribute substantially to the smooth functioning of an OIST Portfolio Management Office.

The incumbent will:

  • Design the standards for project management for OIST. Implement the project management practices and update;
  • Business Case Management and Benefit Realization Plan for all OIST projects;
  • Keep up to date  the entire portfolio follow up mechanisms for reporting to OIST and BOM management;
  • Training on project management standards and mechanisms. Design and implement;
  • Regular monitoring of status with project managers and teams for all technical clusters.

Design the standards for project management for OIST:

  • Review/assess organizational maturity level of existing Portfolio Management processes and where appropriate introduce industry best practices and project templates;
  • Design Portfolio/Project reporting standards through existing enterprise applications of PeopleSoft and SharePoint;
  • Review/assess Portfolio Management tools presently in use and make recommendations to address functionality gaps.

Business Case Management and Benefit Realization Plan for all OIST projects:

  • Review/Assess existing project portfolio and highlight benefit realization plan along with linkage to ICT strategic plan;
  • Review planned projects for project quality and controls and projected benefit viability;
  • Works closely with respective OIST and business team leads to identify and address all issues related to the daily management of their ICT projects;
  • Provides technical support in the tracking of work plan activities, milestones, deliverables and financial position of the entire program.

Keep up to date the entire portfolio follow up mechanisms for reporting to OIST and BOM management:

  • Supports the development and tracking of the business case for projects approved by the management forums;
  • Prepares regular Portfolio/project status report and tracks progress and deliverables on the basis of the approved work plan;
  • Provide regular management status update to the relevant management forums and for circulation to involved parties, including the partnership offices identified for the projects;
  • Regularly updates OIST senior managers and relevant web-sites/portal on the status of project progress, and maintain good/positive/constructive relations with all internal and external counterparts;
  • Actively participates in the coordination of OIST project work plan.

Training on project management standards and mechanisms. Design and implement:

  • Review/Assess training needs for project managers and provide necessary interventions through training courses or recommendation of training courses for both OIST and business counterparts.

Regular monitoring of status with project managers and teams for investment and operational projects:

  • Review project status with managers and teams to assess health, risks, and propose appropriate interventions on a periodic basis;
  • Manage consistency of Project reporting and results within the Portfolio;
  • Shoulder additional responsibility to help a project come on track.

Qualifications et expériences requises

Education

  • Master’s Degree in Computer Science, Information Technology, computer engineering, development management or other related areas (proven strength in coordination, analysis, and project management).

Experience

  • Minimum 7 years of practical experience in portfolio management;
  • Knowledge of Prince II;
  • Extensive knowledge of, and experience with project management and processes of United Nations agencies;
  • Awareness of UNDP’s business and technical environment at HQ and CO levels;
  • Substantial exposure to, and understanding of, global ERP System, particularly Grants, GL & AP;
  • Prior related experience in project management will be an advantage.

Language:

  • Fluent in English;
  • Knowledge of another UN language an asset.
