The Bureau of External Relations and Advocacy (BERA) leads and supports the organization in cultivating, building and nurturing strategic relationships and alliances that are essential to advancing and successfully achieving the mission of UNDP. These relationships encompass a wide range of key constituencies, including programme countries, existing and prospective donor countries/emerging economies and multilateral institutions.  Included furthermore are civil society, private sector, foundations, academia and think tanks, the wider UN system, and various UN inter-governmental bodies.

BERA consists of the Directorate and 3 Groups: Communications Group (CG), Partnerships Group (PG) and UN System Affairs Group (UNSAG).  In addition, BERA has Representation Offices in 5 major donor capitals.

The Partnerships Group (PG) in BERA is the primary UNDP Headquarters unit responsible for the relationship between UNDP and its donors.  RPG acts as a facilitator and catalyst of partnership strategies with UNDP’s donors and actively supports resource mobilization for UNDP’s work, with the aim of increasing core and non-core resources, as well as diversifying the UNDP funding base. 

Devoirs et responsabilités

Under the direct supervision of the Projections and Performance Analysis (PPA) Team Leader, the Specialist is responsible for supporting the Team Leader in core and non-core resources analysis and projections with BoM, BPPS, and the Regional Bureaux, conducting analysis of resource mobilisation targets, funding trends and gaps that will contribute to corporate resource planning.  The Specialist will work closely with BoM in developing funding modalities and vehicles to ensure that UNDP is both flexible yet compliant with regards to capturing and managing funds, especially for innovative initiatives.  The Specialist will help the Team Leader in ensuring that performance assessments and reviews of UNDP by partners are effectively managed with recommendations implemented with other UNDP in-house units.  The Specialist will develop resource mobilisation tools and guidelines in collaboration the Engagement Initiatives Team with regards to Country Office support, BoM, RBx and others as necessary to enable Country Offices to become more effective in resource mobilization.

Support core and non-core resources analysis and funding projections with BoM, BPPS, and the Regional Bureaux, and support the analysis of resource mobilisation targets, funding trends and gaps that will contribute to corporate resource planning:

  • Work with the Team Leader of PPA, Regional Bureaux and BoM in the development of systems that provide pipeline information through the CPD RRF and the ATLAS pipeline module;
  • Lead on the preparation of the annual Executive Board paper “Status of regular funding commitments to the United Nations Development Programme and its associated funds and programmes ” ;
  • Support the assessment of the Annual Review of the Financial Situation (ARFS) as prepared by BOM, providing analysis in comparison to the Funding Commitments paper, ensuring consistency between these and other corporate resources documents;
  • Provide inputs to the Team Leader on monthly projections for the Treasury to inform UNDP investments. Projections cover the current year based on the pledges and commitments received for each year with donor intelligence and projections.

Support the Team Leader on the development of funding modalities and vehicles to ensure that UNDP is both flexible yet compliant with regards to capturing and managing funds, especially for innovative initiatives:

  • Participate in the discussions on the funding of the UNDP Strategic Plan and the Post-2015 agenda, liaising with BoM and partners to ensure that UNDP’s funding modalities are understood by partners and are able to comply with the expectations of partners;
  • Support the development with BoM and BPPS financing modalities and vehicles for the purposes of ensuring that the efforts to diversify UNDP’s funding base translate into actual resource mobilisation.

Manage the performance assessments and reviews of UNDP by partners, following-up on the recommendations  to be implemented with other UNDP in-house entities:                                      

  • Prepare for encounters and meetings with partners and units in-house with regards to the external assessments of UNDP, ensuring that UNDP is responsive to the assessment process;
  • Work closely with BoM, the Regional Bureaux and BPPS and others as necessary at the technical level to ensure that that assessment recommendations are implemented and communicated to partners.

Oversee the UNDP Partnership Survey, and develop resource mobilization tools and guidelines with BoM and BPPS

  • Lead in the development and evolution of the UNDP Partnership Survey, ensuring that the methodology and mechanisms are designed to maximize the quality and quantity of actionable responses by partners;
  • Collaborate with the Regional Bureaux and Country Offices in the implementation of the Partnership Survey to ensure that facilitation by Country Offices in the survey results in a maximum number of objective responses;
  • Support processes in favor of the improvement of partner perceptions of UNDP, following-up with UNDP units in-house for the purposes of driving change towards the resolution of any poor perceptions.

Support the coordination of the contributions of BERA towards the UNDP medium term strategic planning framework (Strategic Plan), Integrated Results and Resources Framework (IRRF), the annual business planning process (ABP) as well as Bureau, Group and RO’s results based planning, monitoring and reporting:

  • Support the consultations with BERA Senior Managers and HQ Groups on the SP, IRRF and ABP ensuring BERA contributions to these institutional processes;
  • Advise staff in HQ and ROs on the technical and substantive requirements of UNDP’s Strategic planning and annual business planning process ensuring that the corporate priorities are properly reflected in BERA’s work plans;
  • Uses corporate mechanisms to plan, monitor and report Bureau performance to facilitate strategic planning processes and results based management in BERA.

Qualifications et expériences requises

Education:

  • Advanced University Degree in business, marketing/communications, statistics, international development, economics, or social sciences

Experience:

  • At least 5 years of relevant experience at the national or international level in a partnerships development or organization liaison role working with international development organisations, preferably UN, Governments, private sector, foundations, think tanks or civil society;
  • Hands-on experience in design and implementation of partnership initiatives and events.
  • Experience in the usage of innovation approaches, social media and information technologies, including web based management systems.

Language Requirements:

  • Fluency in English is required (both written and oral);
  • Competency in another UN language is a distinct advantage.
