The Bureau of External Relations and Advocacy (BERA) leads and supports the organization in cultivating, building and nurturing strategic relationships and alliances that are essential for advancing and successfully achieving the mission of UNDP. These relationships encompass a wide range of key constituencies, including programme countries, existing and prospective donor countries/emerging economies, multilateral institutions such as the IFIs, the European Commission, civil society, private sector, foundations, academia and think tanks, the wider UN system, and various UN inter-governmental bodies. BERA consists of the Directorate and 3 Groups: Communications Group (CG), Partnerships Group (PG) and UN System Affairs Group (UNSAG).  In addition, BERA has Representation Offices in 5 major donor capitals. The Partnerships Group (PG) acts as UNDP’s focal point to facilitate UNDP’s partnerships and actively supports resource mobilization for UNDP’s work globally

There are five Regional Partnership Specialists in UNDP, located in regional hubs: Bangkok, Istanbul, Panama City, Addis Ababa and Cairo (soon to be moved to Amman). Regional Partnerships Specialist for RBAS in Amman will report primarily to the HQ-based Engagement Initiatives Team Leader in the Bureau for External Relations and Advocacy (BERA) and have a secondary reporting line to the Regional Hub’s Director.

Regional Partnership Specialists are responsible for managing UNDP’s regional partnership and resource mobilization strategies aligned to the Organization’s corporate goals and priorities. They promote, market and position UNDP and advocate the principles of the organization to partners.  Regional Partnership Specialists provide partner engagement and resource mobilization advice to UNDP management and mentor staff across their region. They provide guidance, direct technical support, coaching and training as required, as well as ensure quality control. In addition, they work in close collaboration with UNDP HQ staff of other UN Agencies, donors, civil society, the private sector and other stakeholders to ensure mutually beneficial partnerships.

Supports the development and provides advice to regional partnership and resource mobilization strategies

  • In collaboration with Regional Bureau partners, identify regional partnership priorities as input to the design and development regional strategies;
  • Set and monitor regional partnership priorities, goals, and key performance indicators (KPIs) in line with the partnership and resource mobilization strategies;
  • Gather information on Regional pipelines and corresponding resource needs through close collaboration with country counterparts;
  • Support resource mobilization response for crisis countries within Region by working closely with HQ;
  • Substantively contribute to the development of BERA’s corporate Strategic Results Frameworks.

Coordinate and advise on the creation and strengthening of key country partnerships that contribute to UNDP’s core mission, mandate, and achievement of development results, including securing resource commitments, where possible.

  • Advocates and advises senior management at the country level on developing new, innovative partnerships for UNDP;
  • Provide leadership for the Regional network of Country level partnership/resource mobilization officers;
  • Identify ways in which existing partnerships at Country level can be expanded to new thematic areas or countries; ensure that relationships are shared and leveraged across Country Offices;
  • Advise on the development and implementation of partnership managemennt and resource mobilization tracking mechanisms for region.         

Coordinate and advise on targeted communications and marketing activities relevant to partner groups (e.g. theme/issue, country, delivery mechanism), in collaboration with Regional Communications Advisers

  • Monitor UNDP communication products/mechanisms for relevance to regional and country partners to ensure targeted marketing;
  • Use and tailor existing communication products/mechanisms to effectively position UNDP, wherever possible; and
  • Ensure that marketing events and fora are used to develop relationships with strategic potential partners.
     

Facilitate partnership/resource mobilization capacity-building and knowledge-sharing in the region

  • Advise country offices on advocacy strategies and methods for proactive and strategic targeting of partners instead of reactively relying on partners to approach UNDP;
  • Provide guidance, coaching and mentoring  to Country Office Partnership/Resource Mobilization staff, especially in engaging with partners and resource mobilization;
  • Facilitate partnership and resource mobilization training to program staff and managers based in Country Offices including the development of tools and products, as needed;
  • Contribute to UNDP’s partner knowledge repository including partner database, resource mobilization toolkit, and all other tools for Country Office outreach for partner engagement;
  • Serve as a regional resource for questions on UNDP’s Partnering guidelines and processes (per the POPP); and;
  • Proactively share lessons learned from partner engagement across the region and with BERA HQ;
  • Build partnerships with regional organizations and non-state actors (including civil society and academia) in order to promote SSC and TC for an evolving development landscape (Regional Knowledge Fairs, Global Events, High Level Dialogues);
  • Support, in coordination with BERA and BPPS, a resource mobilization strategy at regional level in order to facilitate transfer between countries and the implementation of the Post 2015 Agenda and Private Sector/foundations partners;
  • Build partnerships with global actors in order to disseminate regional best practices and promote cross fertilization and exchanges amongst regions;
  • Disseminate key UNDP’s added value and contributions to SSC and TC in the region.

Ensure that country office engagement with partners and agreements entered into are in line with the UNDP POPP, meet quality expectations, and support UNDP’s achievement of the Strategic Plan

  • Monitor emerging issues that could affect the country’s partnerships and resource contributions (risk management);
  • Alert Regional and BERA Senior Management of risks and issues, as appropriate; troubleshoot risks and issues, wherever possible;
  • Support regional and country office staff in engaging with partners through performing quality reviews of communications, project concept documents, etc.; and
  • Support the drafting and review of partner-specific Framework Arrangements and Cost Sharing Agreements.

Qualifications et expériences requises

Education: 

  • Advanced University Degree in international relations, economics, political or social sciences, or any development related field.

Experience:

  •  A minimum of 7 years of relevant experience in in development cooperation, including at the country-level;
  • Experience in strategy development and donor and UN partnerships/public relations at the international level;
  • Specialized experience in development financing and/or South-South cooperation an asset;
  • Experience in Arab States and the RBAS region including at country level an asset.

Language Requirements:

  • Fluency in English both oral and written is required;
  • Competency in Arabic strongly desired;
  • Another regional language is an advantage.
