Historique

The mission of the Human Development Report Office (HDRO) is to advance human development. The goal is to contribute towards the expansion of opportunities, choice and freedom. HDRO works towards this goal by promoting innovative new ideas, advocating practical policy changes, and constructively challenging policies and approaches that constrain human development. HDRO works with others to achieve change through writing and research, data analysis and presentation, and outreach and advocacy work.

Devoirs et responsabilités

Under the supervision and guidance of the HDRO Director and the Lead Author of the Human Development Report (HDR) and in close consultation with the Team Leader, HDR Team, the Consultant will undertake the following tasks:

  • Preparing an analytical paper on the linkages between creative work and human development: a description of what constitutes creative work and its various dimension, how creative work can contribute to enlarging human choices by expanding capabilities of people and enhancing their opportunities, and how the issue of human well-being and happiness are linked to these. The paper should clearly establish the two-way links between creative work and human development – how creative work can enhance human development and how enhanced human development contributes to further expansion of creative work;
  • Preparing a background paper on digital technology and creative work: How digital technology has revolutionized the creative work –writing books and marketing them, the music and movie industry, the world of paintings, architecture; the positive and negative side of the effects of digital technology on creative work (e.g. with nooks and kindle, one can read books quite easily, but the feel of pages, the smell of books are gone);
  • Preparing a policy paper on the issue of trade in creative work and its relation to human development: a description and analysis of patterns of trade in creative work, how trade in creative can be influenced to contribute to human development; what are the opportunities and what are the constraints.

In addressing all the above themes, the paper must highlight the following five issues:

  • A good concept of creative work and its dimension should be clearly stated upfront;
  • The gender dimension must be brought out specifically and significantly;
  • There should be examples, data, case studies to vindicate the points and arguments made;
  • Examples and case studies should reflect the experiences in various developing regions or countries;
  • The policy implications in each of the three papers themes should be brought out clearly.

Expected output

Three independent papers, each with 20 to 25 pages with narratives, tables, graphs, figures, case studies and a complete citation of sources and references.

Qualifications et expériences requises

Education:

  • Master's degree in economics, development economics, social sciences, sociology or other. PhD desirable.

Experience:

  • Minimum 7 years of relevant to the terms of reference work experience;
  • Demonstrated excellence in research, preparing papers, brief and other documents for a variety of technical and non-technical audiences, including through publications in peer reviewed journals.

Language:

  • Fluent in English.
