The mission of UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, is to promote gender equality and women’s empowerment and to eliminate all forms of discrimination against women and girls. Placing women's rights at the centre of all its efforts, UN Women leads and coordinates United Nations system efforts to ensure that commitments on gender equality and gender mainstreaming translate into action throughout the world. We provide strong and coherent leadership in support of Member States' priorities and efforts, through building effective partnerships with civil society and other actors, for a better world.

The Policy and Program Bureau provides global support to all UN entities, at Headquarters and at Field levels, through effective and efficient programmes that implement internationally agreed goals and national priorities on gender equality and women's empowerment. All our programmes are aligned with UN Women’s strategic objectives. The Bureau provides intellectual and strategic leadership in gender policy, gender mainstreaming, design of knowledge management products and tools, and research, policy analysis and data collection. We also provide innovation, best practices and cutting edge technical guidance and expertise to support our programmes and to build technical capacity.

The Director, Programme Division, reports to the Assistant Secretary-General, Policy and Programme Bureau.

The Director will ensure large scale impact through the implementation of policies leading to systemic transformative and irreversible change at country and regional levels, and create best practices that will inform and enhance international norms and standards on gender equality and women’s empowerment. She/he will be responsible for ensuring that UN Women’s Programmes deliver impact and are true catalysts for change.

Summary of key functions:

  • Leadership and overall management of the Division;
  • Implement UN Women’s Strategic Plan through Program design, management and interagency coordination and collaboration;
  • Representation, partnership and advocacy;
  • Drive Accountability for Results and Impact Reporting;
  • Management of Multi-Donor Trust Funds (MDTFs);
  • Supervise and enable the work of Regional Directors and Field Offices.

Leadership and overall management of the Division:

  • Establish the Divisional annual work plans and set objectives, performance measurements, standards and expected measurable results through collaboration and discussion within the Programme Team and across the organization;
  • Determine and submit budget proposal for financial, human and other required resources to ensure that UN Women, and the Programme Division in particular, operates efficiently and cost effectively. Decide on the optimum and appropriate allocation and management of Programme resources;
  • In partnership with Human Resource, manage and oversee the recruitment of qualified human resources and plan for their continuing learning and development to maintain expertise;
  • Ensure delivery of results for impact, in line with the UN Women vision, according to agreed performance standards, Programme Division objectives, and in an accountable manner;
  • Ensure Programmatic coherence by promoting harmonization, standardization, linkages, collaboration, and synergy across all Programmes;
  • Ensure that professional standards, efficiency, accountability, and integrity are in use in the Division at all times.

Implement UN Women’s Strategic Plan through Programme design, management and interagency coordination and collaboration:

  • Design and implement a strategic approach and framework for Programming, that results in a global Programme, at HQ and across the Field, to ensure the effective and transformative implementation of UN Women’s mandate;
  • Develop effective instruments to measure and drive the impact of UN Women’s Programmes to ensure far reaching changes by 2030;
  • Consult with relevant UN stakeholders, and external partners such as civil society organizations and the private sector, to identify joint programming opportunities to achieve gender equality and women’s empowerment;
  • Provide policy advice to the UN Women Executive Leadership and Senior Management teams, to enhance the strategy, direction and plans of action for Programmes on gender issues;
  • Provide technical support as requested by UN Agencies including those responding to humanitarian, post-conflict, and other mandates.

Representation, partnership and advocacy:

  • Build and maintain strategic partnerships for large scale impacts, including through South-South partnerships, regional commissions, national governments, academia, foundations, international financial institutions, private sector, and civil society organizations, to advance innovative and transformative Programmes for women and girls;
  • Represent UN Women in interagency and intergovernmental forums, relevant UN system-wide meetings, and other key events, as appropriate;
  • In line with UN Women’s Resource Mobilization strategy, drive initiatives to gain non-core Programme funds through the UN’s multi-partner trust funds, and other potential global, regional and national, and non-traditional donors.

Drive Accountability for Results and Impact Reporting:

  • Lead effective results based management processes across UN Women Programmes and prepare annual, quarterly, and other required reports, showing outputs and impact;
  • Work closely with Audit Advisory, Evaluation, and Executive Board Secretariats, and other advisory and governing structures, to ensure high quality, timely, results-based and impact-driven reporting.

Management and oversight of Multi Donor Trust Funds:

  • Ensure all UN Women Trust Funds (UN Trust Fund to end Violence Against Women and the Fund for Gender Equality) dovetail clearly into UN Women’s Strategic Plan, are in line with HQ and Field impact goals, and are partners in delivery;
  • Oversee the development, effective management and transparent reporting on global funds, including establishment of criteria for fund allocation and assuring quality of allocation decision, monitoring and reporting.

Supervise and enable the work of Regional Directors and Field Offices:

  • Ensure that all Regional and Field offices implement UN Women’s strategic objectives in a transparent, effective and efficient way, informed by regional and national development and human rights priorities;
  • Establish Key Performance Areas for Regional and Field offices, and design and implement user-friendly and enabling Programme management and information systems and tools, while continuously monitoring and evaluating results for impact;
  • Ensure appropriate, timely, transparent, and efficient internal communications within and across Progammes and across the organization, actively fostering knowledge sharing and collaboration, and ensuring an integrated approach to our work.

Qualifications et expériences requises

Education:

  • Masters degree (or equivalent) in programme design, or project management, or gender studies, or development related disciplines, or human rights, or other relevant fields.

Experience:

  • Over 15 years of experience in programme design and implementation, with proven ability to mobilize resources;
  • Experience working on issues of gender equality and empowerment of women that combines strategic and managerial leadership at the international level;
  • Demonstrated ability to drive programmes for transformative impact, with a broad knowledge of operational and management information systems to facilitate delivery and reporting;
  • Demonstrated ability to communicate, both verbally and in writing, at all levels, to deliver key messages;
  • Proven ability to manage multicultural teams for delivery.

Language Requirements:

  • Excellent written and oral skills in English is required;
  • Knowledge of another UN working knowledge is desirable.

Note

In July 2010, the United nations General Assembly created UN Women, the United Nations Entity for Gender Equality and the Empowerment of Women. The creation of UN Women came about as part of the UN reform agenda, bringing together resources and mandates for greater impact. It merges and builds on the important work of four previously distinct parts of the UN system (DAW, OSAGI, INSTRAW and UNIFEM), which focused exclusively on gender equality and women’s empowerment.
