The Bureau for Policy and Programme Support (BPPS) has the responsibility for developing all relevant policy and guidance to support the results of UNDP’s Strategic Plan.  BPPS’s staff provides technical advice to Country Offices; advocates for UNDP corporate messages, represents UNDP at multi-stakeholder fora including public-private dialogues, government and civil society dialogues, South-South and Triangular cooperation initiatives, and engages in UN inter-agency coordination in specific thematic areas.  BPPS works closely with UNDP’s Crisis Response Unit (CRU) to support emergency and crisis response.  BPPS ensures that issues of risk are fully integrated into UNDP’s development programmes. BPPS assists UNDP and partners to achieve higher quality development results through an integrated approach that links results based management and performance monitoring with more effective and new ways of working.  BPPS supports UNDP and partners to be more innovative, knowledge and data driven including in its programme support efforts.

The Cluster on Sustainable Development focuses on integrating UNDP’s economic, social and environmental work into a coherent sustainable development policy and programming framework. It seeks to provide an integrated package of services covering all strands of sustainable development, including on integrated development planning and inclusive and sustainable growth, sustainable livelihoods and economic recovery in post crisis situations and natural capital and the environment. Within the auspices of the Post 2015 agenda, this Cluster’s work will address inter alia poverty, economic growth, employment and livelihoods, social inclusion and equality, recovery in post crisis countries, the management of multilateral environmental affairs, ecosystems and biodiversity, marine resources, extractive industries and chemicals.

The Policy Analyst for Sustainable Development based in New York is responsible for coordinating briefing and speaking material for BPPS and the UNDP Executive Office, providing research support, contributing to enhancing the knowledge produced and disseminated by the team, and strengthening the team’s advocacy and outreach  capacity. S/he collaborates with all teams in the Sustainable Development Cluster and across UNDP’s Regional Hubs, Country Offices and Global Policy Centers, helping them to capture, generate and share knowledge to provide quality briefings, speeches, knowledge and advocacy material to advance UNDP’s credibility in Sustainable Development. He/she will contribute to documenting innovation in sustainable development practices (including from the vertical funds) and through research support, assessing the determinants of success, to help foster, through the generation of knowledge products replication at scale, including the areas of natural capital and environment, development planning and inclusive sustainable growth, and livelihoods and economic recovery.

S/he is responsible for performing and contributing to the following:

Devoirs et responsabilités

Policy Research and Development:

  • Working with the Policy Specialist, Sustainable Development, prepare inputs for briefings requested by the Executive Office and BPPS Directorate, including through sourcing information from available evidence, research and corporate knowledge.
  • Prepare synopses of UNDP’s sustainable development work, focusing on results, as requested by senior management, and for donor and programme countries, international fora and other audiences, ensuring timely production of materials;
  • Support the implementation of global policy standards, including through the testing and roll out of tools and methodologies;
  • Contribute to the development of knowledge and innovation initiatives for different contexts on key emerging policy agendas, in collaboration with policy teams at HQ and the Regional Hubs, bringing in perspectives and knowledge from Country Offices and the regions;
  • Support the identification of gaps and opportunities for development of new policies and guides overall team priorities and workplans in the areas of knowledge and innovation for sustainable development;
  • Develop relevant analysis and guidance for knowledge management and innovation on emerging issues of global significance, in close collaboration with BPPS strategic positioning team and Directorate, and contribute to new research, including through working with the Global Policy Centers;
  • Coordinate and conduct analysis of data, case evidence and research findings to distill relevant lessons from projects and programmes to inform policy formulation and guidance;

 Policy Advice/ Programme and Project Delivery Support

  • In collaboration with the BPPS teams, supports the integration of global knowledge and innovations into programmes and projects which responds to country office needs, including through the provision of capacity building and backstopping;
  • Apply integrated multi-disciplinary approaches, including through coordinating and engaging with Development Solutions Teams (DSTs), to meet knowledge and innovation needs for policy and programming, in line with corporate guidance and standards;
  • Provide analysis on knowledge and innovation trends, products, and services to global and Regional Hub teams to inform their application across country typologies, including by supporting cross-regional and cross-practice exchanges, answering questions, providing guidance, and sharing relevant documents and lessons learned; and
  • Review and assess policy success, and communicate findings to country offices and regions;

Policy Positioning and Representation

  • Provide substantive and content input to contribute to mobilizing, fostering and strengthening strategic partnerships with UN entities and other relevant bodies for joint knowledge, learning and innovation in Sustainable Development areas in support of UNDP initiatives;
  • Provide substantive input to the Chief of Profession for Sustainable Development in the process of advocating the importance of knowledge, learning and innovation in Sustainable Development areas in various fora, including academia and civil society, with a view to deepen related political commitment and related reforms; and
  • Support the Chief of Profession in engagement in UN interagency coordination for knowledge and innovation in Sustainable Development areas by drafting briefings, preparing for and participating in meetings.

Partnerships and Resource Mobilization

  • Support the Chief of Profession to engage with global partners and develop/implement knowledge management and innovations partnerships strategies under corporate guidelines;
  • Provide substantive inputs related to global external partnerships in Sustainable Development areas; and
  • Develop implementation plan to foster strategic partnerships for knowledge management and sharing with UN and external partner institutions, Governments, private sector, academia, NGOs, and CSOs.

Knowledge Management

  • Contribute to mining, distilling and codifying knowledge and best practices in sustainable development and post crisis recovery initiatives from UNDP programmes (including the MAF and its successor initiative for the SDGs), cross fertilizing experience between regions with a view to encouraging South-South cooperation;
  • Support the Cluster in implementing quality assurance of all knowledge products;
  • Works closely with the Development Impact Group in the development and delivery of knowledge strategies and products, Teamworks contents, and other products;
  • Coordinate team contributions and support to corporate KM activities pertaining to sustainable development, whether at the global, cross-regional or region-specific level to help influence/advance policy dialogue in the thematic area in collaboration with policy teams at HQ and in Regional Hubs;
  • Contribution to corporate knowledge campaigns, organization of knowledge events, and knowledge networks and communities of practice; and
  • Extract, analyse, document, and codify  results/lessons learned in Sustainable Development areas, and verify  that knowledge sharing and content management is in line with guidelines and performed using corporate tools.

Qualifications et expériences requises

Education:

  • Advanced university degree (Master’s or equivalent) in development economics, information or knowledge management, business administration, social sciences or related disciplines.

Experience:

  • 2 years of professional work experience providing advice and programme support in the general area of Knowledge and Innovation for Sustainable Development in different development contexts.

Language Requirements:

  • Fluency in English, both written and oral;
  • Working knowledge of another UN language is an asset.
