Historique

Since the new Government organization in 2010 in Sint Maarten, the mission of the Ministry of General Affairs is to coordinate, advise and support the process towards the effective and efficient overall government policy. To support the preparation, publication and management of the laws and regulations of the land, and responsibility for legal affairs, national security and disaster management, as well as the development, integration and making operational the concerns with respect to foreign relations. Also, the execution of good governance, trustworthy and client friendly service to the government organization, business sector, citizens and organizations that make up the community of Sint Maarten, as well as the external communication pertaining to government policy in general.  As such, the ministry falls under the responsibility of the Leader of Government, the Prime Minister of Sint Maarten. The Ministry of General Affairs is managed by a Secretary General and comprises the following departments:

  • Legal Affairs and Legislation (JZ&W);
  • Interior Affairs and Kingdom Relations (BAK);
  • Foreign Relations (BB);
  • Public Service Center (PSC).

The mandate of BAK includes amongst others responsibility to support national development.

The Government of Sint Maarten (GoSM) has requested the support of UNDP for the drafting of a long term National Development Plan, which results from an inclusive and participatory process. The NDP needs to be operational and action oriented. The Department of Interior Affairs and Kingdom Relations (BAK) is driving the process

Several inputs for the NDP have already been completed, namely, (a) existence of medium term sector plans, (b) A series of stakeholder consultations, (c) SWOT analysis,  (d) a medium term Sustainable Community Development Country Action Plan (e) alignment with the International community proposed Sustainable Development Goals (SDGs) and the Small Islands Developing States ten year Samoa action plan.   An international consultant is required to support BAK in harmonizing all existing inputs, and drafting the long term NDP.

Devoirs et responsabilités

The main objective of this consultancy is to support the GoSM through the Ministry of General Affairs draft its long term National Development Plan for 2030. The consultant is expected to produce a draft NDP which is operational, action and budget oriented for discussion and validation by the Inter-ministerial and Steering Committee, and eventual endorsement by Cabinet.

The consultant will review, consolidate and incorporate existing inputs, and coordinate with BAK the review of new inputs as necessary.

The Consultant will be responsible for the following:

  • Review previous and existing development plans (for ministries and sectors) established lessons learnt from their development and implementation;
  • Review outputs of thematic and  community dialogue outcomes for integration into a vision strategy;
  • Review and incorporate the Sustainable Local Development Country Action Plan;
  • Review and incorporate outcomes from stakeholder consultations;
  • Review and incorporate outcome from SWOT analysis;
  • Align with SDGs framework;
  • Align with SIDS Samoa Pathway;
  • Through consultation with Ministers and key staff from all the ministries and development partners, and referring to programme documents from development partners, prepare a draft Development Plan;
  • Present the draft Development Plan to top government officials (Council of Ministers and Parliament)  and incorporate their comments;
  • Present the draft Development Plan to all stakeholders and incorporate their comments to the final report to be presented to Ministry of General Affairs, Council of Ministers and Parliament;
  • Perform other functions as may be requested by the Ministry of General Affairs and UNDP;
  • The consultant will prepare an inception report within a week after commencement; the report shall present a summary of the initial assessment of work to be carried out including a detail activity schedule with an implementation for the duration of the assignment.

The Consultant is expected to deliver the following:

  • An inception report, with clear time plan, delivered two week after signing of contract. The report should contain relevant information from existing documents related to the subject and how and when they can tie into the visionary strategy, should be referred to while undertaking the assignment;
  • Draft vision strategy;
  • Draft National Plan for Consultation with Ministers and DGs;
  • Detailed proceedings of the validation workshop with stakeholders;
  • Final NDP.

Compétences

  • Demonstrated skills in formulation, planning and budgeting of research and /or consultancy projects;
  • Strong proven qualitative and quantitative analytical skills;
  • Advanced computer skills in quantitative and qualitative analysis would be an asset;
  • Displays cultural, gender, religion, race, nationality and age sensitivity and adaptability;
  • Highest standards of integrity, discretion and loyalty.

Qualifications et expériences requises

Education:

  • Master’s degree or higher in Sustainable Development, Economics or a closely related field.

Experience:

  • Extensive experience working in institutional capacity assessments and organizational frameworks;
  • At least 10 years of work experience in the field of international development, with a focus on social policy and development;
  • Practical experience in coordinating development projects of a similar nature, such as policy research studies or consultancy reports;
  • Proven experience in development of National Development Plans and mainstreaming of MDGs/SDGs.

Language:

  • Proficiency in spoken and written English required.
