UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security. Placing women’s rights at the center of all its efforts, UN Women will lead and coordinate United Nations system efforts to ensure that commitments on gender equality and gender mainstreaming translate into action throughout the world. It will provide strong and coherent leadership in support of Member States’ priorities and efforts, building effective partnerships with civil society and other relevant actors.

 UN Women plays an innovative and catalytic role in Palestine since its inception in 1997. UN Women Palestine office focuses its activities on one overarching goal, namely to support the implementation at the national level of existing international commitments to advance gender equality in line with the national priorities. In support of this goal, and thoroughly taking into consideration the specificities of the Palestinian context, UN Women concentrates its efforts and interventions toward the realisation of following strategic goals: Engendering governance, peace and security; Supporting women's economic security and rights; and Promoting women’s rights and protection against violence.

UN Women in Palestine works in a unique political and social context in order to advance the recognition and enjoyment of women's rights. Within the framework of the UN Women and UNDP Joint Programme “Strengthening the Rule of Law in the oPt - Justice and Security for the Palestinian People” (2014-2017), UN Women is supporting the process of institutionalization and capacity development of the justice and security sectors in Palestine, and capacity development of national machinery for gender equality and increasing women’s access to justice, in line with international instruments.

In light of the recent ratification by the State of Palestine of CEDAW among 15 other treaties in April 2014, UN Women would like to recruit CEDAW National Expert, to support the State of Palestine in developing a reporting system, with a particular focus on the development of the State Party report to the CEDAW Committee. The Government has adopted a coordinated approach to reporting under the human rights treaties which envisages the elaboration of the CEDAW report in parallel with the other treaty reports and which seeks to highlight the linkages between the treaties including the common provisions aiming at the elimination of discrimination against women in their enjoyment of all human rights. The scope of the consultancy will include:

  • Support national drafting of initial CEDAW report by coordination and participation of meetings and workshops to progress CEDAW reporting;
  • Coordinate contributions to the national CEDAW report by relevant government bodies;
  • Collect and follow up on relevant information and data for the CEDAW report; and
  • Support in the CEDAW drafting process utilizing treaty reporting guidelines.

Devoirs et responsabilités

Under the overall supervision of UN Women Special Representative, and the direct supervision of the Women Human’s Rights Project Specialist, the Consultant will undertake the following tasks, duties and responsibilities:

Prepare and implement following tasks:

  • Develop a CEDAW skeleton report based on treaty reporting guidelines and CEDAW legislative indicators;
  • Support multi-sectoral government meeting by presenting CEDAW skeleton report;
  • Include contribution by relevant government bodies into the CEDAW draft report;
  • Actively collect information and data for the national CEDAW report and include in the draft report;
  • Develop CEDAW draft report and support the Ministry of Women’s Affairs to present to the report to relevant government bodies for approval;
  • Finalize CEDAW draft report; and
  • Develop a CEDAW report summary for the Council of Minister’s approval.

Time frame:

The assignment is expected to start on 12 January 2015 and to be finalized by 31 May 2015.

Key deliverables:

  • CEDAW skeleton report;
  • CEDAW draft report;
  • Final CEDAW report (not exceeding 50 pages) and;
  •  Report summary (not exceeding 8 pages).

Qualifications et expériences requises

Education:

  • Advanced university degree in gender, law, human rights or any other related field.

 Experience:

The CEDAW Consultant should have the following qualifications:

  • At least 5 years of experience in the field of human rights and gender equality;
  • Of which at least 2 years of proven record of report writing in English and Arabic language;
  • Familiarity with CEDAW and other international Human Rights treaties;
  • Of which at least 2 years of work experience in the field of women rights  in Palestine;
  • Familiarity with government structures and responsibilities;
  • Legal literacy will be considered an asset; and
  • Prior experience with similar assignments within the UN system will be considered an asset.

Language Requirements:

  • Fluency (both oral and written) in English and Arabic.
