The UNIFEM sub regional office (SRO) in Delhi covers the following  countries in South Asia: Bangladesh, Bhutan, India, Maldives, Nepal, Pakistan, Sri Lanka.  The SRO is the driver of UNIFEM's collaboration with key national and regional partners and a broad range of regional and national women's networks.
The UNIFEM Regional Programme Director (RPD) is the front line contact for UNIFEM. The RPD conceptualizes and oversees all UNIFEM-supported programmes and partnerships. The RPD represents UNIFEM in UN Country teams (UNCTs) in the region, working closely with the UN Resident Coordinators (RC).

Devoirs et responsabilités

Reporting to the Chief of the Asia, Pacific and Arab States Section, the RPD has the following duties and responsibilities:

Leadership and representation

  • Promotes a positive and accurate image of UNIFEM in the region, including through development of regional and national advocacy strategies, engagement in high level policy dialogue and through initiation of and participation in strategic policy and programme fora
  • Builds strong partnerships with Governments of countries in the region to support policy formulation and capacity development that will enable them, in line with their national priorities, to implement policy frameworks related to gender equality and women's human rights including the Beijing Platform for Action, CEDAW, Security Council resolution 1325, and the MDGs
  • Represents UNIFEM at the Heads of Agency meetings of UN Country Teams and ensures that UNIFEM is able to provide state-of-the-art technical expertise and advice to strengthen the gender equality and women's human rights dimensions of programmes and policies of UNCTs in the region
  • Fosters ongoing partnerships and collaboration with bilateral donors, international foundations and the private sector to mobilize resources for gender equality programmes
  • Assists in securing voluntary contributions to UNIFEM from countries within their region or sub-region
  • Fosters collaboration between Governments , UN organizations, civil society organizations and donor agencies on key and emerging priorities for accelerating progress toward gender equality
  • Builds strategic alliances with women's organizations within the region in order to support their work and to create visibility for emerging gender equality issues
  • Programme Development and Management
  • Leads the development and monitoring of UNIFEM's regional and country strategies to ensure contribution to and alignment with UNIFEM's Strategic Plan 2008 - 2011 and to the key regional priorities for accelerating gender equality and women's human rights
  • Oversees the development, implementation and monitoring of UNIFEM's regional, sub-regional and national programmes, ensuring that these are aligned with regional and national priorities and that they contribute to the overall priorities agreed to by UNCTs and with the UN Resident Coordinators
  • Promotes and guides the development of effective joint programmes with UN organizations and UNCTs, including to ensure UNIFEM's full contribution to implementation of UN Development Assistance Frameworks and other UN coordination initiatives
  • Monitors development trends and issues in the region that have an impact on gender equality and women's human rights
  • Prepares, implements and monitors UNIFEM-supported  programmes designed to enhance national capacity to accelerate progress toward gender equality
  • Supervises high quality and timely reporting and communications to ensure that information about UNIFEM's work is easily accessible to stakeholders and partners

Managerial Functions

The Regional Programme Director is accountable for integrity, transparency, and equity in the management of UNIFEM financial and human resources in the Regional Office including:
  • People Management:  In line with the UN rules and regulations pertaining to human resources management, the RPD ensures effective management, career development, and security of staff in the regional office and country programmes which are under the ambit of the sub-regional office.
  • Financial management:  In line with the principles of the delegation of authority , the RPD ensures proper financial management  of and accurate and timely reporting on UNIFEM's  resources
  • Strategic management: The RPD ensures effective and efficient management of partnerships with UN, government and NGO partners.

Qualifications et expériences requises

  • Masters Degree in social sciences and /or any relevant disciplines related to international development or international relations, international legal Studies, human rights, gender equality and women's human rights.
  • At least ten years of progressively responsible experience in managing development programmes, including at least 8 years of experience in programmes related to gender equality at national, regional and international levels
  • At least 5 years of field-based experience with an international organization
  • Work experience in and knowlege of the South Asia Region
  • Excellent written and spoken English is required. Knowledge of other languages used within the sub-region would be an added advantage.
