Historique

The current project supports the Timorese National Police (PNTL) to deliver quality police services to the population of Timor-Leste following resumption of executive policing over the national territory, and UNMIT draw-down in 2012.  Capacity development support is aligned with the PNTL Strategic Plan 2014 – 2018 with a focus on strategic planning, information technology, human resources, procurement, finance, internal inspection and audit, and translation of central capacity to two pilot districts.

Under the guidance and direct supervision of the Senior Technical Advisor, the Programme Analyst is responsible for operational and management services of the UNDP PNTL project. The Programme Analyst analyzes political, security, and development trends affecting the Timor-Leste National Police (PNTL) and leads, monitoring and evaluation, and communication of project activities and results.

The Programme Analyst works in close collaboration with the project manager, technical advisors, country office operations team, communications unit, PNTL counterparts and donors ensuring successful project implementation.

Summary of Key Functions:

  • Provision of project operational support services;
  • Implementation and reporting of project monitoring and evaluation strategy;
  • Communicating project results with donors and stakeholders.

Ensures provision of project operation support services focusing on achievement of the following results:

  • Management of project procurement plan in accordance with UNDP procurement guidelines and financial rules and regulations
  • Management of project recruitment plan in accordance with UNDP human resource policies and procedures

Ensures effective implementation and reporting of project monitoring and evaluation strategy to achieve the  following results:

  • Effective application of Results Based Management tools, establishment of management targets and monitoring achievement of results;
  • Design and formulation of project monitoring and evaluation strategy, ensuring alignment with the PNTL strategic plan and Country Programme Action Plan;
  • Liaise with PNTL counterparts and technical advisors to ensure accurate and timely collation of data and reporting on progress.

Ensures project results are communicated with donors and stakeholders to achieve the  following results:

  • Project communication strategy developed addressing reporting of project progress with PNTL, donors and stakeholders;
  • Donor funding agreements concerning reporting of results are adhered to and project stakeholders are able to access timely and accurate information on project objectives and progress;
  • Multimedia formats including UNDP web sites and social media platforms are fully utilized to communicate results in accordance with UNDP Communications tool kit;
  • Liaise with PNTL counterparts and technical advisors to ensure accurate and timely collation of data and reporting on progress.

Impact of Results

The key results have an impact on the success of the project and the democratic governance results of the country programme. In particular, the key results have an impact on the design of the project annual work plan, programming of activities, creation of strategic partnerships as well as reaching resource mobilization targets.

Qualifications et expériences requises

Education:

  • Master’s Degree or equivalent in Business Administration, Public Administration, Economics, Political Sciences, Social Sciences or related field;
  • Prince2 training and certification, RMG.

Experience:

  • 2 years of relevant experience at the national or international level in providing operational support services, monitoring and evaluation, and communication of results;
  • Experience in the usage of computers, multimedia, web based management systems.

Language Requirements:

  • Fluency in English (both oral and written);
  • Knowledge of Tetum or Portuguese is highly desirable.
