UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.

The UN Women Multi-Country Office (MCO) is based in Almaty, Kazakhstan, and covers 4 countries in Central Asia (Kazakhstan, Tajikistan, Turkmenistan, and Uzbekistan). MCO programming includes support to Governments and civil society organizations in the development and implementation of innovative approaches aimed at achieving gender equality and women’s empowerment.

In Turkmenistan, UN Women will support efforts of the national partners and UN agencies in the implementation of gender equality commitments in compliance with the UN human rights conventions ratified by Turkmenistan. It will provide strong and coherent technical support to gender equality priorities in national and UN efforts and support to build effective partnerships with civil society and other relevant actors. It is also planned to strengthen coordination on gender equality and women’s empowerment programming and to enhance cooperation for the implementation of a gender-responsive post-2015 development agenda at the national and sub-regional levels.  Currently, UN Women works with Turkmenistan stakeholders through regional initiatives with no physical presence in the country.

Under the overall guidance and direction of the UN Women MCO Kazakhstan Representative, the Programme Specialist exercises overall responsibility for planning, implementing and managing UN Women interventions in Turkmenistan. She/he works in close collaboration with the UN Women MCO programme and operations team, UN Women Regional Office and HQ staff, Government officials, multi and bi-lateral donors and civil society to ensure the successful delivery of UN Women’s tri-dimensional normative, coordination and operational mandate thereby advancing the achievement of gender equality and women’s empowerment in the country. The Programme Specialist will work in regular consultation with the UNCT and the UN agencies.

Provision of top quality advisory and programme development services:

  • Conduct thorough analysis and research on the political, social and economic situation in Turkmenistan related to the thematic/sectorial areas prioritised in the UN Women MCO’s Strategic Note and Annual Work Plans;
  • Prepare substantive inputs to the UN Women MCO programme planning in those areas;
  • Undertake regular monitoring and analysis of the programme environment and propose timely readjustment of programme interventions;
  • Provide programme advisory support to the MCO Representative, including identifying  areas for support and interventions, on the thematic/sectorial areas assigned;
  • Design and formulate programme initiatives in the area of responsibility, translating UN Women’s priorities into local programming interventions.

Management of the UN Women programme portfolio (when and if established):

  • Under the guidance and oversight of the Representative, exercise overall responsibility for planning, implementation, management, and coordination aspects of the programmes/projects under his/her responsibility;
  • Ensure effective application of Results Based Management tools and monitoring achievement of results;
  • Manage the portfolio of on-going programmes/projects/initiatives through technical monitoring and administrative and financial supervision ensuring the proper application of a monitoring system to track progress on programme results and indicators;
  • Lead programme/project appraisals and evaluations according to results-based management requirements;
  • Coordinate and supervise the activities of programme/project staff, experts and consultants working as part of the technical assistance team;
  • Responsible for the timely preparation and quality control of all substantive technical reports, briefs and required documents;
  • Ensure timely production and submission of all partial and/or progress reports by all members of the project team, once and if recruited, contractors and project partners;
  • Conduct field visits to supervise, coordinate and monitor field level activities of portfolio.

Inter-Agency coordination support:

  • Participate actively in country-level Comprehensive Country Assessment (CCA)/UNDAF processes and similar exercises related to the RC system ensuring that gender concerns are clearly reflected and mainstreamed into these processes;
  • Prepare substantive inputs on the full integration of gender into the CCA/UNDAF and other strategic documents, thoroughly analyzing and researching the political, social and economic situation of women in the country;Provide substantial support to the UNCT, and national and local partners, in the development and implementation of laws, policies, strategies, plans, budgets and programmes in line with international and national commitments on gender equality and the empowerment of women and girls;
  • Provide technical support to Government and non-governmental organizations targeted at building institutional capacities for the promotion of gender equality and women’s rights, including through support to South-South learning and exchange;
  • Actively seek out participation of UN Women in UN system thematic and other working groups to establish effective networks and to keep abreast of ongoing debates and thinking on development, facilitate joint programming and promote UN Women’s mandate to advance gender equality and women's human rights;
  • Provide substantive support to joint programming and coordination around gender equality, including support in forging strategic partnerships at the national and local level to influence agenda and priority setting and promote gender equality, women’s advancement and women’s representation;
  • Provide guidance to the UNCT in supporting a robust and relevant response to national partners in advancing gender equality and women's empowerment and UN Reform;
  • Support the coordination and promotion of accountability within the UN Resident Coordinator System to advance gender equality and women’s empowerment and UN Reform; in this regard,  inform the UNCT about improved accountability tools and assets so as to ensure the UN’s commitments to gender equality and women’s empowerment are tracked and up-scaled as opportunities arise;
  • Provide regular analytical and progress reports on UN Women’s experiences to the MCO Representative on the execution of UN Women’s inter-agency coordination role.

Strategic partnerships building and resource mobilization support:

  • Support the development and implementation of the MCO’s partnerships and resources mobilization strategies to achieve programme outcomes within the areas assigned;
  • Establish and manage partnerships with the relevant UN Agencies, government institutions, bi-lateral and multi-lateral donors, private sector, civil society, etc.;
  • Determine areas of cooperation, based on the strategic goals of UN Women, the country’s needs and donors’ priorities;
  • Conduct analysis and research on donors, prepare substantive briefs on possible areas of cooperation and identify opportunities for mobilizing cost-sharing funds;
  • Initiate and follow up on resource mobilization efforts for new projects in coordination with the UN Women Representative.

Advocacy support and facilitation of knowledge building and management:

  • Support the establishment of advocacy networks at national level and linkages to international networks related to the sectorial/thematic areas assigned;
  • Proactively and substantively support and implement relevant, high-impact advocacy activities and campaigns with key partners;
  • Identify and synthesise best practices and lessons learnt directly linked to the country’s policy goals in the sectorial/thematic areas assigned;
  • Proactively contribute to knowledge networks and communities of practice and the development of knowledge products.

The post has an impact on the overall effectiveness and success of UN Women interventions and activities in the assigned sectorial/thematic areas, which impact in turn on the overall effectiveness of the UN Women programme in Turkmenistan.  By helping ensure effective design, planning, implementation, and M&E of assigned sectorial/thematic areas, and building networks and helping mobilize resources for these areas, the incumbent enhances the organization’s capacity and credibility in the implementation of highly effective programmes with strong impact.

Qualifications et expériences requises

Education:

  • Master’s Degree in, International Development, Gender, Human Rights, Political Science or in other related Social Sciences.

Experience:

  • Minimum 5 years relevant experience at the national or international level in design, planning, implementation, monitoring and evaluation of development projects and establishing inter-relationships among international organization and national governments, preferably in the field of gender and human rights of women;
  • Prior experience in the UN System and the Region will be an asset.

Language Requirements:

  • Fluency in English, Russian and Turkmen is required.

In July 2010, the United Nations General Assembly created UN Women, the United Nations Entity for Gender Equality and the Empowerment of Women. The creation of UN Women came about as part of the UN reform agenda, bringing together resources and mandates for greater impact. It merges and builds on the important work of four previously distinct parts of the UN system (DAW, OSAGI, INSTRAW and UNIFEM), which focused exclusively on gender equality and women's empowerment.
