The Hashemite Kingdom of Jordan signed the Stockholm Convention on POPs on 18th January 2002, and ratified it on 8th November 2004. The MoE acts as National Focal Point for the development of the National Implementation Plan (NIP) on POPs for Jordan.

The NIP is currently under update process, this will enable Jordan to establish inventories of products and articles containing the 10 newly listed POPs and identify industrial processes where these POPs are still employed or unintentionally produced. The NIP update will build on the existing national coordination mechanism and capacities established during the original NIP development. 

After completion of the original NIP, the MoE with assistance from the United Nations Development Programme (UNDP) is currently finalizing a medium-sized project entitled “Implementation of Phase I of a Comprehensive PCB Management System in Jordan” using GEF Trust Funds (GEFTF). The project addresses a priority in Jordan’s NIP, the environmentally sound management (ESM) of in-service and disconnected PCB-containing equipment, including electrical transformers and capacitors, and their final disposal in an environmentally sound manner. Among other activities, the improvement of the PCB inventory and technical capacity for ESM of PCB-containing equipment and materials is part of the project, and the use of data for uptating the inventory on PCB in the NIP is strongly emphasized to prepare for additional round of GEF assistance if justified.

As Jordan has already gained some experience in conducting inventories and drafting action plans for elimination of pesticides, PCBs, DDT, and unintentionally produced POPs (U-POPs), the elimination of accumulated POPs pesticides, contaminated land remediation and minimization of new U-POPs releases in electronic equipment may be viewed as emerging GEF fundable prospects in the next four years. And, new approaches are required to manage the industrial POPs chemicals such as brominated diphenyl ethers (BDE) and PFOS, due to their global use in industrial processes, products (especially electronic appliances) and recycling streams. For these chemicals, new inventory analyses in terms of supply chain, material flow and stakeholder analyses are required to meet the challenges of mitigating/eliminating the hazards and risks associated with the new POPs consumer products and on the market.

There are national-level consultations and legal review works currently being implemented by UNDP-Jordan with respect to analyzing existing e-waste management practices in the country through a special PACE(Partnership for Action on Computing Equipment) initiative under the Basel Convention on Transboundary Movement of Hazardous Wastes. This may result in additional opportunities to generate GEF technical assistance in such focus area in future.

All aforementioned potential areas of work would be a subject of analysis for the current consultancy opportunity that is described in more details in the following sections.

Scope of Work

The purpose of this consultancy is to work with the Government of Jordan and other stakeholders, with the support of UNDP, to scope and then develop a project proposal that would be eligible for funding by the Global Environment Facility (GEF-6), and is technically feasible/attractive according to GEF criteria and UNDP experience. 

The consultant will identify potential work areas of interest to the Government and UNDP in terms of generating a Global Environmental Benefit (GEB) as related to the GEF-6 Programming Document for Chemicals and then draft and fully develop a Project Identification Form (PIF) document. The range of focus areas would be covering a number of activities that would be discussed along with the Government and private sector stakeholders and as mentioned in the background section would include, not be limited to, PCB equipment decontamination, POPs pesticides and land remediation, e-waste, medical waste sound management and green economy concepts as could be applicable in the industry. Any integrated approaches with other focal areas (such as climate change in mercury management or biodiversity in remediation of landscapes) where linkages can be demonstrated and joint work with chemicals management can be reinforced, would be welcome in consideration and further elaboration in partnership with other GEF and UNDP focal areas.

In particular, the PIF must demonstrate consistency with the emerging GEF POPs strategy for GEF-6 and with GEF eligibility criteria (e.g. incrementality, mobilization of co-financing, cost-effective greenhouse gas mitigation, etc). 

The proposed project will also demonstrate that it contributes to the implementation of Jordan's priorities mentioned in NIP and related national policy strategies and action plans. 

Major Tasks

  • Conduct comprehensive national-level consultations with governmental and private sector stakeholders, local donors and other potential implementing agencies on national priorities in POPs management, where applicable;
  • Review relevant background documents on current baseline situation (reports, plans, acts, legislation, procedures, studies/assessments) related to PCBs and POPs pesticides, e-waste and medical waste, and contaminated site management in Jordan;
  • Study NIP documentation, and use any other existing sources of data and other useful materials in PIF formulation exercise;
  • Review and comment on reports and information sources made available under the guidance of key project counterparts in order to improve the quality of data up to the level required for formulation of the project concept;
  • Embark on a two-week long country visit to collect any additional information for PIF formulation, and/or to have required consultations with the national counterparts and potential project partners in terms of direct meetings and/or a PIF presentation workshop. These consultations will involve the design of future project, areas of PCBs/POPs pesticide waste, e-waste, medical wasteand contaminated site issues discussed and analyzed for the purposes of PIF exercise, elaboration and search for potential co-finance support as would be required by the PIF development process;
  • Identify entry points for the UNDP, ideas for projects and proposals;
  • Identify other donors’ agendas in the POPs, pesticides, e-waste and medical waste sector in Jordan, to use emerging partnership opportunities, and if such do not exist, to avoid duplication off GEF effort;
  • Building on the scoping mission, develop the baseline situation that could serve as a baseline project for future GEF investment;
  • Building upon the Jordan's strategies and policies in PCBs, POPs pesticides, e-waste and medical waste sector, and contaminated lands, and taking into account the ongoing projects (by UNDP or other donors) and other national policy and planning frameworks, justify the rationale, legitimacy and strategy of the project;
  • Conduct the development of this project proposal through a consultative process with other regional and international partners which might be involved in the project;
  • Work in close cooperation with UNDP CO and other stakeholders in order to define the project budget.

Formulate, in close consultation with all key stakeholders, a draft PIF addressing the following issues:

  • Development of the problem tree and sketching of the intervention strategy;
  • Identification of several possible scenarios for intervention and identification of the most cost-effective approach within the GEF strategic objective;
  • Preliminary identification of key areas for piloting and implementation;
  • Preparation of the project results framework– including indicative indicators – and GEF tracking tool;
  • Identification of main risks and associated mitigation measures according to the UNDP typology and approach to risk management.
  • Identification of co-financiers and indicative amounts of co-financing.

Qualifications et expériences requises

Education: 

  • Postgraduate or other advanced university degree related to chemical and waste management, POPs, environmental management or relevant disciplines.

Experience:    

  • At least five (5) years of relevant experience in drafting UNDP/GEF project PIFs and documents the area of the Stockholm Convention on sound POPs management;
  • Extensive experience analyzing data and preparing analytical reports;
  • Expert knowledge of GEF operating and strategic principles, especially as related to GEF-6 programme cycle;
  • Proven experience in undertaking similar assignments;
  • Proven working experience in the field of POPs, pesticides, e-waste and medical waste in developing countries, ideally in an Arab States region context, though experience from other regions is welcome;
  • Demonstrated experience in capacity development initiatives, notably at the systemic and institutional levels;
  • Demonstrated ability of analytical and report drafting work.

Language Requirements:

Financial Proposal:

The financial proposal shall specify a total lump sum amount including fees, travel cost, DSA and transportations (local travel means inside Jordan – if needed). Payments are based upon output, i.e. upon delivery of the services specified in the TOR.  In order to assist the requesting unit in the comparison of financial proposals, the financial proposal will include a breakdown of this lump sum amount.
