Transparency, accountability and anti-corruption are at the core of UNDP work to bridge inequalities in the Asia-Pacific region. In 2014 the region witnessed a significant increase in anti-corruption interventions with on-going programs in 11 countries in Asia Pacific. In 2014, with the support of UNDP Bangkok Regional Hub (BRH) and the Global Anti-Corruption Initiative (GAIN), new initiatives were launched (Pakistan, Indonesia and Vietnam) and ongoing projects were upscaled (the Philippines, China and Thailand) to integrate anti-corruption in development solutions and mitigate risks in service delivery.

 The UNDP Bangkok Regional Hub (BRH) is responsible for the implementation of regional projects, knowledge management activities and the provision of advisory services to the UNDP Country Offices in Asia and the Pacific. The Global Anti-Corruption Initiative (GAIN) is UNDP’s vehicle to respond to the growing demand for technical assistance in the area of service delivery and anti-corruption and ensure policy coherence and coordinate programming support to countries. GAIN supports interventions at global, regional and country levels in order to promote national ownership, capacity development, effective aid management and South-South cooperation in addressing corruption and fostering democratic governance.

 Under the guidance and direct supervision of the Effective Governance Team Leader, the Consultant will help ensure continuity in the technical support from BRH to Country Offices on anti-corruption.

 The International Consultant on Anti-Corruption works closely with the Effective Governance Team in the UNDP Bangkok Regional Hub and with the global GAIN team, with travel to duty stations/Asia-Pacific countries, whenever required.

Devoirs et responsabilités

The objectives of the assignment are to:

  • Help Country Offices formulate needs assessment and identify entry points for programming to embed anti-corruption into UN programming in the region;
  • Respond to requests for technical support from government counterparts and country offices on issues related to anti-corruption, transparency, accountability;
  • Provide technical inputs in national, regional and global events and/or knowledge products that contribute to addressing corruption risks in service delivery and reducing inequalities in the region.

The consultant will perform his/her assignment under the overall guidance of the Effective Governance Team Leader, in cooperation with the global GAIN team, and will be responsible, more specifically, for the following tasks:

  • Supporting UNDP BRH anti-corruption, transparency and accountability team in responding to the requests of the Country Offices, including participation into missions as required;
  • Assisting Anti-Corruption advisor and GAIN team Drafting and reformulating programme documents for UNDP offices;
  • Coordinating the collection of experiences on judicial integrity from the Asia Pacific Region;
  • Assisting Anti-Corruption advisor in providing technical inputs into knowledge products developed at a global level as required.

Qualifications et expériences requises

Education:

  • Master's degree in social sciences, law, economics, international relations, development studies, or related field.

 Experience:

  • Seven years of relevant experience in anti-corruption;
  • Seven years of relevant experience at the national or international level in policy and programming  and in knowledge management;
  • Experience in dealing with UN agencies, donors and civil society;
  • Knowledge of the Asia-Pacific region.

Language:

  • Fluent in English.
