Historique

UN-HABITAT’s Syria Programme focuses on the following areas: emergency shelter and housing, water, sanitation and hygiene (WASH), solid waste management, and urban information management, including City Profiles and Neighbourhood Profiles. UN-Habitat works closely with UN agencies, Governorates and local NGO partners to implementation its programmes at national, Governorate and municipal levels.

The United Nations Human Settlements Programme, UN-HABITAT, is the United Nations agency for cities and human settlements. UNHabitat’s humanitarian work is guided by its Strategic Policy on Human Settlements in Crisis and the agency is a member of the Inter-Agency Standing Committee (IASC).

Devoirs et responsabilités

Reporting to UN-Habitat Syria Chief Technical Advisor and to the Regional Office for Arab States Programme Management Officer (PMO), the incumbent will be responsible for the following:

Project Management Support

  • Pro-actively facilitate the smooth implementation of the country projects while adhering to UN rules and regulations;
  • Supervise office support staff, including distribution and review of work assignments, training, and inputs to performance evaluation;
  • Prepare travel authorizations, making travel arrangements, calculating daily stipend and ticket costs as well general coordination of logistics;
  • Serve as focal point for administrative coordination of project implementation activities including procurement of equipment and services, maintenance of inventories. Process all procurement requests from field and follow up with ROAS;
  • Liaise, monitor and follow up with the support services of UNON and other relevant departments in regard to procurement and financial aspect of project activities;
  • Maintain accurate records of financial status of recruitments, sub-contracts and payments and advice on delays/constraints faced in order to take corrective action;
  • Prepare Agreements of Cooperation and amendments, MoUs and subcontracts for partners, i.e. iNGOs, NGOs and municipalities;
  • Prepare packages for procurement and payments.

Financial Management

  • Maintain and process all project relevant information in the Integrated Management System (IMIS) and UMOJA;
  • Monitor and track budget and expenditures;
  • Prepare budget revisions for Syria in liaison with the responsible PMO, and ensure necessary approval and entry in IMIS/UMOJA;
  • Develop and maintain updated and computerized statistical and financial information on Syria to show status of finance, recruitment, subcontracts and equipment;
  • Raise necessary obligation documents for contracts, travel.

General Administration

  • Facilitate programme implementation through by ensuring field requests follow established rules, regulations & procedures;
  • Oversee recruitment of national staff and consultants, including VA preparation, interview organization and reporting, preparation of recruitment request packages for personnel: staff, consultants, resource persons;
  • Maintain records on all project personnel/national consultants and their respective status (contracts, ToRs, time and attendance – if appropriate, etc.) in accordance with accepted policies and procedures;
  • Monitor staff attendance (prepares monthly leave reports, attendance record cards) and passes information to the ROAS for monthly salary processing;
  • Ensure files are properly maintained and secured.

Qualifications et expériences requises

Education:

  • High school diploma or equivalent;
  • Training in project management, business administration and/or similar discipline;
  • Training in events management, finance management, and procurement is desirable.

Experience:

  • 7 years of experience in events management, project administration, procurement and/or related area;
  • Knowledge of the United Nations financial rules and regulations. Familiarity with the Integrated Management Information System (IMIS) will be an asset.

Languages:

  • English and French are the working languages of the United Nations Secretariat;
  • For the post advertised, fluency in oral and written English and Arabic is must.
