UNDP’s Social and Environmental Standards (SES) underpin our commitment to mainstream social and environmental sustainability in our Programmes and Projects to support sustainable development.

The objectives of the standards are to:

  • Strengthen the social and environmental outcomes of Programmes and Projects
  • Avoid adverse impacts to people and the environment
  • Minimize, mitigate, and manage adverse impacts where avoidance is not possible
  • Strengthen UNDP and partner capacities for managing social and environmental risks
  • Ensure full and effective stakeholder engagement, including through a mechanism to respond to complaints from project-affected people

A key mechanism to ensure these standards are applied is through UNDP’s project-level Social and Environmental Screening Procedure (SESP) which is a requirement for all proposed projects with a budget of $500,000 or more. The objectives of the SESP are to: (a) Integrate the SES Overarching Principles (human rights, gender equality and environmental sustainability); (b) Identify potential social and environmental risks and their significance; (c) Determine the Project's risk category (Low, Moderate, High); and (d) Determine the level of social and environmental assessment and management required to address potential risks and impacts.

UNDP’s SES and SESP came into effect January 1, 2015. The challenge now is to ensure successful implementation and strengthened capacities of staff to apply the standards.

Scope of Work:

UNDP is seeking the service of an expert consultant to provide technical support to ensure the quality of completed SESP reports for proposed projects.  This will include review and recommendations on drafts, support to capacity development of staff and a compilation of lessons learned.

Expected Outputs and Deliverables:

The consultant will be responsible for the following outputs and related activities -

  • OUTPUT 1: Recommendations on how to improve each draft SESP report reviewed
    • Review draft SESP reports and supporting documentation
    • Review will place a particular focus on the following sections of the SESP: (i) potential social and environmental risks; (ii) impact and probability rating; (iii) significance rating; (iv) overall project risk categorization; and (v) assessment and management measures
    • The review will need to be conducted in a timely manner to ensure it does not result in delays in the project
    • Bring to the attention of the SES Policy Specialist any potential issues that may require additional specialized expertise
  • OUTPUT 2: Tracking system of SESP reports reviewed and key findings and quality ratings
    • Using pre-defined rating categories, provide a quality rating of final SESPs that have already gone through a Project Appraisal process
    • Develop a template for tracking results of all SESP reviews
    • Maintain the tracking system as SESPs are reviewed
  • OUTPUT 3: Final report with recommendations to UNDP on how to/take actions to improve the SESP guidance and strengthen internal capacities
    • Based on the reviews identify potential areas where capacity development should be focused to inform the development of SESP trainings, webinars, etc, to be conducted in 2015 and beyond
    • Track lessons learned to inform subsequent revisions and refinement to the SESP guidance and template
  • OUTPUT 4: Provide support the development and delivery of trainings related to the SESP
    • Provide inputs, including case examples based on the review of SESP reports, to the development of face-to-face trainings, webinars, and the development of an online training
    • Act as a resource person to support the delivery of trainings

Institutional Arrangement:

The consultant will report to, seek approval/acceptance of outputs from the UNDP Social and Environmental Standards Policy Specialist of the Development Impact Group (DIG) within the Bureau for Policy and Programme Support (BPPS).

Duration of the Work:

One year initial with possibility of extension up to two additional years subject to satisfactory performance.  It is anticipated that for the first year up to 150 days level of effort may be needed.

Qualifications et expériences requises

  • Technical expertise in environmental and social safeguards, including environmental and social screening, impact assessment, human rights and indigenous peoples
  • Demonstrated ability to communicate complex issues in a concise and clear manner
  • Highly organized with strong analytical and research skills
  • Experience developing and conducting training related to social and environmental screening and assessment
  • Familiarity with the UN System, in particular UNDP
  • Masters degree in field related to international development, with specific academic background related to social and environmental sustainability
  • Al least 15 years of experience related to social and environmental standards and impact assessment in an international development context

Step 1: Interested individual consultants must include the following documents when submitting the applications in UNDP job shop (Please note that only 1 (one) file can be uploaded therefore please include all docs in one file):

  • Personal History Form (P11), indicating all past experience from similar projects, as well as the contact details (email and telephone number) of the Candidate and at least three (3) professional references (the template can be downloaded from this link: http://europeandcis.undp.org/files/hrforms/P11_modified_for_SCs_and_ICs.doc).
  • Brief description of why the individual considers him/herself as the most suitable for the assignment. Indicate available start date.

Step 2: Submission of Financial Proposal

Applicants are instructed to submit their daily rate financial proposals in US Dollars for this consultancy to bpps.procurement@undp.org, using the financial proposal template available here: http://procurement-notices.undp.org/view_file.cfm?doc_id=45755. The proposals should be sent via email with the following subject heading: “Financial Proposal for Social and Environmental Screening Expert" by the deadline for this vacancy. Proposals to be received after the deadline may be rejected. In order to assist the requesting unit in the comparison of financial proposals, the financial proposal should be all-inclusive and include a breakdown. The term ‘all-inclusive” implies that all costs (professional fees, travel related expenses, communications, utilities, consumables, insurance, etc.) that could possibly be incurred by the Contractor are already factored into the financial proposal.

Scope of Price Proposal and Schedule of Payments:

  • Financial proposals must be all inclusive and must be expressed on the basis of “a daily fee” in USD. The term ‘all inclusive” implies that all costs (professional fees, communications, utilities, consumables, insurance, etc.) that could possibly be incurred by the Contractor are already factored into the final amounts submitted in the proposal
  • Payment will be made upon monthly submission of a certificate of payment request, indicating outputs achieved and days worked to be verified and cleared for payment by the supervisor.
  • Any travel expenses will be paid for directly by UNDP and should not be included in the price proposal.

Criteria for Selection of the Best Offer:

  • Only those candidates that meet the minimum level of education and relevant years of experience requirements will be considered for the technical evaluation.
  • The technical evaluation will include a desk review to select the shortlisted candidates (those that score at least 35/50).
  • The technical evaluation will also include interviews with shortlisted candidates.
  • Only candidates obtaining a minimum of 70 (70%) points on technical evaluation will be considered for the Financial Evaluation.
  • The selection of the best offer from the shortlisted candidates will be based on a Combined Scoring method – where the technical evaluation (desk review and interview) will be weighted a maximum of 70%, and combined with the price offer which will be weighted a maximum of 30%. The 70% rating shall be based on how well the Offeror meets the minimum qualifications/competencies described above.
  • The technical evaluation will be based on the following criteria with the corresponding points (out of a total 100 points):
    • Desk Review (50 points):
      • Demonstrated experience applying environmental and social safeguards, including technical expertise in conducting environmental and social screenings and impact assessments for development projects - 25 points
      • Training and capacity development experience relevant to the position - 15 points
      • Familiarity with UNDP and UN system - 10 points
    • Interview (50 points)
