The United Nations Volunteers (UNV) programme is the UN organization that contributes to peace and development through volunteerism worldwide. Volunteerism is a powerful means of engaging people in tackling development challenges, and it can transform the pace and nature of development. Volunteerism benefits both society at large and the individual volunteer by strengthening trust, solidarity and reciprocity among citizens, and by purposefully creating opportunities for participation. UNV contributes to peace and development by advocating for recognition of volunteers, working with partners to integrate volunteerism into development programming, and mobilizing an increasing number and diversity of volunteers, including experienced UN Volunteers, throughout the world. UNV embraces volunteerism as universal and inclusive, and recognizes volunteerism in its diversity, as well as the values that sustain it: free will, commitment, engagement and solidarity.

UNV is headquartered in Bonn, Germany and has approximately 150 staff positions- with the majority in Bonn and some positions with different peacekeeping and political missions, and in other headquarters locations (e.g. New York and Tokyo).

The Partnerships and Communications Division (PCD) provides strategic leadership and management oversight to ensure coherent quality service delivery in UNV’s partnerships development, resource mobilization, external relations management and corporate communications.  To implement the UNV Strategic Framework for 2014-2017, new Partnerships Strategy was formulated in 2014, emphasizing the urgency to diversify and broaden UNV’s donor base through innovative financing partnerships with not only government but also with other non-traditional emerging partners in both the public and private sectors globally.  The Strategic Framework sets the annual target of external funds mobilization at US$50 million per annum, which requires significant growth from the current level of US$19 million per annum. 

The Partnerships Section, under PCD Chief’s oversight, leads and coordinates the donor funds mobilization.  In order to realign the Section’s key functions to best implement the UNV Strategic Framework and the Partnerships Strategy, functional review was undertaken in 2014, which resulted in the establishment of two clusters in the Section, namely 1) Partnerships and Resource Mobilization Support (PRMS) Cluster, which is primarily responsible for managing and expanding financial collaboration with existing partners; and 2) Corporate Partnerships Advice and Solutions (CPAS) Cluster, which is tasked to lead the establishment of new financing partnerships with non-traditional emerging partners to help reach the above resource mobilization target.  While the annual donor contributions from long-standing traditional donors are relatively stable, considerable amount of required resource growth is expected to come from new financing partnerships with emerging state and non-state organizations, including foundations, private sector, regional organizations, International Financing Institutions, emerging Middle-Income Countries, South-South Cooperation, among others.

The Consultant will be reporting to the Team Leader of the CPAS Cluster, who works closely with PCD Chief.  Informed by the priorities as articulated in the UNV Strategic Framework, Partnerships Strategy as well as the newly-formulated five Global Programmes in the areas of peacebuilding, youth, community resilience, basic social services and volunteer infrastructure, the Consultant will carry out new partnerships intelligence, develop concrete new financing partnerships models and business cases.  The Consultant will provide CPAS Cluster leader and PCD Chief with a package of well-thought-through financing partnerships proposals for consideration by the Senior Management, with clear cost-benefit and risk analysis, to facilitate UNV’s informed investment decision-making related to new financing partnerships.   The Consultant will also help formalize and launch those new financing partnerships that will be endorsed by the Senior Management.

Devoirs et responsabilités

The Consultant will have the following deliverables and deadlines:

  • Carry out new financing partnerships intelligence to identify relevant new financing partners, develop concrete new financing partnerships models and business cases, based on a number of exploratory outreach and consultations with identified new partners as well as internal clients, especially the Peace and Development Division. Date: By mid-May 2015;
  • Identify strategic outreach opportunities for PCD Chief and/or Executive Coordinator, and coordinate the required planning of outreach mission programmes, implementation and follow-up actions as required. Date: Ongoing between March and September 2015;
  • Provide CPAS Cluster leader and PCD Chief with a package of well-thought-through, concrete financing partnerships proposals as well as executive action briefs, for consideration by the Senior Management, with clear cost-benefit and risk analysis, to facilitate UNV’s informed investment decision-making related to new financing partnerships.Date: By mid-September 2015;
  • Support CPAS Cluster leader and PCD Chief to formalize and launch at least four new financing partnerships, endorsed by the Senior Management. Date: By mid-December 2015.

Qualifications et expériences requises

Education:

  • Master’s Degree or PhD in Management, International Development, Organizational Strategies or any related field.

Experience:

  • At least 10 years of progressively responsible experience in the development sector, preferably in participatory strategy formulation;
  • Proven experience and track record in establishing and strengthening inter-agency and cross sectorial financing partnerships;
  • Competence and experience in using participatory techniques to develop organizational strategies and implementation plans that ensure cross organizational ownership and buy-in for effective implementation;
  • Solid experience and track record in the strategy development of global partnerships for international organizations;
  • Demonstrated knowledge of Result Based Management (RBM);
  • Competence in information gathering techniques and computerized data processing;
  • Experience and familiarity with UN system, especially UNV, and non-profit sector;

Language:

  • Fluency in English.

Application procedure:

Applicants have to provide a technical and financial proposal. The technical proposal shall describe the methodology and the approach how to fulfill the required deliverables as well as outline the major components and milestones of its implementation.
The financial proposal shall consist of all-inclusive lump sum for the whole duration of the contract period, which shall include the consultancy fee, costs of living, costs for insurance, and cost of travel to and from the duty station. The financial proposal shall contain a breakdown of these costs and indicate the number of off-days the consultant wants to take during the contract period (if any).

The lump sum/contract price is fixed regardless of subsequent changes in the cost components.

Criteria for Selection of the Best Offer:

The selection of the best offer will be based on the combined scoring method – where the qualifications and methodology will be weighted 70%, and combined with the price offer which will be weighted 30%.

Key selection criteria are as follows:

  • Strategic approach and proven track record in the field of innovative financing partnerships building and resource mobilization (40%);
  • Proven analytical and writing skills (20%);
  • Professional experience in UN system and/or international organizations (10%).
