The United Nations Capital Development Fund (UNCDF) is a UN organization with a capital mandate (unique in the UN System) focused on reducing poverty and inequality first and foremost in the least developed countries (“LDC”s).   To support the realization of UNCDF’s Business Plan and drive the rapid expansion of the organization’s capacity to assist LDCs to meet their graduation goals, respond to LDC demand for its services, and increase its geographical coverage of and average investment size in LDCs, UNCDF requires a partnership and business development strategy.  This strategy encompasses specific, and interlinked, strategies for partnerships, branding and communications, and resource mobilization, which capitalize on mandate-specific partnership building, inter-governmental/client relations, and specific business development opportunities.

Against this backdrop, the UNCDF/LDFP (Local Development Finance Practice) works with Least Developed Country governments to: mobilize additional capital for local development including from the domestic public and private sectors (for example by promoting fiscal decentralization, increasing own revenue of local authorities and stimulating investment finance by domestic banks); design appropriate allocation mechanisms for this capital (intergovernmental fiscal transfers, public-private partnerships, structured project finance, municipal debt instruments); support local investments that provide a demonstration effect and lead to upscaling and mainstreaming of these mechanisms (including supporting UNCDF’s pipeline of investible projects); secure these investments within an accountable institutional environment that sustains and promotes local development. Post Context

 Under the guidance and direct supervision of LoCAL Global Programme Manager, the LoCAL Programme Analyst actively contributes to the formulation, management and evaluation of LoCAL programme activities, provides leadership in execution of programme finance services ensuring effective and transparent utilization of financial resources and integrity of financial services, and ensures consistency of Programme, Finance and Operations services delivery to LoCAL Projects Globally and at the Country Level.

LoCAL Programme Analyst can supervise and lead programme support staff. The Programme Analyst works in close collaboration with Local Development Finance Practice Area, Management Support Unit, Partnership Unit and CO Programme and Operations teams, programme staff in other UN Agencies, UNCDF HQs staff.

The incumbent works in close collaboration with the UNDP operations team, PMSU, and the Management Support Unit in HQs well as other UN Agencies, UNCDF HQs staff and Government officials, technical advisors and experts, multi-lateral and bi-lateral donors and civil society ensuring successful implementation of the project.

The Programme Analyst also supports the identification of emerging opportunities for resource mobilization with external donors, private sector and trust funds as they relate to thematic Local Development practice while leading and providing guidance in the development of internal and external knowledge networks of practitioners in this thematic area.

Summary of key functions:

  • Implementation of programme strategies;
  • Administration and implementation of operational and financial management strategies, Support to CO programme management, administration of budgets and effective cost recovery;
  • Management of the CO programme in operational terms;
  • Creation of strategic partnerships and implementation of the resource mobilization strategy; 
  • Provision of top quality advisory services to the Government and  facilitation of knowledge building and management.

Ensures implementation of  programme strategies focusing on achievement of the following results:

  • Support the roll out of the LoCAL initiative as the Global facility to LDCs in implementing the CCA to increase the resilience with thorough analysis and research of the political, social and economic situation in the country and preparation of substantive inputs to CCA, UNDAF, CPD, CPAP and other documents;
  • Thorough analysis and research of the political, social and economic conditions locally and preparation of substantive inputs programmatic instruments;
  • Identification of areas for support and interventions within the thematic/sectoral areas assigned, especially in the areas of Local Development and other support and interventions within the thematic/sectoral areas assigned;
  • UNCDF and in particular LoCAL Finance business processes mapping and elaboration of the content of internal Standard Operating Procedures in Finance in consultation with UNCDF HQ and Senior Management;
  • Support the rolling out of the LoCAL initiative to a new participating countries.

Ensures effective management of the LoCAL programme within the areas assigned focusing on quality control from formulation to implementation of the country programme achieving the  following results:

  • Effective application of RBM tools, establishment of management targets (BSC) and monitoring achievement of results;
  • Design and formulation of CO programme within the area of responsibility, translating UNDP’s priorities into local interventions;
  • Coordination of programme implementation with the executing agencies. Introduction of performance indicators/ success criteria, cost recovery, targets and milestones;
  • Initiation of a project, presentation of the project to PAC, entering project into Atlas (in small offices), finalization of contribution agreement; determination of required revisions; coordination of the mandatory and budget re-phasing exercises, closure of projects through review. Programme Analyst can perform functions of Manager Level 1 in Atlas for POs and vouchers approval, participates in recruitment processes for projects;
  • Financial and substantive monitoring and evaluation of the projects, identification of operational and financial problems, development of solutions. Participation in audit of NEX projects;
  • Follow up on audit recommendations. All exceptions are timely reported;
  • Aggregate reports are regularly prepared on activities, outputs and outcomes. Preparation of donor reports.

Ensures implementation of operational and financial management strategies, adapts processes and procedures focusing on achievement of the following results:

  • Full compliance with UNDP/UNCDF rules, regulations, and policies of financial activities, financial recording/reporting system and follow-up on audit recommendations; implementation of effective internal controls, proper functioning of a client-oriented financial resources management system;
  • Implementation of cost sharing and trust fund agreements;
  • Elaboration of conditions of contributions within the CO resource mobilization efforts.

Participates in effective management of the LoCAL Global and Country programme focusing on quality control from formulation to implementation of the LoCAL activities in the participating countries , achieving the  following results:

  • Design and formulation of the LoCAL country frame work including development of partnerships with the UN Agencies, IFI’s, government institutions, bi-lateral and multi-lateral donors, private sector, civil society in the specific thematic areas based on strategic goals of UNCDF LoCAL project, country needs and donors’ priorities;
  • Analysis and research of information on donors, preparation of substantive briefs on possible areas of cooperation, identification of opportunities for initiation of new projects, active contribution to the overall office effort in resource mobilization;
  • Initiation of a country project, scoping mission and the development of the country framework and LoCAL design;
  • Application of conceptual models in support of programme design;
  • Financial and substantive monitoring and evaluation of the projects, identification of operational and financial problems, development of solutions. Participation in audit of NEX projects;
  • Development and follow up on Programme Portfolio Pipeline. Entry of data of new grants into Atlas in the form of Annual Work Plans (AWPs), monitoring of AWPs status;
  • Oversee Atlas matching, implementation of effective internal controls, proper functioning of a client-oriented financial resources management system, control mechanism for development projects through monitoring budgets preparation and modifications, budgetary status versus ASL, follow up with HQs on ASL for development projects;
  • Provision of the information/reports on the situation in programme, identification of operational and financial problems, proposal of solutions;
  • Accuracy verification of Combined Delivery Reports and follow-up on their signing by Counterparts;
  • Regular monitoring of the CO delivery;
  • Preparation of inputs for reporting, including donor reporting;
  • Preparation of reports including donor reports;
  • Verification and reconciliation of various expenditures reports from the CO, HQ and Executing Agencies.

Supports creation of strategic partnerships and implementation of the resource mobilization strategy   focusing on achievement of the following results:

  • Support the development of the joint frame work with other stakeholder who will be a partner of the LoCAL Global and country project;
  • Drafting of cost sharing and trust fund agreements and obtaining of clearances from HQ if necessary;
  • Monitoring of cost-sharing contributions, coordinate with UNCDF HQ on the application of deposits against prepared pending items;
  • Track and reporting on mobilized resources;
  • Review signed cost-sharing contribution agreements and trust fund agreements;
  • Advice to Programme and Project Staff on different donor reporting requirements; monitoring of financial reports to be submitted to donors.

Provides top quality advisory services to the National and Local government as the Executing Agencies of the LoCAL Project and ensure facilitation of knowledge building and knowledge sharing, guidance to all stakeholders focusing on the achievement of the following results on achievement of the following results:

  • Identification of sources of information related to policy-driven issues. Identification and synthesis of best practices and lessons learned directly linked to programme country policy goals;
  • Organization of training for the operations/programme/projects staff on financial management and RBM;
  • Guidance to the executing agencies on routine implementation of projects, tracking use of financial resources;
  • Advice to Project staff on UNDP administrative and NEX reporting, in particular, on budgetary issues;
  • Sound contributions to knowledge networks and communities of practice;
  • Organization of training for the operations/ projects staff on programme issues;
  • Professional growth through active learning.

Qualifications et expériences requises

Education:

  • Master’s Degree or equivalent in Public Administration Business Administration or Political Sciences or related field.

Experience:

  • A minimum of 2 years of relevant work experience at the national or international level in providing management advisory services and hands-on experience in management of International development projects and Responsible for portfolio and financial management is required, with knowledge of programme or project finance desirable;
  • Experience in the usage of computers and office software packages (MS Word, Excel, etc) and advance knowledge of spreadsheet and database packages, experience in handling of web based management systems;
  • Knowledge of ATLAS and IPSAS will have a distinct advantage.

Language Requirements:

  • Fluency in English and another UN language will be desirable.
