UN Women is grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls, the empowerment of women, and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security. Placing women's rights at the centre of all its efforts, UN Women will lead and coordinate United Nations system efforts to ensure that commitments on gender equality and gender mainstreaming translate into action.

Building on over 40 years of sustained efforts undertaken by women’s organizations, grassroots, international networks, local governments in cities around the world, UN Women launched the Safe Cities Global Initiative (SC GI) in November 2010.

The SC GI consists of two major programmes:  

  • The  “Safe Cities Free of Violence Against Women and Girls”, implemented by UN Women, with local governments of five pilot cities - Quito (Ecuador), New Delhi  (India), Kigali (Rwanda), Port Moresby (Papua New Guinea) and Cairo (Egypt), and in collaboration with UN Habitat as the main global partner. The Global Programme promises to be the first-ever global comparative effort that aims to develop a model approaches to prevent sexual harassment and other forms of sexual violence across different settings;
  • The “Safe and Sustainable Cities for All” which is implemented from 2011 by UN Women, UN-Habitat and UNICEF with the cities of Greater Beirut (Lebanon), Dushanbe (Tajikistan), Metro Manila (Philippines), Marrakesh (Morocco), Nairobi (Kenya), Rio de Janeiro (Brazil), San José (Costa Rica) and Tegucigalpa (Honduras).

In line with UN Women’s universal mandate, other cities from developed and developing countries have since joined the Global Initiative: Dublin (Ireland), Winnipeg (Canada)   Sakai (Japan), Reykjavik (Iceland) New York (United States), Mexico City (Mexico), Cape Town (South Africa), and Rabat (Morocco), to share their knowledge, and strengthen and expand their programming to prevent violence against women and girls in public spaces.

The Safe Cities Global Initiative Team is based in the Ending Violence Against Women (EVAW) Section, part of Policy Division at UN Women Headquarters in New York.  The section is responsible for a number of functions including policy and technical advice to regional and country offices on EVAW, supporting the normative work on EVAW at the global level and developing and managing global level programmes.

  • Advocacy support and knowledge management.

Under the overall joint supervision and guidance of UN Women’s Advisor, Safe Cities Global Initiative and Policy Specialist, Safe Public Spaces, EVAW Section, the Project Officer will be responsible for:

Assisting in the provision of technical support for programme implementation:

  • Participate in regular programme technical exchange sessions on the Extranet on Safe Public Spaces/Safe Cities Global Initiative;
  • Assist in the organization of a webinar based on technical support requests of cities;
  • Liaise with UN Women’s training Centre to ensure online availability of training materials on safe public spaces;
  • Participate in meetings with UN Women’s Safe Cities Global Programme team, including virtual update meetings with field colleagues as required, and prepare succinct summaries of meetings, including main action points;
  • Organize and participate in meetings (virtual) with the local project coordinator (hired by UN Women field offices), and safe city focal point in the country office, as part of organization processes related to the Safe Cities Global Stakeholders’ Meeting.

Strengthening partnerships with key stakeholders, regional and international actors and development partners:

  • Assist in strengthening partnerships/cooperation/consultations/ with international networks and partners, especially women's organizations, UN system, academia, private sector and foundations for more effective implementation of models on safe public spaces;
  • Compile information and results from country teams to inform donor reports and integrate feedback of the global safe cities team as part of these processes, in collaboration with relevant programme officers in a timely and professional manner.

Advocacy support and knowledge management:

  • Contribute to the update of Information on UN Women’s Intranet, and the further development and coordination of UN Women’s Extranet on Safe Public Spaces/Safe Cities;
  • Assist in the implementation of relevant, high-impact advocacy activities with key partners;
  • Provide technical inputs on safe city policy and programme content in communications materials prepared by local and regional teams (e.g. videos, PSAs, newsletter articles, etc.);
  • Synthesize, and provide access to good practices and lessons learnt in safe city programming;
  • Assist in the preparation of talking points for UN Women Senior leadership;
  • Any other duties as directed by the supervisors.

The Project Officer is expected to work in consultation with UN Women Country Programme Focal Points in select country teams, and to provide any technical, support to the Section staff as may be requested by the supervisors.

Main Deliverables:

  • Detailed work plan and timeline produced (364 days assignment);
  • Online availability of Safe Cities training materials;
  • Information updated on UN Women’s Intranet;
  • Extranet on Safe Public Spaces/Safe Cities Global Initiative is refined and operational;
  • Organization of one webinar on the Extranet on Safe Public Spaces/Safe Cities Global Initiative;
  • Technical advice provided on communication products developed and managed by local country teams and/or Regional Offices;
  • Safe Cities Global Stakeholders’ Planning Meeting executed: this includes preparation of the participation of safe city national teams in the Global Meeting, organization of thematic sessions, preparation and finalization the evaluation questionnaire;
  • Administration, analysis and presentation of results of the evaluation of the Global Meeting.

Impact of Results

By helping to support national team programme processes related to the effective design, planning, implementation of safe city comprehensive models in select safe city sites, and by providing knowledge management, operational and reporting support to the Safe Cities Global Initiative team, the incumbent enhances the organization’s capacity and credibility in implementation of highly effective programmes with strong impact.

Qualifications et expériences requises

Education:

  • Advanced university degree in international development studies, gender/women’s studies, social sciences, or related fields.

Experience:

The candidate should have at least 2 years of demonstrable experience in:

  • Producing analytical materials on the issues of violence against women and girls, particularly on women’s and girls’ safety in public spaces in the context of developing countries;
  • Providing substantive feedback on instructional materials and online communications platforms, especially as a part of international projects in the area of ending violence against women and girls; and community safety;
  • Assisting in the organization and implementation of global technical capacity building sessions/meetings, including technical online support, particularly as related to the safe cities for women and girls field;
  • Knowledge of and experience in assisting in conducting primary research (qualitative methods, quantitative methods) on gender based violence, community safety, gender and crime prevention in an international context;
  • Drafting and completing reports and publications on a tight schedule and in coordination with and input from multiple project partners;
  • International, development work experience.

Language:

  • Superior written and verbal command of English;
  • Knowledge of another UN Language is an asset.

Note

In July 2010, the United Nations General Assembly created UN Women, the United Nations Entity for Gender Equality and the Empowerment of Women. The creation of UN Women came about as part of the UN reform agenda, bringing together resources and mandates for greater impact. It merges and builds on the important work of four previously distinct parts of the UN system (DAW, OSAGI, INSTRAW and UNIFEM), which focused exclusively on gender equality and women's empowerment.
