In order to fulfill UNDP’s mandate and advance youth empowerment, UNDP launched in 2014 its Youth Strategy 2014-2017, aligned with UNDP’s Strategic Plan 2014-2017 and meant to deepen the organization’s youth focus across three key areas of work: strengthened economic empowerment of youth; increased civic engagement and participation in decision making and political processes and institutions; and increased resilience. The strategy offers key entry points for systematic and coordinated action to support youth participation and empowerment. It also supports the work of the United Nations Inter-Agency Network on Youth Development, including the work of the United Nations Secretary-General’s Envoy on Youth, and the implementation of the United Nations System-wide Action Plan on Youth (UN Youth-SWAP).

The first formal Youth team was created in October 2014. Hosted, in the Governance and Peacebuilding cluster, the youth team supports youth mainstreaming and provides policy and programmatic support on youth. To support the consolidation of the global portfolio and the finalization of UNDP’s Global project on Youth and its partnership and resource mobilization strategy, UNDP is looking for an experienced consultant with experience in development, governance, knowledge management, advocacy/communications and roster management.

Devoirs et responsabilités

Under the direct supervision of the Youth Policy Specialist and Global Focal Point for Youth, the Consultant would be responsible for the following:

Learning/Knowledge Management/Advocacy/Communication/Roster Management:

  • Develop, implement and manage a new global knowledge platform based on programme-focused and peer-to-peer learning;
  • Capture innovation and emerging trends related to youth and governance; document lessons learned and case studies and share them on the platform;
  • Produce/update briefing notes, issue notes, fast facts and other internal UNDP knowledge products to strengthen the youth community of learning and practice;
  • Work with relevant colleagues in BPPS and BERA to develop/revise content for the new UNDP website and other related online platforms;
  • Complete weekly updates of relevant Teamworks and other online spaces;
  • Draft editions of the Youth Updates in the Governance and Peacebuilding Cluster;
  • Conduct a review of recent and planned Knowledge Products on youth, update and identify topics for new knowledge products based on gaps and needs from Country Offices. Ensure distribution and dissemination of knowledge products; plan and develop launch campaigns and roll-out strategies;
  • Organize corporate learning events, particularly webinars, on new knowledge products / relevant youth issues with key partners to support capacity building of staff and other stakeholders in relevant areas;
  • Support social media campaigns and coordinate as required with BERA on upcoming campaigns;
  • Manage UNDP’s Youth Empowerment Roster; coordinate the next call of experts, in liaison with the KM specialist for Governance and peacebuilding;
  • Coordinate the Global Lessons Learned Review of UNDP’s Support to Youth in Governance;
  • Support the development of a global initiative proposal on Youth in Politics;
  • Lead the preparation and finalization of UNDP’s report on youth for 2014-2015.

Policy and Programme Support:

  • Support the organization of events on Youth in Governance and Peacebuilding including: supervising logistics, invitations, reviewing and compiling presentations, preparing background documents, managing all final reporting (incl. drafting the workshop executive summary and meeting report);
  • Support internal coordination meetings with regional focal points and thematic focal points across the five regions working on youth;
  • Prepare a proposal for a youth e-learning module to be included in induction packages;
  • Support the work with young parliamentarians in coordination with the Inclusive Political Processes team;
  • Update the mapping of current and potential youth donors/partners and support the preparation of funding proposals;
  • Support relevant youth team members to ensure the complete mappings of existing learning and capacity building courses, tools and methodologies on youth issues;
  • Undertake research on youth issues, as required.

Qualifications et expériences requises

Education:

  • Master’s Degree or equivalent in Political Science, Law, International Relations, International Development studies, or other relevant areas. A Bachelor’s Degree with an additional two years of relevant experience will also be acceptable.

Experience:

  • Minimum of eight years of relevant experience (ten with Bachelor’s degree) in international cooperation for development, governance and peacebuilding;
  • Experience in conducting research, gathering and synthesizing information from a variety of sources to provide evidence and capture learning, and supporting the implementation of governance, human rights, education, post-conflict and youth-related activities at global and regional levels;
  • Solid experience in knowledge management, including the preparation of high-quality reports, drafting newsletters, managing online collaboration platforms, facilitating web-based portals and communities of practice. Familiarity with UNDP CMS, or other content management platforms highly desirable;
  • Experience developing and maintaining rosters of experts required. Familiarity with the WIDE platform would be an asset;
  • Experience in communications and advocacy desirable, including the ability to develop content for online dissemination and familiarity with social networking technologies;
  • Previous work experience with the UN System required. Experience working with UNDP highly desirable;
  • Proven experience of working remotely, including the ability to build constructive relationships with a wide variety of colleagues and partners.

Languages:

  • Excellent writing and editing skills in English;
  • Excellent command of a second UNDP working language (French or Spanish).

Evaluation

Individual consultants will be evaluated based on a cumulative analysis taking into consideration the combination of the applicant's qualifications and financial proposal.

The award of the contract should be made to the individual consultant whose offer has been evaluated and determined as:

  • Responsive/compliant/acceptable; and
  • Having received the highest score out of a pre-determined set of weighted technical and financial criteria specific to the solicitation.

Criteria

Technical Evaluation: 70% of total evaluation (maximum 70 points):

  • Criteria A: Education (maximum 15 points);
  • Criteria B: Experience (maximum 45 points);
  • Criteria C: Language requirements (maximum 10 points).

Note: only the highest ranked candidates who have obtained a minimum of 49 points (70%) on the technical evaluation will be considered for the financial evaluation.

Financial Evaluation: 30% of total evaluation (maximum 30 points).
