The mission of UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, is to promote gender equality and women’s empowerment and to eliminate all forms of discrimination against women and girls. Within delegated authority, the Division of Management and Administration (DMA) is responsible for developing the strategic direction, delivery, quality and results of the administrative functions and financial health of UN Women. It has to ensure timely and effective delivery of operational services and policies, guidelines and procedures to meet the operational and financial needs of the Entity; drive the development and design of innovative and integrated operational solutions and information  management systems to enhance the efficiency and effectiveness of the operations of UN Women, and exercise oversight over compliance with accountability and Internal Control Frameworks, Delegation of Authority and Financial Regulations and Tools.

The Division will directly manage, supervise and ensure transparency and accountability in the following areas of work: Finance and Budgeting, Administrative Services, Procurement and Facilities Management, Information Technology Services, Security Management, Financial and Programmatic Audits of projects under national implementation, and Legal Advisory Services.

The Director of the Division of Management and Administration is responsible for setting strategic and operational management targets in consultation with the Executive Leadership Team (ELT) and the Senior Management Team (SMT) of UN Women. The Director also has to ensure that the Entity remains a going concern in its resource mobilization efforts; that the Entity’s infrastructure needs are commensurate with its strategic objectives; that its security is compliant with UN system requirements, and that facilities and logistical services are adequate for the operations of UN Women at Head Quarters and in the field. The Director of the Division of Management and Administration under the Delegated Authority of the USG/Executive Director is the Chief Procurement Officer for UN Women and is accountable to the USG/Executive Director for all procurement functions of UN Women.

The Director will serve as a member of the Senior Management Team (SMT); contribute to the Entity’s corporate decision making and in particular the implementation of it mission and strategy, and provide advisory support to the Executive Director.  He/She will report directly to the Executive Director of UN Women.

Devoirs et responsabilités

Lead and coordinate the work of the Division of Management and Administration with a focus on a) enhancing accountability/transparency, effectiveness and efficiency, in the management of UN Women resources, and b) on integration and simplification of UN Women business processes to support the organizational mandate:

  • Provide strategic direction and leadership of operations, ensuring timely and effective delivery of financial and administrative policies, guidelines, procedures and services to meet organizational needs;
  • Provide leadership in the design of innovative IT and other systems and processes that will facilitate efficient operations to enhance the effectiveness of UN Women;
  • Ensure effective and innovative management of the financial resources of UN Women as well as ensuring cost effective ways of utilizing resources;
  • Provide oversight and compliance using the standard transparency and accountability framework for operational matters;
  • Represent UN Women in high-level UN interagency forums, as well as meeting/bodies and forums with external bilateral and multilateral partners on operational, management and financial issues;
  • Establish cost-sharing partnerships and pro-bono leverage and management;
  • Promote a productive and collegial work environment where staff members are provided with clear objectives, goals, direction, guidance and the appropriate tools to meet their responsibilities effectively and efficiently;
  • Enhance the capacity of potential and actual implementing suppliers and implementing partners;
  • Lead and coordinate with UN Women main service providers for operational services, and ensure value for money.

Provide Leadership in financial planning and management:

  • Lead and coordinate the preparation of all budget submissions to intergovernmental bodies and other potential funders in accordance with budget principles, guidelines and frameworks, and Programme performance reporting;
  • Formulate key corporate strategies, policies and procedures in the areas of financial performance management, investment of funds, budgeting, procurement (including gender responsive procurement), risk management and reporting;
  • Provide strategic advice on resource mobilization, resource management, long and short term budget planning as well as effective utilization of available resources, sharing of costs and funds under management in close coordination with the Directors of Policy, Programme and Human Resources;
  • Manage all financial resources through effective planning, controlling, monitoring and reporting; Provide forecasting, planning and accurate reporting of all income and expenditure;
  • Advise on and support the identification and mitigation of financial risks and ensure associated accountabilities through forecasting, data compilation, analysis and oversight;
  • Ensure that all parts of UN Women are provided with quality and responsive financial services to implement the strategic goals of the entity;
  • Promote excellence in financial and operational management, and continuous improvement across the organization;
  • Lead the review and analysis of existing financial systems and processes to introduce, modern best practices and innovative models of financial management.

Lead and directly supervise the overall strategy, quality, delivery and results in following areas: Finance and Budget, Administrative Services, Procurement and Supply Chain Management, Facilities Management, Operational Oversight and Accountability, Information Technology and Systems Services, Security, support to Internal and External Audits, and Audit of Projects and Programmes under the responsibility of UN Women implementing partners:

  • Monitor and oversee the application of all operational rules, regulations, procedures and guidelines; Ensure that all UN Women operational services support the implementation of its mandate and operations in full compliance with UN rules and regulations and procurement policies emphasize value for money, ethical and non-discriminatory criteria;
  • Establish appropriate operations management systems and procedures in appropriate areas, such as procurement and assets;
  • Ensure that audits are planned, implemented and reported in line with UN Board of Auditors guidelines and that recommendations and findings are followed up diligently and on time; coordinate and execute the audit of projects/programmes under the responsibility of UN Women implementing partners;
  • Ensure the provision of appropriate and adequate ICT infrastructure and services to all offices of UN Women; develop effective ICT and management information systems to enhance the efficiency of the operations, communications, programme implementation and reporting of the impact of UN Women on its stakeholders and partners;
  • Lead the establishment and maintenance of security standards to protect UN Women staff, assets and premises; and ensure and coordinate the formulation of appropriate strategies, policies, and procedures, including access of all staff and personnel of UN Women to security training and services;
  • Ensure that the organization has adequate legal services for operational, administrative, and programmatic matters.

The Director for Management and Adminisration impacts on the efficiency and efficacy of UN Women operations and service in all UN Women initiatives and activities through effective intellectual and strategic leadership in the planning, management and effective oversight of the allocation and use of major UN Women resources:

  • Senior Management Team receives up-to-date information and advice on Management and Administration matters;
  • Financial and operation services are provided timely, transparently and efficiently, meeting organizational needs;
  • Resource Mobilization, Human Resources, Evaluation and Policy and Programming activities are based on well-informed financial and operational information;

Qualifications et expériences requises

Education:

  • Master’s degree (or equivalent) in finance, administration, business management or other related field is required;
  • Possession of a Chartered Accountant Certificate is a significant advantage.

Experience:

  • Over 15 years of extensive experience, in line with the previously stated Functional Competencies, that combines strategic and managerial leadership in business management, fund management, planning and operations in a large international and/or corporate organization;
  • Experience within the UN system, Financial sector organization, Multilateral organization, or Government systems is preferred.

Language:

  • Fluency in oral and written English is required;
  • Proficiency in another UN working language is desirable.

Note:

In July 2010, the United Nations General Assembly created UN Women, the United Nations Entity for Gender Equality and the Empowerment of Women. The creation of UN Women came about as part of the UN reform agenda, bringing together resources and mandates for greater impact. It merges and builds on the important work of four previously distinct parts of the UN system (DAW, OSAGI, INSTRAW and UNIFEM), which focused exclusively on gender equality and women's empowerment.
