Under the overall supervision of the Director of the Legal Support Office, Bureau of Management and reporting directly to the Senior Legal Adviser and Head of the Corporate and Institutional Legal Practice Group, the Legal Consultant assists the unit in providing legal support to UNDP management, headquarters and country offices.

Devoirs et responsabilités

  • Assistance with the preparation of legal advice on a wide range of corporate and institutional issues, including on the interpretation and application of UNDP regulations, rules, policies and procedures;
  • Review and preparation of contracts for UNDP headquarters units and country offices, including leases, purchase of goods, partnerships and services contracts;
  • Legal research on institutional matters, involving, inter alia, relationships with governments, inter-governmental organizations, non-governmental and private sector entities;
  • Assistance with the settlement of claims and disputes arising from commercial contracts, agreements and other arrangements involving UNDP;
  • Facilitation of training programmes on Corporate and Commercial issues for UNDP staff globally, in particular regarding implications of procurement, claims/disputes and other matters handled by the Corporate and Institutional Law Practice Group;
  • Liaison with the United Nations Office of Legal Affairs (OLA), as appropriate, in order to coordinate the legal services provided by OLA to UNDP with regard to corporate and commercial legal matters involving issues of privileges and immunities referred to OLA by LSO;
  • Provision of advice on administrative law matters as requested;
  • Based on experience gained from addressing issues related to any of the above-mentioned functions, the Consultant will identify and advise on areas where systemic or policy changes may be warranted in order to strengthen UNDP’s accountability and/or allow operational units to carry out their functions more effectively and efficiently, including continual review and updating of standard texts, policies and procedures, in consultation with the concerned substantive units.
  • In addition to the above, the Consultant will be required to generally assist with other work performed by Corporate and Institutional Legal Practice Group as required.
  • Documents to be included with this application:

  • Financial proposal in lump sum format, based on outcomes, which should include all related expenses including related benefits and insurance.

Cumulative analysis:

When using this weighted scoring method, the award of the contract should be made to the consultant whose offer has been evaluated and determined as:

  • Responsive/compliant/acceptable; and
  • Having received the highest score out of a pre-determined set of weighted technical and financial criteria specific to the solicitation;

Technical Criteria weight: 70%;

Financial Criteria weight: 30%.

This contract does not carry any expectation of any future engagement in UNDP.

Qualifications et expériences requises

Education:

  • An advanced degree in law (Master’s level).

Experience:

  • Membership of national bar; practical experience in litigation an asset;
  • A minimum of 7 years’ practical experience in the practice of law with a law firm, a government and/or an international organization legal office; practical and substantial experience in the UN system, especially a UN Fund or Programme, handling legal matters as described for this position, is required.
  • Extensive experience with the United Nations Legal Framework and the legal institutional arrangements of United Nations organizations including, in particular, the UN Financial Regulations and Rules and programming policies and procedures.
  • Practical experience from UN/UNDP operations in developing countries highly desirable.

Language Requirements:

  • Excellent command of oral and written English;
  • Ability to speak and draft with knowledge of legal terminology in French and/or Spanish highly desirable.
